The Problem Boeing Ran Into After Outsourcing 787 Production

Boeing’s 787 production problems grew from the challenge of coordinating suppliers, design changes and unfinished work across a complex global assembly process.

Boeing’s 787 production difficulties were not simply a matter of parts arriving late. Boeing’s filings describe a harder coordination problem: a globally distributed supplier network had to deliver work that fit together, while Boeing managed design changes, incomplete work and systems integration across aircraft at different assembly stages. That combination contributed to rework and schedule delays, but the available records do not establish outsourcing as the sole cause of every delay.

What went wrong with the 787 supply chain?

Boeing assigned substantially more design and production work to a global partner network. That made Boeing responsible for coordinating a long chain of suppliers and integrating their work into a finished aircraft. In its 2008 annual report, Boeing identified challenges managing the extended supply chain, completing and integrating “traveled work,” and addressing weight and systems integration. “Traveled work” means work that had not been completed at its intended production location and had to be finished or integrated later in the assembly process.

In its 2010 annual report, Boeing said it was still managing those challenges, along with incorporating design changes into aircraft already at different stages of assembly. The problem therefore involved more than shipping components: work had to be complete, correctly configured and compatible with the rest of the aircraft.

How did incomplete work and design changes lead to rework?

When components or assemblies arrived with work unfinished, or when designs changed after assembly had begun, Boeing had to complete, modify or reconcile work later in the process. That could disrupt the sequence of final assembly and create additional integration work. Boeing reported delaying some component deliveries in the second quarter of 2010 to reduce out-of-sequence work reaching final assembly at Everett and improve supply-chain efficiency.

The consequences were especially visible in the early flight-test aircraft. Boeing said the first three could not be sold as it had previously anticipated because of “the inordinate amount of rework and unique and extensive modifications.” Boeing included the costs associated with those aircraft in research and development expense in its 2010 filing.

Why was this an integration problem, not just a supplier problem?

The filings point to several connected factors rather than a single failing. Suppliers had to produce work to the required standard and sequence; Boeing had to coordinate that extended network, manage configuration changes, and bring the parts and systems together. Boeing’s disclosures support the presence of these operational challenges, but they do not assign a precise share of the resulting delays or costs to any one supplier or cause.

  • Supplier readiness and workmanship: Work arriving incomplete or needing correction increased the effort required downstream.
  • Coordination: A distributed network made schedule and handoff management more demanding.
  • Configuration control: Design changes had to be incorporated into aircraft at different assembly stages.
  • Systems integration: Components and systems needed to function together within the aircraft’s weight and performance requirements.

How much did the schedule move?

Boeing’s 2008 annual report recorded that first flight shifted from the second quarter of 2008 to the second quarter of 2009, while first delivery moved from early 2009 to the first quarter of 2010. The U.S. Government Accountability Office provides a later schedule and certification cross-check: it lists 2008 as the originally planned first-delivery year, 2009 as the first-flight year, and 2011 as the year of FAA and EASA certification. GAO also reported that Boeing requested four extensions to its certification application because of development-process delays and production challenges. Its report focuses on regulatory oversight of composite structures, not a full investigation of outsourcing management.

Did outsourcing cause all the 787’s problems?

The evidence supports a careful conclusion: Boeing’s expanded supplier network created significant coordination and integration challenges, and Boeing explicitly reported those difficulties alongside rework and schedule changes. It does not prove that outsourcing alone caused every delay or establish a definitive total cost attributable specifically to outsourcing. Schedule delays, overall program costs and costs caused by particular supplier-network problems are different measures.

Nor should the production difficulties be conflated with every later 787 issue. GAO’s 2011 report separately examined FAA oversight of composite structures; it said the FAA followed its process for assessing the composite fuselage and wings while identifying areas involving special conditions and composite repair and maintenance oversight. The 2013 House hearing addressed a later battery episode, including operational suspensions and battery-system changes. That episode is distinct from the earlier supply-chain and assembly problems.

What can and cannot be quantified?

GAO described the 787 as made of about 50 percent composite materials by weight, excluding engines. That figure describes the aircraft’s material composition, not the share of production outsourced. The records cited here do not establish a definitive percentage of the 787 outsourced or a reliable total cost caused specifically by outsourcing.
