The available product evidence supports one named pick, not a defensible ranking of eight. Here’s what’s verified, how to check a bag against your itinerary, and what to confirm before buying.
What counts as underseat luggage?
“Underseat luggage” describes where a bag is intended to go; it is not a standard airline size class. Airlines set their own personal-item limits, and some describe acceptable items by examples rather than a fixed maximum. A bag marketed as an underseater is not automatically allowed on every carrier or guaranteed to fit beneath every seat.
Southwest says, “Your personal item should fit under the seat in front of you.” Its separate overhead-bin carry-on limit is 24 × 16 × 10 inches, including wheels, handles and attachments. Do not use that carry-on allowance as a personal-item size. Southwest also advises checking partner-airline rules if a partner operates part of your itinerary. Southwest’s carry-on and personal-item policy
JetBlue sets a personal-item maximum of 17 × 13 × 8 inches and requires the item to be placed beneath the seat. Its examples include a purse, small backpack, briefcase and laptop. JetBlue’s carry-on-bag policy

What to verify before buying
The available product information does not establish the bag’s current manufacturer-listed dimensions, capacity, empty weight, price or stock. Check the manufacturer listing for the exact model and confirm whether dimensions include wheels and handles before comparing it with your airline’s personal-item limit. The publication’s underseat label alone does not establish that it will fit your flight.
How to compare an underseat bag with your flight
- Identify the operating airline for each flight. If another carrier operates a leg, check that carrier’s policy too. Use the strictest applicable requirement when deciding what to bring.
- Find the personal-item rule, not the overhead carry-on rule. For example, Southwest’s 24 × 16 × 10-inch limit applies to its overhead-bin carry-on, while JetBlue publishes a separate 17 × 13 × 8-inch personal-item maximum.
- Compare the bag’s full exterior dimensions. Include wheels, handles and attachments. Check whether the stated size changes when the bag is expanded, and compare like with like.
- Consider what you need to carry and how you want to reach it. Compare capacity, empty weight, two-wheel versus spinner mobility, pockets and access, laptop protection, and softside flexibility versus a more structured body.
- Check current specifications and availability. Use the manufacturer’s listing for the exact model; prices and stock can change. Treat a retailer or editorial product label as a starting point, not a substitute for measurements.
Even when published dimensions meet an airline’s limit, they cannot guarantee clearance beneath the seat on a particular aircraft. The airline’s rules and the bag’s complete exterior measurements are the useful checks available before boarding.

Why this is not an eight-bag ranking
Travel + Leisure’s roundup updated September 16, 2026 covers 11 underseat-luggage pieces and reports testing and reviews. The item-by-item evidence available here is not complete enough to verify eight exact models against comparable manufacturer specifications. Travel + Leisure’s underseat-luggage roundup
Without verified dimensions, capacity, weight, construction, current availability and clearly attributed testing for each model, naming seven more products as “best” picks would imply a comparison that has not been established. The Travelpro is a sourced example, not a claim that it is the best choice for every airline or traveler.
