In enterprise cybersecurity, visibility can create value by giving teams better evidence for decisions—not by producing a guaranteed, easily measured financial return. Joshua Goldfarb’s argument is that broader security visibility can support collaboration, influence behavior, improve risk assessment, and help organizations make better-informed choices. These are qualitative benefits, not quantified outcomes.
What “visibility” means in enterprise cybersecurity
Visibility is the ability to understand what assets an organization has, what activity is taking place across them, what threats and vulnerabilities matter, and whether security controls are working. It is more than collecting logs: the information needs to be accurate and useful for investigating activity and making risk decisions.
Goldfarb, identified in his April 9, 2026 SecurityWeek article as Field CISO at F5, argues that organizations should look beyond network, endpoint, and access data to activity at the application layer. That includes traffic through API infrastructure and activity involving AI capabilities. His point is not that every organization needs one particular monitoring product, but that gaps in what teams can see can leave important activity out of security discussions.
Complete visibility is not realistic in a complex hybrid or multicloud environment. The practical aim is to identify consequential blind spots and address them, rather than treating more data collection as an end in itself.

How visibility can change security decisions
Better evidence for security and application teams
Security teams often need application owners to explain or change how systems operate. Goldfarb argues that relevant observations about application and API activity can make those conversations more concrete than broad, generic warnings about risk. That may improve collaboration by giving both teams a shared basis for discussing what is happening and what action is warranted.
This is a plausible organizational benefit, not a measured finding in Goldfarb’s article. Visibility alone does not guarantee agreement or action; teams still need clear responsibilities, context, and a process for responding to what the data shows.

More informed decision-making
“The most sound decisions are data-driven ones,” Goldfarb writes. In this context, data can help leaders compare observed activity with business objectives and decide where to investigate, prioritize, or adjust controls. NIST’s Cybersecurity Framework (CSF) 2.0 offers a useful management vocabulary: it describes high-level outcomes for understanding, assessing, prioritizing, and communicating cybersecurity work, without prescribing one way to achieve them.
NIST’s Enterprise Risk Management Quick-Start Guide also describes integrating cybersecurity risk information into enterprise risk management so that different organizational units can monitor, evaluate, and adjust risk using a common language. These resources support a risk-informed approach; they do not establish that visibility by itself produces a particular business result.

More accurate risk assessment
When decision-makers have a clearer picture of relevant assets, activity, threats, vulnerabilities, and control effectiveness, they have a stronger basis for assessing risk than they would from incomplete information. NIST’s Identify guidance addresses asset management and risk assessment, while its continuous-monitoring guidance describes visibility into assets, threats, vulnerabilities, and controls as input to timely risk response.
That does not make any assessment perfectly accurate. The quality of the conclusion depends on the quality and coverage of the underlying information, as well as how well it is interpreted in the organization’s context.

Does visibility improve behavior?
Goldfarb names improved user behavior as another potential benefit. His article uses a personal home-camera anecdote to illustrate a deterrence analogy: awareness of observation may affect how people act. That anecdote is not evidence that enterprise monitoring reliably changes employee behavior, reduces incidents, or generates a financial return.
Organizations should therefore treat behavior change as a possibility to evaluate, not a guaranteed payoff. The article does not quantify changes in behavior or establish a causal effect. Visibility is most defensible when it serves a clear security purpose and informs proportionate decisions, rather than being presented as surveillance for its own sake.

How to assess whether a visibility effort is useful
The following criteria are a practical synthesis of Goldfarb’s emphasis on coverage, collaboration, and decisions, and NIST’s risk-oriented monitoring guidance. They are not a published benchmark.
- Coverage: Check whether the view includes relevant assets and layers, including applications and API activity alongside network, endpoint, and access information. Include AI-related activity where it matters to the organization.
- Accuracy and completeness: Ask whether the data is reliable enough to support investigation and whether important gaps are known. A larger volume of collected data is not automatically better visibility.
- Business and risk relevance: Prioritize information that helps the organization understand risk in relation to its assets and objectives, rather than collecting data without a decision in mind.
- Timeliness and usefulness: Determine whether teams can use the information to investigate activity and respond to risk promptly.
- Cross-team value and effort: Consider whether the information improves decisions between security and application teams, and weigh that benefit against the people, processes, and resources required to maintain it.
NIST SP 800-137, Information Security Continuous Monitoring (ISCM) for Federal Information Systems and Organizations, is a framework resource for thinking about monitoring assets, threats, vulnerabilities, and control effectiveness. Published in September 2011 and written for federal information systems and organizations, it is not a current empirical study or a universal product prescription. CSF 2.0 is similarly outcome-oriented rather than a mandate to adopt one technology.
What the “ROI” claim does—and does not—establish
Here, “ROI” is best understood as a broad, mostly indirect case for visibility: better-grounded conversations, more informed decisions, more useful risk assessment, and potential deterrence. Goldfarb’s article does not calculate a dollar return, quantify savings, show a breach-reduction rate, or measure behavior change. The NIST publications cited here describe risk-management practices, not the financial return of a particular visibility investment.
For a finance or security leader, the practical implication is to connect monitoring work to decisions the organization needs to make: which risks to prioritize, what activity warrants investigation, and where teams need to coordinate. The sources support visibility as an input to risk management; they do not support a promised financial payoff.
