Braden Allenby helped electronics companies see the phaseout of ozone-depleting cleaning chemicals not just as a compliance problem, but as a design and manufacturing challenge. While pursuing a Ph.D. in environmental science, the AT&T attorney helped frame pollution prevention as part of product design, process development and factory planning—and helped bring competing companies together to evaluate alternatives.
Why CFCs became an electronics manufacturing problem
Chlorofluorocarbons (CFCs) had been used to clean electrical connections and assemblies. After a 1974 scientific paper described how CFCs behave in the atmosphere and raised concerns about ozone depletion, international commitments to phase them out made continued reliance on the chemicals a practical challenge for manufacturers. An EPA and ICOLP manual later described its purpose as helping electronics facilities eliminate CFC-113 and methyl chloroform cleaning.
The issue was not simply how to find another solvent. Manufacturers had to change processes that had depended on cleaning after assembly, while meeting production requirements and considering effects on workers and the environment.
Allenby’s shift: prevent pollution through design
Allenby was an AT&T attorney pursuing doctoral work in environmental science. EE Times reports that he completed his dissertation in 1992 and advanced industrial ecology and design for environment: environmental impacts should be considered in planning, design, process development and factory design, rather than addressed only after pollution is produced. The dissertation itself is not available in the cited account, so its details here are attributed to EE Times.

In the feature, Allenby describes the change this way: “They needed to make a fundamental shift from applying environmental solutions at the end of the pipe to embedding them in design, process development, and every aspect of manufacturing, including the design of factories.” The distinction is consequential: end-of-pipe mitigation responds to waste or pollution after a process creates it; design-for-environment asks manufacturers to reconsider the process that creates the need for that intervention.
This framing made environmental protection a strategic production concern, not proof that every environmental investment would save money. It meant that process choices, factory operations and environmental impacts belonged in the same planning conversation.
How competitors organized to find alternatives
According to EE Times, AT&T and Northern Telecom had a formal collaboration by 1992, with the U.S. Environmental Protection Agency invited to join. The companies pooled technical resources to evaluate alternatives; EE Times reports that they studied more than 50 candidate replacements. That number is the feature’s historical account, not a separately verified assessment count.
The effort broadened into the Industry Cooperative for Ozone Layer Protection (ICOLP), through which competing firms could share technical knowledge and process options. The EPA’s technical material documents ICOLP’s work on practical manufacturing guidance, including a fluxer and tester design made available through Northern Telecom.

Why replacing a cleaning solvent meant changing the process
One documented alternative was “no-clean” soldering: avoiding a post-solder cleaning step by controlling the process and the materials used. EPA’s 1995 assessment called eliminating cleaning the preferred option among those available. But no-clean was not a drop-in chemical replacement. The report explains that adoption could require cleaner boards before soldering and precise flux application.
Those requirements show why the decision involved more than comparing solvents. Manufacturers needed to weigh cleaning performance, worker and environmental hazards, compatibility with board materials and production needs, and the process controls an option demanded. No-clean could eliminate cleaning chemicals, but only where upstream cleanliness and application controls supported the manufacturing result.

From shared technical knowledge to factory guidance
The collaboration’s significance was not only that companies considered alternatives together. EPA and ICOLP translated experience into a manual on no-clean soldering for printed circuit board assemblies, aimed at helping electronics facilities phase out CFC-113 and methyl chloroform cleaning. The manual describes its guidance as based on actual industrial experience.
Together, the technical assessment and manual capture the practical consequence of Allenby’s broader framing: environmental goals could shape process design and factory practice, while cooperation helped spread information about how to make those changes. The history is an example of pollution prevention becoming a manufacturing problem to solve upstream—not merely a cleanup task after production.
