The Farm Bill’s 2026 Deadline: What Expiration Could Mean for SNAP and Farmers

The Farm Bill’s latest verified extension reached a September 2026 deadline, but programs do not all expire together. Here’s what that could mean for SNAP, farmers and rural communities—and what remains unconfirmed.

The Farm Bill is not one program that switches off all at once. Congress’s latest extension in the sources available here, Pub. L. 119-37, generally carried remaining baseline authorities through September 30, 2026, or through the end of crop year 2026, depending on the provision. As of October 8, 2026, those sources do not establish whether Congress enacted another extension or a replacement after that deadline. So the current status of affected programs cannot be stated definitively from this record.

What does it mean for the Farm Bill to expire?

The Farm Bill is a package of laws authorizing and funding different programs—not a single benefit with one shared expiration date. Its provisions cover nutrition assistance, farm safety-net programs, crop insurance, conservation, rural development, research, trade, and other areas. Each can have a different legal authority, funding source, and timeline.

The Agriculture Improvement Act of 2018, commonly called the 2018 Farm Bill, was signed in December 2018. Most of its authorities were initially set to run through 2023, although some provisions had longer terms. It expired in 2023 without a replacement, and Congress extended many authorities in stages. The 2025 One Big Beautiful Bill Act also extended or changed major programs, while Pub. L. 119-37 extended remaining baseline authorities generally through September 30, 2026, or the end of crop year 2026, subject to the terms of each provision.

Separately, the 2025 reconciliation law extended many major authorities, including Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC), through 2031. That means a provision’s status depends on which law covers it; the 2026 deadline did not apply uniformly to every Farm Bill program.

What is known about the Farm Bill’s status after September 30, 2026?

The sources available for this article verify the 2025 law and legislative activity through September 24, 2026, but do not establish what happened after the September 30 deadline. That is a limit on what can be confirmed here—not proof that Congress failed to act. A later extension, replacement, or official program notice could change the current status.

As of the cited legislative records:

  • CRS’s June 11, 2026 comparison described H.R. 7567, the Farm, Food, and National Security Act of 2026, as introduced on February 13 and reported favorably by the House Agriculture Committee on March 5. Those are committee actions, not enactment.
  • The Government Publishing Office’s record showed S. 5526, a Senate agriculture-program bill, reported by the Senate Committee on Agriculture, Nutrition, and Forestry on September 24. That committee action alone does not establish that it became law.

For any specific program, a current USDA notice or subsequently enacted law is needed to establish what authority and funding apply after the deadline.

Does the Farm Bill’s expiration automatically stop SNAP?

No. Expiration of a Farm Bill does not automatically terminate SNAP benefits. The Congressional Research Service explains that SNAP is mandatory spending authorized by the Farm Bill but not appropriated by it. An appropriations act or continuing resolution could allow operations to continue, and benefit continuity also depends on the appropriations and other laws in force.

The sources available here do not establish the post-September 2026 appropriations or other legal status needed to say whether SNAP operations or benefits changed after that date. Anyone seeking current information should check official USDA or state SNAP notices rather than infer a cutoff from the Farm Bill deadline alone.

What could expiration mean for farmers?

It depends on the program. Some safety-net or conservation authorities can expire or need congressional extension; crop insurance is permanently authorized and does not end solely because the Farm Bill expires. ARC and PLC have a separate extension through 2031 under the 2025 reconciliation law.

Farm support also comes through programs whose authority or funding may be outside the Farm Bill or provided separately. USDA identifies loans, disaster assistance, conservation programs, and crop insurance among relevant support areas, but they should not be treated as if they all share the same expiration date or funding mechanism. A producer’s situation therefore depends on the particular program, its current authority, and any applicable annual or crop-year timing.

Why does this matter to people who do not farm?

Farm Bill programs affect more than producers: SNAP supports eligible households, conservation programs affect land and natural resources, and rural development programs serve rural communities. The 2018 Farm Act’s projected outlays also show why nutrition programs are central to the law. USDA’s Economic Research Service, reporting Congressional Budget Office projections for the 2018 Act, gives these shares:

All other programs 1 percent

These are projections for the 2018 Farm Act, as reported by USDA ERS—not measurements of current spending. They illustrate the law’s broad reach, but they do not predict what any program will spend or whether food prices will rise after an expiration.

Why do crop-year dates and “permanent law” matter?

Some Farm Bill authorities are tied to crop years rather than a single calendar deadline, so an extension through the end of crop year 2026 is not necessarily the same as an extension through September 30, 2026. Program-specific terms determine which date applies.

CRS has also described a historical risk if suspensions of older “permanent law” provisions expire: certain commodity programs could revert to rules in the Agricultural Adjustment Act of 1938 and the Agricultural Act of 1949. CRS warned that those rules could be outdated and potentially more costly. In an analysis of the prior extension cycle, it identified dairy as the first crop-year exposure, beginning January 1, 2026. That earlier analysis explains why Congress has often extended expiring provisions; it does not establish what happened after September 30, 2026.

What should readers check now?

  • SNAP households: Look for current USDA or state agency notices about benefits and operations; do not assume the Farm Bill deadline alone ended benefits.
  • Farmers and program participants: Check the USDA agency administering the specific program for its current authority, application deadlines, and crop-year rules.
  • Rural communities: Verify the status of the specific loan, development, or grant program, since authorities and funding can come from different laws.
  • Anyone following Congress: Distinguish a bill’s introduction or committee report from enactment. Only enacted legislation or an applicable official program notice establishes a change in law or operations.
