The Most Common Government Loan Programs: What’s Available and How to Apply

A practical guide to major government loan programs, how direct loans differ from guarantees, and where students, homebuyers and businesses can begin.

The major government loan options are federal student loans, FHA, VA and USDA home financing, SBA small-business loans, and SBA disaster loans. “Most common” is not an official ranking by borrower numbers: these programs serve different needs and use different eligibility rules. Some are direct loans from a government agency; others are private loans insured or guaranteed by the government. The right starting point depends on what you need the money for and whether you qualify.

What government loans are available?

Federal borrowing programs are organized around a purpose, not one general-purpose application. The main categories for individuals, homebuyers and small businesses are:

The Congressional Budget Office projected $1.9 trillion in new federal credit assistance for fiscal year 2026, including $183 billion in direct loans and $1.7 trillion in loan guarantees. Those are projections from a 2025 report, not amounts already lent to households, and they cover federal credit programs more broadly than the options in this overview. They illustrate why “government loan” can describe more than one kind of financing, but they do not establish which programs have the most borrowers.

Are government loans grants, or do you pay them back?

A loan is borrowed money and normally has to be repaid under its terms; federal student loans, for example, accrue interest. A grant is different: it generally does not have to be repaid, although circumstances can create a repayment obligation. Work-study is earned through part-time work rather than borrowed. FAFSA is an entry point for determining eligibility for federal student aid that may include loans, grants and work-study; it does not mean every applicant will receive a loan.

Mortgage insurance and loan guarantees are not grants to the borrower. They support a lender’s loan by providing insurance or a guarantee under program rules. The federal government does not offer individuals a free grant simply to buy a home. State and local housing assistance may include grants, down-payment assistance or subsidized loans, but availability and eligibility vary by location and program.

Which government-backed home-loan program might fit?

FHA, VA and USDA financing are not interchangeable. Compare who can qualify, what property and use are allowed, how the loan is issued, and all costs—not just the down payment or advertised rate.

FHA-insured mortgages

The Federal Housing Administration insures mortgages made by FHA-approved lenders; it is not generally handing each borrower a direct FHA loan. FHA insurance supports the lender’s mortgage. The agency’s coverage includes single-family, multifamily, manufactured-home and hospital loans, so the program is broader than a single first-time-homebuyer product. Ask an FHA-approved lender which option applies to your property and circumstances and what insurance charges and other costs would apply.

VA direct and VA-backed home loans

VA home-loan programs can help eligible veterans, servicemembers and survivors buy, build, improve or refinance a home. A VA-backed loan is made by a lender, while VA also offers direct-loan options. Eligibility for the program does not by itself guarantee approval for a particular amount: the Department of Veterans Affairs says borrowers still need the required credit and income for the amount they want to borrow.

The VA reports that nearly 90% of VA-backed loans are made with no down payment. That is a program-level figure, not a promise that every eligible borrower will qualify for zero-down financing or that a no-down-payment loan is the lowest-cost choice.

USDA Rural Development home financing

USDA Rural Development offers homeownership financing through private financial institutions with a USDA guarantee and, for some borrowers, direct USDA loans. Its single-family programs address eligible home purchases or construction, repairs, and some refinancing situations. Each program has its own requirements, so confirm that the location, property and intended use qualify rather than assuming that any rural property is eligible.

State and local homebuyer assistance

State and local programs may offer down-payment help or subsidized loans. Some are aimed at first-time or low- to moderate-income buyers or particular groups, such as public-service workers. Because terms and availability are local, check the relevant housing agency and compare any assistance with the mortgage it is paired with.

What are the main government loan programs for small businesses?

SBA 7(a): flexible business financing

The Small Business Administration describes 7(a) as its primary business loan program. It can support working capital; real estate and buildings; eligible business-debt refinancing; machinery and equipment; furniture and supplies; and changes of ownership. The maximum 7(a) loan amount is $5 million. SBA guarantees participating lenders’ loans, so applicants work with a lender rather than treating the program as a direct cash grant from SBA.

Among the stated eligibility conditions, a business must be operating, for-profit and located in the United States; it must also meet other SBA requirements, be creditworthy and show it can repay. The lender helps determine the required application documents and repayment terms. Confirm the current requirements and loan terms with a participating lender.

CDC/504 and Microloans

CDC/504 loans and Microloans serve different business purposes and have their own permitted uses and repayment terms. SBA Microloans are $50,000 or less and are provided through intermediary lenders. Match the program to the planned expense, then ask the lender or intermediary about current eligibility, allowable use, documents and terms.

When can an SBA disaster loan help?

SBA disaster loans may assist eligible households, businesses and nonprofits after a declared disaster. The loss and applicant type determine which category to investigate:

  • Economic Injury Disaster Loans: for eligible economic injury related to a disaster.
  • Home and personal-property loans: for qualifying damage to a home or personal property. A home disaster loan has specific conditions, including that the primary home be in a presidentially declared disaster area.
  • Business Physical Disaster Loans: for eligible physical damage to a business.
  • Military Reservists Economic Injury Loans: for eligible economic injury connected to a military reservist being called to active duty.

Disaster assistance cannot duplicate insurance payments or benefits from another program. USAGov identifies applying online through SBA or in person at a FEMA Disaster Recovery Center as application routes; check current instructions for the particular disaster and loan category.

How do I compare programs and apply?

Start with the need the loan must meet, then verify eligibility and costs through the relevant program channel. A low down payment or guarantee alone does not establish that a loan will be affordable or the best fit.

  1. Define the purpose. Identify whether the money is for education, a home purchase or repair, a business expense, or a loss tied to a declared disaster. Program funds are restricted by purpose and eligibility.
  2. Check applicant and property requirements. Review the live agency rules for factors such as service status, income, business type, location, property, disaster declaration and permitted use. Do not assume that meeting one condition ensures approval.
  3. Identify who makes the loan. For student aid, begin with FAFSA and Federal Student Aid. For a mortgage, identify whether the option is FHA-insured, VA-backed or USDA-supported and contact the relevant agency or participating lender. For SBA business financing, contact a participating lender or Microloan intermediary; use SBA’s disaster process for disaster loans.
  4. Compare the full cost and terms. Ask about interest, fees, mortgage insurance or guarantee charges, monthly payment, total repayment, down payment, term, fixed or variable rates, allowed uses and the consequences of missed payments. For a mortgage, the Consumer Financial Protection Bureau recommends comparing official Loan Estimates before making a final decision.
  5. Submit the application through the right channel. Follow the agency or lender’s current checklist and provide the documentation it requests. For SBA 7(a), the participating lender determines the documents needed and discusses repayment terms.

Loan limits, rates, fees, program rules and availability can change. Verify current terms with the agency or lender administering the specific program before borrowing.
