The 10 Most Expensive Construction Projects of the 21st Century, Ranked by Reported Cost

NEOM’s reported US$500bn+ estimate tops this cost-ranked list, but the figures cover projects with different scopes and price bases—not comparable final costs.

By reported headline estimate, NEOM leads this list at US$500 billion+, followed by the Gulf Cooperation Council Railway at US$250 billion and the planned Medog Hydropower Station at US$137 billion+. These are estimates for projects with very different boundaries—not audited, like-for-like final costs. The ranking below sorts the figures reported in Construction Digital’s 2026 list from highest to lowest; its own order is based on physical scale and scope, not cost alone.

Each amount below is the headline figure reported by Construction Digital in 2026. The source does not establish a common price year or cost definition for all ten projects. Some figures refer to broad city developments or national infrastructure programmes; others cover a defined phase or facility. The amounts should therefore be read as reported estimates, not as comparable final outturns or sums already spent.

Rank is determined here by the reported headline amount, retaining plus signs and ranges. Where the source does not state a price base or more precise cost scope, that information is marked “not stated.” Project descriptions and status details in the table are also attributed to Construction Digital; they are not independently confirmed here.

Why the figures are not directly comparable

Different project boundaries

A city development, a multi-country rail programme and one railway phase do not measure the same thing. NEOM, King Abdullah Economic City, Jubail II, Dubailand and Nusantara are broad developments; the South-North Water Transfer Project spans routes; California High-Speed Rail’s figure is explicitly for Phase 1. Even where the headline amounts look precise, the cost boundary may not be.

Estimates, forecasts and final costs are different

A planned budget or forecast is not proof of how much has been paid, nor a final construction cost. Project status can change, and estimates may be revised. The plus signs and the California range matter: they signal that the reported number is not a single, settled outturn.

Price base changes the comparison

Inflation and the price year can materially alter a cost comparison. The National Infrastructure and Service Transformation Authority’s 2025–26 report states that it presents its portfolio costs in real 2024/25 terms and cautions that, because it is the first year using the approach, previous years’ monetary values are not directly comparable with this year’s. That government portfolio covers 189 projects, with a £924.2bn whole-life cost and £603.6bn in monetised benefits; those are portfolio figures, not a global construction-project total.

What an official cost forecast can show

HS2 illustrates why a cost figure needs a defined scope and price base. In a report published 19 May 2026, the UK Department for Transport forecast an expected completion cost of £87.7–102.7bn in a mixed price base, including cash outturn for work to date and future work excluding inflation. For the same scope, it gave an equivalent 2019 mixed-price range of £70.9–82.2bn.

The forecast covers London Euston to Birmingham Curzon Street and the connection to the West Coast Main Line at Handsacre Junction, with an indicative expected Euston cost included. The department projected the opening stage for May 2036–October 2039 and the full scheme for May 2040–December 2043. These are forecasts, not completed costs. The department attributed two-thirds of the expected increase to necessary work omitted from the original plan, underestimation and inefficient delivery, and one-third to inflation; that is the department’s explanation.

What this list can—and cannot—tell you

It identifies ten enormous schemes with very large reported estimates, but it is not a definitive global league table of audited construction outturns. Construction Digital’s 2026 list uses physical scale and scope as its stated basis, so its published sequence is not a cost ranking; the order here simply rearranges its figures numerically. No globally harmonized statistic for the total cost of the ten most expensive 21st-century construction projects is established by the cited sources, so adding these unlike estimates together would create a misleading total.

For a genuine cost comparison, each entry would need a consistent currency and price year, a defined scope, and clarity on whether the amount is an approved budget, current forecast, whole-life cost or actual outturn. The reported figures here do not provide that common basis.
