The DOE Office That Loaned Tesla $465 Million Is Being Reformed, Not Closed

Tesla received a repayable $465 million DOE loan in 2010 and repaid it in 2013. The office was later renamed and reformed; available records do not show a formal closure.

The U.S. Department of Energy office that issued Tesla a $465 million loan in 2010 has been renamed and reformed, but available official records show it continued operating—not that it was formally shut down. Tesla repaid the loan in 2013. Reporting in 2025 described major staff attrition, but did not establish how many employees ultimately left or prove a closure.

What happened to the office that financed Tesla?

In a January 22, 2026 announcement, the Department of Energy called the office the Office of Energy Dominance Financing and described it as “Previously known as the Loan Programs Office (LPO).” DOE said it “continues to reform the office.” That is evidence of a changed name and ongoing reorganization, not a formal closure. The office was still associated with lending activity in 2025: DOE announced an LPO loan-guarantee closing on October 16 of that year. DOE’s 2025 announcement The evidence therefore does not support saying that the part of government that helped finance Tesla has simply been shut down.

What the staffing report does—and does not—show

On April 17, 2025, the Washington Examiner reported that nearly 60% of LPO staff had sought to opt into a deferred resignation program. That is a reported share of staff who sought to participate, not a verified final count of departures. It does not, by itself, establish that the office closed. Washington Examiner report

How the government loan supported Tesla

DOE says it issued Tesla a $465 million loan in January 2010 through the Advanced Technology Vehicles Manufacturing (ATVM) program. The loan supported specially designed all-electric vehicles and a Fremont, California, manufacturing facility producing battery packs, electric motors, and other powertrain components. This was a loan, not a grant: Tesla was required to repay the borrowed funds. It is accurate to say the financing supported Tesla’s early vehicle production and manufacturing. The available sources do not establish that the loan alone “saved” Tesla or show what would have happened to the company without it.

Approval and issuance were separate dates

Tesla announced that DOE had approved its loan on June 23, 2009. In that company announcement, CEO Elon Musk said the funds would provide capital to build sustainable transport. Did Tesla repay the government?

Yes. Tesla announced repayment in May 2013, describing it as nine years ahead of scheduled maturity. Its disclosure filed with the U.S. Securities and Exchange Commission reported a $451.8 million payment to settle outstanding loan amounts. Tesla’s repayment announcement and SEC-filed disclosure

Repayment means the loan was paid back; it does not make the original financing a grant or a bailout. Nor does repayment by itself settle the broader question of how important the financing was to Tesla’s survival. The documented facts establish that DOE lent the money for specified manufacturing purposes and that Tesla later settled the outstanding amounts.

Why did DOE have a program that could lend to automakers?

The ATVM program dates to the Energy Independence and Security Act of 2007. DOE’s program history says Congress appropriated $7.5 billion in fiscal year 2009 to support up to $25 billion in loans. Tesla’s $465 million loan was one project under that program. Its stated purpose was to help fund electric-vehicle production and manufacturing facilities, rather than to provide unrestricted cash to the company. DOE’s Tesla project page
