The 10 Most Powerful Militaries in the World in 2025, According to Global Firepower

Global Firepower’s 2025 ranking puts the United States first, with Russia and China next. The composite index has important limits—and an apparent France–Japan score inconsistency.

The 2025 Global Firepower ranking places the United States first among 145 countries, followed by Russia and China. It is a composite index—not a universal verdict on military effectiveness or a prediction of who would win a war. The published table also contains a score-order inconsistency for France and Japan, which is important to keep in view when reading the ranks.

The 2025 Global Firepower top 10

The following order and Power Index scores are reproduced by The Indian Express from Global Firepower’s 2025 ranking. Lower Power Index scores are described as indicating stronger conventional fighting capabilities.

The table’s France and Japan rows do not align with the stated score direction: France is ranked seventh despite a larger score (0.1878) than Japan’s (0.1839) at eighth. The published order is retained here rather than silently rearranged. Russia and China are both printed with a score of 0.0788, despite being assigned second and third place. These are apparent inconsistencies in the reproduced table; the scores alone do not confirm those rank differences.

What the Global Firepower ranking measures

Global Firepower says its 2025 Military Strength Ranking assesses 145 countries using more than 60 individual factors to produce a Power Index score, as summarized by The Indian Express. That makes it a composite comparison, not a direct measurement of battlefield outcomes. The cited reporting does not provide enough detail to reproduce the full weighting or independently audit every score.

Military strength has several dimensions that a single rank cannot settle: force size, spending, readiness, logistics, technology, geography, alliances, nuclear capability, and the ability to deploy and sustain forces. Their importance also depends on the conflict being considered. A country’s position in this list does not establish that it would prevail against a lower-ranked country in a particular war.

Why other military rankings look different

Different indices select and weight different measures, and some focus on a particular region or capability. Their scores are not interchangeable with Global Firepower’s Power Index.

Lowy Institute: military capability in Asia

The Lowy Institute’s 2025 Asia Power Index military-capability measure uses a weighted average of five sub-measures and 22 indicators, spanning defence spending, armed forces and organisation, weapons and platforms, signature capabilities, and Asian military posture. Its 2025 top three are the United States (88.9), China (70.6), and Russia (55.4), according to Lowy’s methodology page. These are Lowy scores, not Global Firepower scores; the regional posture dimension and methodology also differ.

Defence spending: a financial measure, not a power ranking

Spending helps describe the resources countries devote to defence, but it does not by itself measure readiness, organisation, equipment quality, or combat performance. The UK Ministry of Defence’s 2025 International Defence Expenditure Bulletin compares estimates from the International Institute for Strategic Studies (IISS) and the Stockholm International Peace Research Institute (SIPRI), whose definitions and methods differ. For 2024, the United States, China, and Russia occupy the first three places under both estimates, but other placements vary: the UK is fifth under IISS and sixth under SIPRI, while India is sixth under IISS and fifth under SIPRI. Currency conversion and national accounting definitions can also change comparisons. The bulletin puts the challenge plainly: “Comparisons of international defence expenditure are challenging due to the varying definitions of defence expenditure employed by the different organisations which publish estimates.”

As broader spending context—not a measure of combat effectiveness—SIPRI’s 2026 fact sheet reports global military expenditure of $2,887 billion in 2025, a 2.9% real-terms increase from 2024 and the 11th consecutive year of growth.

How to read the list responsibly

  • Keep the source attached to the claim. These are the top ten in the 2025 Global Firepower ranking, as reproduced by The Indian Express—not a settled universal ordering.
  • Do not merge scores from different indices. Lowy and Global Firepower use distinct measures and scales.
  • Separate budgets from capability. Defence-spending estimates can differ by definition and conversion method, and spending alone does not show how effectively forces can be used.
  • Ask what kind of strength matters. Manpower, weapons and platforms, readiness, strategic capabilities, geography, alliances, and sustained deployment answer different questions.
