The International Longshoremen’s Association (ILA) struck U.S. East and Gulf Coast ports at midnight on September 30, 2024, after talks with the United States Maritime Alliance (USMX), the employers’ bargaining group, stalled. The walkout lasted about three days. A temporary wage agreement reached in early October ended it, and a six-year master contract followed in early 2025. Wages were the headline issue, but automation and job security were the deeper disagreement, and the union says the final contract includes protections against automation. The details of those protections are the union’s description; the full executed contract text was not reviewed for this article.
What happened in the strike
The walkout was short, but the sequence matters because the October deal settled only part of the dispute. Here is the timeline as reported:
- Talks stall, and the strike begins (September 30, 2024). The ILA began the strike at midnight on September 30, 2024, after contract negotiations broke down.
- Ports close. The Environmental Protection Agency (EPA) says 14 ports along the Atlantic and Gulf coasts were affected. The Associated Press (AP) described a strike involving 45,000 dockworkers at 36 ports stretching from Maine to Texas. The two counts come from different framings and should not be merged.
- A temporary deal is reached (October 3, 2024). The parties agreed to suspend the strike and continue negotiating. The deal addressed wages and extended the bargaining period. It did not settle every contract issue.
- Ports reopen (October 4, 2024). The EPA says the strike was lifted on October 4, allowing ports to resume normal operations. The U.S. Department of Transportation welcomed the reopening, noting it would restore movement of essential goods, including goods for communities affected by Hurricane Helene.
- A tentative master contract (January 2025). The ILA announced a tentative agreement on all items for a new six-year master contract. The union said it included a 62 percent wage increase and protections against automation and semi-automation.
- Ratification and signing (early 2025). The ILA later reported nearly 99 percent approval from members. Its March 11, 2025 announcement says the signed agreement is effective October 1, 2024 through September 30, 2030.
Which port and worker counts to use
Different outlets and agencies count the affected workforce and ports differently. The table below separates each figure from its source, so you can quote it accurately.

Three stages, three different outcomes
Most confusion about this dispute comes from treating the union’s opening demands, the October interim deal, and the final contract as one agreement. They were three different stages, and each one settled different things.

The short version: the October deal was about pay and time. The automation question was carried into the later negotiations and, according to the union, resolved in the contract that followed.
Why automation became the sticking point
The ILA’s June 10, 2024 statement described the trigger for its earlier suspension of talks. The union said it learned that APM Terminals and Maersk Line were using an automated gate system at the Port of Mobile that processed trucks without ILA labor. The union called this a violation of its existing agreement and said it feared automation would eliminate jobs.
These are the union’s allegations and interpretation. No independent source reviewed for this article establishes that the system breached the contract, and no source establishes how many jobs, if any, were lost because of it.

The automation dispute matters beyond one gate system because it shapes how future port technology can be introduced. Automated equipment and processes change how many workers a terminal needs, which types of work the union covers, and how quickly employers can adopt new systems. The union’s central demand was limits on that adoption. The final contract, as the ILA describes it, protects current jobs while creating a framework for implementing new technology.

What the final contract is reported to include
The contract’s most concrete numbers are the wage increase and the term. The union reports a 62 percent increase over six years and an effective period that runs through September 30, 2030. Both figures appear in ILA announcements, and the term is consistent with the union’s signing notice.
The automation terms are harder to pin down. The ILA describes protections for current jobs and a framework for technology implementation, but the announcements do not spell out the scope of those safeguards, how they are enforced, or what counts as semi-automation. Those are the points most likely to matter to a dockworker or an employer, and they are not established in the sources used here. Treat any clause-level claim about the contract as unverified until it is checked against the executed agreement.

Why the strike matters for household finances
For most households, the strike’s direct effect was short. AP reported a risk of shortages if a stoppage lasted more than a few weeks, but also noted that retailers had stocked up or shipped goods early. The sources support describing that risk and the quick reopening. They do not establish that the three-day strike caused nationwide shortages, price increases, or a measurable economic loss. No independently verified estimate of losses from this strike was found, so avoid quoting forecasts as realized costs.
The wage numbers are easier to misread. The 62 percent figure is a cumulative increase over six years, not an annual raise. The reporting does not give the year-by-year schedule, so the arithmetic below is an illustration, not a projection for any worker:

- A dockworker earning $40,000 a year who received the full 62 percent cumulative increase would reach about $64,800 by the end of the term.
- Because the year-by-year schedule is not given in the sources, the actual path to that figure, and whether it applies to every classification, cannot be determined from them.
- Gross wages are the only figure this illustrates. Taxes, benefits, and overtime are not addressed.
What to check before repeating these claims
- Attribute the 62 percent wage figure and the automation protections to the ILA, not to an independent review of the contract.
- Use 45,000 workers and 36 ports only with AP attribution, and 14 ports only with EPA attribution.
- Describe the October 3, 2024 deal as an interim wage settlement, not a full resolution.
- Check the executed master agreement before stating any specific automation rule, enforcement mechanism, or job-protection clause.
Labor contracts can be amended, and the sources used here describe the agreement as of its 2025 announcements. The term runs to September 30, 2030, so that is the period the reported terms cover.

The De Maria quote comes from a union district’s publication, so it reflects the employer side as the union presented it.
The strike is a useful case study for how a labor dispute over technology can run alongside a wage fight. The public record shows what was agreed and when, but the fine print of the automation protections is still something to verify directly in the contract.
