The company behind The Raft has proposed a roughly A$2 million floating hospitality venue beside Mindeerup / Mends Street Piazza on the South Perth foreshore. The concept includes a restaurant and bar, a café, a fish-and-chips takeaway window and a public jetty. It has not been approved: the Department of Biodiversity, Conservation and Attractions (DBCA) lists application 2025-3295 as Under Assessment.
Who is behind the South Perth proposal?
Old Salt Perth Pty Ltd, the operator behind The Raft, is the applicant for the proposed development. The proposal is described in the DBCA register as a new floating venue with a public access jetty and boat moorings beside Mindeerup in South Perth. DBCA’s application register identifies Old Salt Perth Pty Ltd and application number 2025-3295.
The venue name is not settled in the available documents. Tourism WA’s letter of support, dated 8 May 2025, refers to the relocated premises as trading as “Same Boat”; PerthNow’s December 2025 report calls the development “South Perth Wharf.” Those are names used by those sources, not confirmation of a final operating name.
Where would the floating venue be built?
The proposed site is on the Swan River beside Mindeerup / Mends Street Piazza and the Mends Street precinct on the South Perth foreshore. The proposal is separate from the existing Mends Street Jetty, though Tourism WA’s support letter notes the proposed location’s proximity to it.

What facilities, food and services are proposed?
PerthNow reported that the concept would include three food-and-drink outlets and associated riverfront access infrastructure:
- A hybrid bar and restaurant, with 135 restaurant seats proposed.
- A modern café and fish-and-chips takeaway window, with 16 seats proposed across café and takeaway areas.
- An alfresco area with 52 proposed seats.
- A 432-square-metre floating vessel, a 224-square-metre boardwalk, a 48-square-metre service area and a 38-square-metre gangway.
- A public jetty intended to support river transport, recreation and private-boat access, along with boat moorings.
The dimensions, seat counts and facilities above are details reported from the application, not final approved specifications. The public jetty and moorings are distinct from the commercial hospitality operation.

Proposed menu and operating details
The application details reported by PerthNow describe a seasonal menu using local ingredients, sharing plates, wines, craft beer and spirits, cocktails, and non-alcoholic drinks. The reported wine list would offer at least 10 wines by the glass and 50 bottles. The proposal specifies internal background or ambient music and no live music.
Proposed restaurant hours were 7 a.m. to 11 p.m. Sunday through Thursday and 7 a.m. to midnight Friday and Saturday, with alfresco service ending at 9 p.m. These are application plans reported by PerthNow on 10 December 2025; they should not be treated as final trading conditions.

Has the proposal been approved, and when could it open?
No approval or opening date is confirmed in the checked official material. DBCA lists the application as Under Assessment. That status means the proposal is still within the approval process, not that construction or operation has been authorised.
DBCA explains that development in the Swan Canning Development Control Area may require approval under Part 5 of the Swan and Canning Rivers Management Act 2006. Its Part 5 process guidance describes assessment and report preparation, possible public comment on a draft report, consideration of submissions, report finalisation and a decision by the Minister. The application register shows a different proposal open for public comment; it does not list this South Perth application as currently open for comment.

Why does Tourism WA support the concept?
Tourism WA’s Managing Director Anneke Brown wrote in a letter dated 8 May 2025: “The proposed location, in proximity to the Mends Street Jetty, aligns with Tourism WA’s support for additional activation of the Swan River and will further enhance the South Perth Foreshore as an appealing hospitality precinct.” This is the agency’s statement of support, not an independent planning assessment or approval decision.
The letter summarizes Tourism WA research conducted in 2023: South Perth ranked sixth most favoured and sixth most visited among 11 inner-city precincts; 25 per cent of respondents indicated a lack of suitable venues in South Perth; and one in three respondents wanted more licensed restaurants in Perth entertainment precincts. These are findings attributed to that specific research, not estimates for all Western Australian residents or visitors, and they do not establish that the proposed business will succeed.
