The headline claim of a £15m Premier League agreement revealed as part of the Birmingham City takeover is not supported by the reporting we could locate. No matching article, official league statement or agreement document was found that names a £15m deal between the Premier League and the club or its owners. The £15m figure that does appear in the record belongs to a different transaction: Carson Yeung’s 2007 purchase of a 29.9% stake in Birmingham City. Later coverage adds a separate £81.5m takeover price for 2009 and a 2011 report that the Premier League wanted answers about ownership and funding. This article separates those facts so the headline can be judged against them.
What the headline claims, and what we could not confirm
A headline like this implies three things: a signed or agreed arrangement, a league party on one side, and a £15m value attached to it. Each of those elements has to be documented. In the reporting we could check, the Premier League appears only as a body that was reported to be seeking information from Birmingham City about who owned the club and how it would be funded. That is scrutiny, not a documented contract. We found no source that gives the date, the parties, the terms or the legal form of a £15m Premier League agreement, so readers should treat that specific claim as unverified.
The £15m that is documented: Yeung’s 2007 stake purchase
The clearest £15m transaction in the record is the 2007 purchase by Carson Yeung of a 29.9% shareholding in Birmingham City. The Guardian reported the price as £15m for that stake. This was a share purchase between private parties. It did not give Yeung control of the club, and it did not involve the Premier League.
The collapsed 2007 bid and the 2009 assurances
Yeung’s stake was intended to lead to a wider takeover, but that proposed bid later collapsed. The club said it was no longer confident that Yeung’s investment company could make a general offer to shareholders. Doubts about the funding behind the bid were central to that outcome.

In August 2009, Birmingham City sought financial assurances from Yeung before it would proceed. The club asked for a seven-figure non-refundable deposit and evidence of funding sufficient for a full offer. A report from that month referred back to the £15m stake purchase of 2007 when describing Yeung’s position. The assurances show what the club demanded, but they are not an agreement with the league.
The 2009 takeover and the £81.5m price
A later Guardian retrospective, published in 2014, described the full takeover of the club as being carried out by Birmingham International Holdings and gave the purchase price as £81.5m. This is a different transaction and a different figure from the 2007 £15m stake. Confusing the two is the most likely reason a £15m figure gets attached to the takeover when it was not part of it.

The 2011 Premier League scrutiny and Yeung’s loans
In April 2011, The Guardian reported that the Premier League would ask Birmingham City to explain its ownership structure and whether it could raise money that the club’s accounts described as necessary. The same report said Yeung had put just under £15m into the club through loans. Two points matter here. First, the report described a league request for information, not an agreed deal. Second, the £15m in that report is a total of loans from Yeung, not a sum agreed with the Premier League.

How to check a claim like this yourself
When a headline pairs a sum with a named body, a reader can test it quickly by asking the following questions.
- Does the article name the document, its date and the signatories, or only describe an agreement in general terms?
- Is the Premier League described as a party to a contract, or as a body that asked for information?
- Is the £15m tied to a share purchase, a loan or a league arrangement? These have different legal meanings.
- Is the figure the same one reported for the 2007 stake or the 2009 takeover, and if so, has it been attributed correctly?
- Can the claim be found in the original newspaper article or a league statement, not only in a summary?
If the answer to the first and third questions is vague, the headline should be treated as a summary that needs the source behind it before it is repeated.
