What is Trump’s Golden Dome missile defense system?
President Donald Trump established the initiative in Executive Order 14186, titled “The Iron Dome for America,” on January 27, 2025. The administration later called it Golden Dome for America. The order sets a policy goal of developing a next-generation defense against foreign aerial attacks, including ballistic and hypersonic missiles, advanced cruise missiles, and other next-generation aerial threats from peer, near-peer, and rogue adversaries.
The Congressional Research Service (CRS) describes Golden Dome as an integrated homeland air and missile defense system under development by the Department of Defense. The Office of Golden Dome for America, led by Space Force General Michael A. Guetlein, manages development. CRS identifies the Army Space and Missile Defense Command as the operational lead supporting U.S. Northern Command.
That makes Golden Dome a broad government program, not one weapon or one company’s product. Its stated aims, proposed architecture, awarded components, and proven operational capability are different things; the public record does not yet show that they have converged into a finished system.

What layers are planned?
The executive order directs the government to produce a reference architecture and implementation plan. It calls for several kinds of capabilities, but those directives should not be mistaken for a public, detailed blueprint:
- Accelerated space-based sensors to detect and track threats.
- Proliferated space-based interceptors intended to engage missiles in their boost phase.
- Underlayer and terminal-phase intercept capabilities.
- A space custody layer, alongside capabilities to defeat attacks before launch or during boost phase.
- Secure, resilient supply chains and non-kinetic capabilities that supplement kinetic interception.
At a May 20, 2025 announcement, Trump said the selected architecture would span land, sea, and space, integrate existing defenses, and include space-based sensors and interceptors. He described it as a selected architecture, but the announcement and order do not disclose enough detail to independently assess a final design. The public materials do not establish the constellation’s full size, which locations would receive priority protection, the complete force structure, or system performance.

Which companies are building Golden Dome?
The clearest documented procurement activity is a Space Development Agency (SDA) award in July 2026 for 36 accelerated Tranche 3 space vehicles. SDA says the satellites will carry infrared sensing payloads and connect to a low-latency communications network, delivering mission data from low Earth orbit over tactical data links. The agreements support the space-based warning, tracking, and defense layer; neither contractor is building the entire Golden Dome system.

SDA Director and Space Force Portfolio Acquisition Executive for Missile Warning and Tracking GP Sandhoo said the awards would accelerate deployment of the Tracking Layer for persistent warning, tracking, and defense against evolving missile threats. The award is a concrete step in one layer of the planned architecture. It is not evidence that the satellites are already operating, that the whole architecture is funded or built, or that the system has demonstrated interception outcomes.

How much will Golden Dome cost?
The public figures are not competing estimates of the same fully defined project. They differ in who produced them, what system or scope they cover, and the time period included.

CBO says the $185 billion and $1.2 trillion figures may cover different scopes and periods, and some related spending could come from accounts outside a dedicated Golden Dome fund. Its illustrative architecture includes space-based interceptors and broad ground-based layers; in CBO’s model, removing the space-based interceptor layer would lower cost but would not match the executive order’s stated objectives. Because the administration’s final architecture is not publicly detailed enough for direct comparison, the figures should not be treated as a settled price range or reconciled into one total.

When is Golden Dome supposed to be operational?
Trump said in May 2025 that the system “should be fully operational before the end of my term.” That was an administration timing goal at the time of the announcement, not a publicly established delivery commitment for a fully specified system. The 2026 SDA awards have a nearer-term milestone: the vehicles are expected to be available for launch by the end of 2028. Availability for launch is not the same as launch, operational service, or completion of Golden Dome.

The program’s goals include defense against hypersonic and other advanced missile threats, but the published materials describe planned capabilities rather than a demonstrated system-wide ability to defeat them. Trump’s May 2025 transcript includes his claim that the success rate would be “very close to a hundred percent”; the public sources cited here do not establish a tested performance result supporting that figure.

CBO’s assessment applies to its own notional model, not a final public Golden Dome design. CBO says: “Although the notional NMD system analyzed by CBO would be far more capable than defenses the United States fields today, it would not be an impenetrable shield or be able to fully counter a large attack of the sort that Russia or China might be able to launch.” CBO also says the strategic consequences are unclear because they depend on how adversaries perceive the system and respond.
