Short answer: As of August 16, 2026, there is no verified nationwide National Public Data settlement, official consumer claim form, or confirmed payout process. The reported breach involved billions of records, but that figure does not mean 2.9 billion unique people lost their Social Security numbers.
National Public Data was a private data broker operated by Jerico Pictures—not a government agency. After lawsuits and a bankruptcy filing, the company’s apparent lack of assets has made meaningful consumer compensation less likely. For people concerned about exposure, the most useful steps remain free: freeze credit with all three major bureaus, add a fraud alert when appropriate, review accounts and credit reports, and report suspected identity theft through the FTC’s identity-theft recovery service.

What happened to National Public Data?
National Public Data, or NPD, was a private background-check and data-broker business operated by Jerico Pictures, Inc. Its business involved aggregating personal information from public and commercial sources.

In 2024, cybersecurity reports and lawsuits described the theft and publication of a massive collection of personal records allegedly associated with NPD. The reported information included names, Social Security numbers, mailing and historical addresses, phone numbers, email addresses, and information about relatives or associated individuals.
The available evidence does not establish that every reported record came from one incident, was current, or belonged to a living U.S. resident. Some data may have been collected over multiple years and may have included duplicates or outdated entries.
The “2.9 billion people” claim is misleading
The most important correction is simple: billions of records are not the same as billions of people.
The often-repeated figure of roughly 2.9 billion—or “3 billion”—generally refers to the number of database records reported in connection with the incident. It should not be presented as the number of unique victims.
A record count can include:
- Multiple addresses or phone numbers for one person
- Duplicate records
- Historical or stale information
- Records concerning deceased people
- Information about people outside the United States
- Several data fields associated with the same individual
The number of unique people, unique Social Security numbers, living U.S. residents, and currently valid records may all be different. Public reporting has not established those figures with precision.
The House Oversight Committee’s August 22, 2024 letter described reports that nearly 3 billion records had been compromised and sought answers from Jerico Pictures. It documented congressional concern; it did not independently verify a final victim count.

Did NPD confirm exactly what was stolen?
The public record combines several types of information that should not be treated as interchangeable:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Reports from journalists and security researchers about data allegedly obtained or published by cybercriminals
- Claims by plaintiffs in proposed class-action complaints
- Questions raised by lawmakers in the House Oversight letter
- Court orders and docket entries showing what happened procedurally in particular lawsuits
A complaint is an account of what plaintiffs allege, not a judicial finding that every allegation is true. Likewise, a reported database size is not proof of the number of unique affected people. Claims about the breach should therefore be described as reported or alleged unless supported by a final court or regulatory finding.
The legal saga: lawsuits followed by bankruptcy
Multiple individual and proposed class actions were filed against Jerico Pictures in 2024. They were not automatically one nationwide case, and the procedural outcome could differ from one lawsuit to another.
One representative federal docket, Wyche v. Jerico Pictures, Inc., shows a lawsuit filed in August 2024, a bankruptcy-related filing, and a voluntary dismissal without prejudice. “Without prejudice” is a procedural term. It is not a ruling that the plaintiffs were wrong and does not establish that all NPD cases ended in the same way.
Jerico Pictures reportedly filed for Chapter 11 bankruptcy in October 2024. TechCrunch reported that the company faced breach litigation and potentially enormous credit-monitoring liabilities.

Bankruptcy is the central accountability development in the saga. Even if consumers had potentially valid claims, a company with few or no recoverable assets may be unable to pay them.
Is there an NPD settlement or claim form?
No verified nationwide settlement or official claim form was identified as of August 16, 2026. Current coverage reviewed in July 2026 reported no funded consumer settlement or active claims process.
That does not mean no one was affected, that no lawsuits were filed, or that a court ruled NPD did nothing wrong. It means there was no verified, active, funded nationwide process through which consumers could claim money.

Be especially cautious with websites that appear after searching for “National Public Data settlement.” A legitimate court-approved settlement notice normally identifies:
- The court and case name
- A federal docket or case number
- The settlement administrator
- The court-approved notice
- The claim deadline
- Privacy terms and official contact information
A site asking for a full Social Security number, payment, identity documents, or unnecessary personal information merely to check eligibility should be treated as suspicious. Do not assume that a search advertisement, blog, or “breach lookup” page is connected to a court.
Because litigation status can change, readers should verify any newly announced process through the relevant court docket or an authentic court notice rather than relying on an unofficial claim website.

What consumers should do now
1. Freeze your credit with all three bureaus
A credit freeze is free and can reduce the risk that someone opens new credit in your name. It must be placed separately with Equifax, Experian, and TransUnion:
A freeze is stronger than simply waiting for a monitoring service to alert you. You can temporarily lift it when applying for legitimate credit.
2. Consider a fraud alert
A fraud alert asks businesses to take additional steps to verify your identity before extending new credit. One bureau generally forwards an alert to the other two, but confirm the current procedure directly with the bureaus.
3. Review your credit reports
Use official credit-report channels and check for unfamiliar accounts, inquiries, collection activity, addresses, and lenders. The FTC’s breach guidance recommends obtaining and reviewing credit reports after a data exposure.
4. Monitor accounts beyond your credit file
A credit freeze does not protect existing accounts or every kind of identity fraud. Review:

5. Protect tax records
An IRS Identity Protection PIN can help reduce the risk of someone filing a fraudulent federal tax return in your name. Enrollment rules and the current application path can change, so check the IRS website directly before applying.
6. Report suspected identity theft
If you find fraudulent accounts, tax filings, benefits claims, or other misuse, use IdentityTheft.gov for an FTC recovery plan. Contact the affected bank, lender, insurer, carrier, or government agency; dispute fraudulent accounts and inquiries; preserve letters and screenshots; and file a police report if a creditor or insurer requires one.
Credit freeze versus paid identity monitoring
Paid identity-monitoring services can be convenient, but they are optional and do not replace a credit freeze.
| Option | What it does well | What it does not do |
|---|---|---|
| Credit freeze | Free; restricts many new-credit applications until lifted | Does not stop existing-account takeover, tax fraud, phishing, or benefits fraud |
| Credit monitoring | Can alert you to new inquiries, accounts, or credit-file changes | Usually reacts after activity; cannot remove leaked data from the internet |
| Identity-theft restoration | May provide a case manager, assistance, or insurance | Coverage, exclusions, bureau monitoring, and limits vary by plan |
Before paying for a service, check whether it monitors all three bureaus, covers existing-account takeover, includes restoration assistance, explains insurance exclusions, and has transparent renewal pricing. A dark-web scan cannot prove that you are safe or delete information already circulating.
Can you check whether you were affected?
Unofficial breach-checking services may search leaked datasets, but no unknown lookup tool can conclusively prove that you were or were not affected.
Entering a full Social Security number into an unfamiliar website creates its own privacy risk. A match also may not prove that the information came specifically from NPD, because the same data can appear in multiple breaches and data-broker databases. Conversely, failing to find a match does not establish that your information is safe.
Credit freezes, official credit reports, account monitoring, strong account security, and the FTC’s recovery process are safer and more useful than relying on an unverified “breach checker.”
What remains unknown
- The exact number of unique affected people
- The number of unique Social Security numbers involved
- How much of the reported data was current, duplicated, or stale
- Whether all reported records originated from NPD
- The full forensic timeline of the alleged intrusion and publication
- Whether a later court-supervised claims process will emerge
- Whether data has been removed from every public or criminal repository
The passage of time does not make exposed identifiers harmless. Social Security numbers, names, addresses, and historical information can remain useful for fraud long after the original breach becomes old news.
