Surveys find that many workers value flexibility and some say they would leave if homeworking disappeared; employer surveys and research on workplace behavior measure different outcomes and do not establish a universal result.
What workers say they would do—and what that answer means
Workers’ reported reactions depend on how a survey describes the policy. A requirement to work in the office five days a week is not the same question as whether someone would stay if their employer stopped allowing homeworking. Neither answer is a count of people who actually resigned.
UK responses to a full-time office requirement
King’s College London’s analysis, published in 2025 and covering early 2022 through the end of 2024, drew on more than one million Labour Force Survey observations and 50,000 UK Survey of Working Arrangements and Attitudes responses. It found that 42% of UK workers said they would comply with a five-day return-to-office requirement, down from 54% in early 2022. In response to a full-time mandate, 58% said they would quit immediately or look for another job: 9% said they would quit immediately and 49% would seek alternative work. The corresponding stated response was 64% of women and 51% of men. These are reported intentions, not observed resignation rates. King’s College London
U.S. responses if homeworking ended
Pew Research Center analyzed a survey of 2,315 U.S. adults with jobs that can be done from home, fielded October 7–13, 2024. Among respondents who were not self-employed, 46% said they would be unlikely to stay with their employer if it no longer allowed them to work from home. That question concerns ending homeworking, not necessarily requiring five office days. It measures stated likelihood, not actual job changes. Pew also found that responses varied by age, gender, how often people worked from home, and job satisfaction. Pew Research Center

Why flexibility matters to workers
Location flexibility can affect more than convenience. Workers may value it for care responsibilities, health or disability needs, quality of life, or avoiding a commute. CIPD’s 2025 UK employee survey found that 53% felt pressure to spend more time in the workplace. It also reported that 3% of surveyed employees had left a job in the prior year because of a lack of flexible working, which CIPD estimated as around 1.1 million workers. That figure describes reported past job changes, unlike survey answers about what someone might do in the future.
CIPD’s employee survey covered 5,017 working adults and was fielded January 8–February 18, 2025. Its figures are weighted and described as representative of the UK working population. The result does not mean all those workers left because of an office mandate; the stated reason was lack of flexible working. CIPD

Why employers want more time in the workplace
Employers commonly cite stronger connections and relationships, collaboration, engagement, onboarding, and training as reasons to bring people into the workplace. CIPD’s 2025 employer survey found that 14% of UK employers planned to introduce or increase mandated office days. It surveyed 2,050 HR professionals from April 14 to May 5, 2025; the reported figures are weighted and described as representative of UK employers.
The disagreement is not simply a contest between workers who dislike offices and managers who want control. Employers may be trying to address real coordination or learning needs, while workers weigh flexibility and its practical benefits. CIPD policy and practice manager Claire McCartney described the tension this way: “There’s a clear mismatch between what some employers are pushing for and what many employees value.” She recommends considering designated in-office collaboration days while preserving flexibility for focused work at home; that is a recommendation, not a rule proven to fit every organization. Do mandates lead to worse workplace behavior or employment outcomes?
Workplace incivility: an association, not proof of cause
In SHRM’s U.S. Civility Index survey of 1,587 workers, fielded January 22–30, 2025, employees at organizations with an RTO mandate reported committing 63% more acts of workplace incivility than employees at organizations without one. This is an association: the survey does not establish that mandates caused the difference or rule out other explanations. SHRM lead researcher Derrick Scheetz said future work is needed to determine whether the behavior is a temporary byproduct of the transition back to the workplace or an inherent aspect of in-person work dynamics. Employment effects: a different signal from employer surveys
A March 2024 Federal Reserve Bank of Richmond business survey found that 20% of 220 respondents said their establishment had articulated an RTO order in the prior three years. The Richmond Fed characterized employment effects in its sample as muted and noted that preferences differ and the wider research literature is mixed. The sample underweighted the smallest firms and included many manufacturing businesses, so it should not be read as a result for every employer or worker. A muted reported employment effect in that business sample does not invalidate workers’ stated intentions in other surveys: the studies ask different groups different questions and measure different outcomes. These results should be read as distinct pieces of evidence, not combined into one estimate of how many people will quit. They differ by country, sample, fieldwork period, policy wording, and outcome—hypothetical intention, past job change, reported behavior, or employer-reported employment effect.
What employers can address beyond the location rule
Requiring office attendance does not by itself guarantee better collaboration, connection, innovation, mentorship, or skill development. McKinsey’s U.S. survey of 8,426 employees across 15 industries and 3,531 executives, fielded October 13–28, 2024, argues that organizations should assess whether their practices support those goals across the work model they choose. The employee sample was not representative of the entire U.S. workforce, and outcome measures were self-reported, so its findings are not a universal verdict on remote or in-person work. McKinsey

- Identify which activities genuinely benefit from shared in-person time, rather than treating attendance as an outcome in itself.
- Use agreed collaboration days where they help teams coordinate, while allowing focused tasks to be done in a suitable setting.
- Consider how a policy affects workers with care responsibilities, disabilities, health needs, or substantial commuting burdens.
- Evaluate whether onboarding, mentoring, and training are working instead of assuming that presence alone solves them.
Those are practical considerations, not proof that one schedule will work everywhere. The available evidence supports a real tension between some employers’ priorities and employees’ value for flexibility, while leaving the effects of any particular mandate dependent on its design and workplace context.
