Are loot boxes gambling? Not automatically. A chance-based reward can resemble a bet, but the legal and financial picture also depends on what a player pays, what they can receive, and whether the reward can be transferred, sold, redeemed for money or wagered elsewhere. A cosmetic item locked inside one game is different from a tradable skin used as a stake on an external betting site.
How game mechanics start to resemble gambling
Several features found in games overlap with gambling: paying for a chance-based outcome, uncertain rewards, and the possibility of winning something players value. But the resemblance alone does not settle whether a product is legally gambling. The reward’s practical value and where it can go matter too.
Loot boxes and other randomized rewards
A loot box is a virtual container or other mechanism that gives a player a randomized reward. A player might buy one with real money or in-game currency, earn it through play, or receive it as part of a promotion. Character summons, often called gacha, card packs and other paid randomized transactions can work similarly. Some games disclose the odds of receiving particular rewards; the mechanic and the information provided vary by product.
Simulated gambling inside a game
Casino-style poker, slots or social-casino play can reproduce the look and feel of commercial gambling. Some closed-loop versions allow purchases or continued play but do not let players redeem winnings for money or trade them with others. That lack of an external cash-out route is an important difference, even if the activity still raises questions about spending and exposure.

Skins, resale and external betting
A skin is usually a virtual item that changes a character’s or object’s appearance. If it can be transferred or sold, it may have value beyond the game where it was obtained. Skin gambling or skin betting means wagering such items on external betting or games-of-chance websites. That is a different activity from simply opening a loot box: a third-party site may turn an in-game item into a stake, prize or route to monetary value.

A useful way to assess a particular product is to ask: What can the player pay, what can they win, can the reward move outside the game, and can it be exchanged for money? Whether play is free or paid, whether odds are disclosed, and whether spending and age safeguards exist are also relevant details.

What young people report doing
The UK Gambling Commission’s 2024 survey gives a snapshot of exposure among young people in Great Britain. It included 3,869 pupils aged 11–17 in England, Scotland and Wales, plus 24 respondents aged 18. The Commission reports awareness and self-reported behavior as separate measures:

These figures describe different activities, not interchangeable estimates of gambling prevalence. Awareness is not participation, and the survey’s wording for the loot-box questions changed from 2023, so the Commission says that section is not comparable with the previous year. The figures should be read as reported survey results for this sample, not as a count of every young person who engages in these activities. What the evidence says about harm—and what it cannot prove
The Australian Institute of Family Studies (AIFS) evidence review reports reliable associations between loot-box engagement—including viewing, opening and especially purchasing—and problem gambling and internet gaming disorder. It also reports associations between simulated-gambling engagement and problem gambling, as well as reported links with psychological distress and financial harm. An association means that the behaviors appear together in the evidence reviewed; it does not establish that loot boxes caused a particular person’s later gambling behavior.
The UK Parliament’s 2024 briefing similarly said academic research had not established that loot-box spending causes problem-gambling behavior. The evidence supports taking exposure, spending and vulnerability seriously, but it does not establish a simple causal “gateway” from loot boxes to gambling disorder. Read the AIFS evidence review.

There are also limits to estimating how common skin gambling is. The UK Department for Culture, Media and Sport’s 2025 rapid review says exact prevalence is difficult to establish because many sites are illegal or clandestine, and adult participation data are limited. The review initially identified 713 papers, screened 574 after removing duplicates, and included 24 papers and reports after screening and supplementary manual searches. Those are counts describing the review process—not estimates of participation or risk. There is no single global rule that makes every loot box either gambling or not gambling. Regulators apply the law of their jurisdiction to the product’s design and value flow. The UK and Singapore illustrate how the treatment of cash-out, transferability and safeguards can shape that analysis.

These are jurisdiction-specific examples, not a universal test. Other legal systems may rely on gambling law, consumer-protection rules, probability disclosures, age ratings, warning labels, dedicated regulation or industry self-regulation. A product’s legal status therefore cannot be inferred from its label or appearance alone; the relevant law and the actual routes for payment, transfer and redemption must be considered.
The UK government’s description of the boundary is explicit: it said the majority of loot-box rewards do not have monetary value or a cash-out route, while also noting that trading can bring some products within gambling definitions. What players and parents can check before spending
For a household budget, the immediate issue may be repeated spending on uncertain rewards even when the items cannot be cashed out. Before paying, check the product’s own rules and settings rather than assuming every virtual item works the same way.
- Identify the payment route. Check whether a purchase uses real money, a prepaid balance or virtual currency, and whether that currency can also be bought for cash.
- Understand the reward. Look for information about randomized outcomes and any disclosed odds. Distinguish a cosmetic item from one that affects gameplay or can be transferred.
- Check whether value can leave the game. Find out whether items can be traded, sold, redeemed or used on a third-party site. External wagering with an item is distinct from an in-game purchase.
- Use spending and age safeguards. Review account-level purchase controls, parental settings and any age restrictions available for the game, platform or payment method.
- Keep a record of spending. Check transaction history and set a limit for in-game purchases, especially where small payments can accumulate or randomized outcomes encourage repeated purchases.
Young people’s reported awareness and activity make these checks relevant, but the evidence does not establish that exposure inevitably leads to gambling problems. The practical distinction is to evaluate both the chance-based mechanic and the route—if any—by which a virtual reward can acquire value outside its game.
