Tesla’s Regulatory-Credit Revenue Is Falling—But Its Vehicle Sales Aren’t Down in Every Recent Period

Tesla’s regulatory-credit revenue is falling, but its vehicle-sales trend varies by period. Here are the reported figures and what policy changes do—and do not—mean.

Tesla’s revenue from automotive regulatory credits is falling sharply, but its vehicle sales are not declining in every recent period. In 2025, automotive sales revenue fell 9% and cash deliveries fell about 8%. In the first half of 2026, automotive sales revenue rose 24% and cash deliveries rose about 18% year over year, while regulatory-credit revenue continued to fall. Policy changes add risk, but the available figures do not establish that all of Tesla’s credit income is about to disappear.

How much does Tesla’s regulatory-credit revenue bring in?

Tesla reported that automotive regulatory-credit revenue fell by $770 million, or 28%, in 2025 compared with 2024. In the first half of 2026, it fell by $508 million, or 49%, year over year. The second-quarter decline alone was $293 million, or 67%, compared with Q2 2025. These are changes in reported revenue, not estimates of future losses.

The figures show why it is important to separate credit revenue from vehicle sales: credit revenue declined in both reported 2026 comparisons even as first-half vehicle sales revenue and cash deliveries rose.

What Tesla means by “carbon credits”

Tesla’s filings call this income automotive regulatory-credit revenue. The company says it earns tradable credits through automotive operations under different regulations and sells them to other regulated entities for compliance. They are not necessarily voluntary carbon offsets that a person or business buys to compensate for emissions. The programs have different legal bases and rules depending on the jurisdiction.

Tesla identifies credit supply, regulatory changes, production and sales, and demand from other automakers as factors that can affect this revenue. Its 2025 Form 10-K says: “Fluctuations in automotive regulatory credits are impacted by our supply of credits, subject to changes in regulation, production and sales.”

Are Tesla’s vehicle sales still falling?

2025 was a down year

For 2025, Tesla attributed the 9% decrease in automotive sales revenue to about 8% fewer cash deliveries and a lower average selling price per unit. The company linked the lower average selling price to sales mix and higher customer incentives, including financing offers. Deliveries and sales revenue are related, but they are not interchangeable: the revenue figure also reflects the price and mix of vehicles sold.

First-half 2026 improved against a difficult comparison

In the first half of 2026, automotive sales revenue and cash deliveries were both higher year over year. Tesla said the comparison benefited in part because its vehicle factories had all been brought down simultaneously in the prior-year period for the New Model Y changeover. That context matters: the increase is an actual year-over-year result, but the comparison was affected by the prior period’s factory changeover.

Q3 deliveries do not answer the credit-revenue question

Tesla reported 486,532 deliveries for Q3 2026 on October 2: 478,237 Model 3/Y vehicles and 8,295 other models. The company cautioned that deliveries alone are not an indicator of quarterly financial results and scheduled its financial-results announcement for October 21. As of October 8, Q3 regulatory-credit revenue had not been reported; the delivery count cannot be used to infer it.

What policy changes could affect Tesla’s credit income?

Policy exposure is real, but it is program-specific. The federal vehicle greenhouse-gas action and the CAFE trading rule address different requirements, and neither establishes a quantified total loss for Tesla across all credit programs.

Federal vehicle GHG standards In February 2026, the Environmental Protection Agency announced a final action rescinding the 2009 endangerment finding and repealing subsequent federal vehicle GHG standards and associated measurement, reporting, certification, and compliance provisions. EPA describes the action as removing federal obligations. Its rule summary says: “Absent this finding, EPA lacks statutory authority under Section 202(a) of the Clean Air Act to prescribe standards for GHG emissions from new motor vehicles and new motor vehicle engines.” The reviewed sources do not quantify the effect on Tesla’s credit revenue.
CAFE credits A National Highway Traffic Safety Administration final rule dated September 30, 2026, ends inter-manufacturer trading for credits earned beginning with model year 2028. Credits earned through model year 2027 may still be purchased and used for up to five model years after they were first generated. This is a future restriction on a particular trading program, with a transition window for earlier credits—not an immediate end to all trading of already-earned credits or to every other credit stream.
California ZEV credits The California Air Resources Board dashboard explains that manufacturers generate credits by selling zero-emission vehicles and have obligations determined by California sales and the applicable ZEV percentage requirement. The dashboard reports all manufacturers compliant through model year 2023. That historical status does not establish current or future credit demand, and California ZEV credits are not the same program as federal CAFE credits.

What the falling credit revenue means for Tesla

Credit sales are a distinct source of automotive revenue, and their decline can reduce the amount Tesla earns from that activity. The filings and rules cited above, however, do not support a single estimate of Tesla’s future credit-revenue loss. The reported decline should not be treated as proof that credits are already gone, that every regulatory program is ending, or that the change in vehicle deliveries determines credit income. Credit revenue also depends on the applicable rules, Tesla’s credit supply, and demand from other regulated companies.
