It runs through December 31, 2033, and covers semiconductor contract manufacturing. Tesla says production is expected to begin in 2027 or later. The agreement could secure capacity for Tesla’s AI hardware, but it does not prove that autonomous driving is imminent.
What Tesla and Samsung agreed to
Samsung’s disclosure names Tesla, Inc. as the counterparty to a “supply agreement for semiconductor contract manufacturing.” It lists a contract value of KRW 22,764,764,160,000, equivalent to approximately $16.544 billion in Samsung’s disclosure. The “€14 billion” shorthand is a rough currency conversion, not the contract’s official value or denomination. Euro conversions change with exchange rates; Samsung’s published figure is in Korean won, with a stated U.S.-dollar equivalent.

What is known—and what remains undisclosed
Tesla’s 2025 Form 10-K confirms the July 2025 semiconductor contract-manufacturing supply agreement. Tesla says it concerns advanced semiconductors for AI inference and training in the United States, with production expected to start in 2027 or later. That is a forward-looking timetable, not confirmation that production has started or that chips will ship in 2027. Tesla’s 2025 Form 10-K
The public documents do not state the chip quantity, price per chip, production capacity, delivery schedule, process node, packaging arrangements, or exact product mix. They do not establish that Samsung is Tesla’s only chip manufacturer, either. These omissions matter: without them, the contract’s value cannot be converted into a reliable estimate of annual sales, chip volume, or Tesla’s available computing capacity.

Why the agreement matters to Tesla
More visibility into manufacturing capacity
Tesla designs custom AI inference chips but depends on outside manufacturers to fabricate them. A long-term agreement can give the company more visibility into production planning and access to capacity than relying entirely on short-term purchasing. That may reduce exposure to supply bottlenecks, although the filings do not establish that every component, packaging step, or other part of the supply chain will be U.S.-based.

A custom chip can be designed around Tesla’s software, vehicle power and thermal limits, sensor systems, and neural-network workloads. If it performs well at scale, it may offer efficiency or cost advantages for those specific tasks compared with relying only on general-purpose accelerators. But custom silicon also concentrates design, validation, and manufacturing risk: a changed model architecture or delayed chip can force expensive revisions, and the chip’s value depends on software that can use it effectively.

Training and inference are different needs
- Training is the computation used to develop or refine AI models, generally in data centers.
- Inference is running a trained model in a deployed system, such as a car or robot.
- Manufacturing capacity means the ability to fabricate chips; it is not the same as complete compute capacity, which also depends on servers, networking, cooling, power, and other infrastructure.
Tesla says its AI infrastructure supports vehicles, autonomous robots, and training systems. Its 2025 annual report says it expanded Cortex, its AI-training cluster at Gigafactory Texas, and is building Cortex 2. A contract for semiconductor manufacturing could support this broader strategy, but it does not itself provide all the infrastructure needed to deploy AI systems at scale. Tesla’s 2025 Form 10-K
What it tells us about AI5, AI6, and Tesla’s driving plans
Tesla’s materials separately describe AI5 and AI6 as custom inference chips for autonomy. A Tesla presentation sets production targets of 2027 for AI5 and 2028 for AI6, and claims a targeted 50-fold performance improvement for AI5 relative to AI4. Samsung’s contract disclosure does not name AI5, AI6, a process node, or any allocation by chip generation. The public filings therefore do not establish that the entire contract is for AI6—or that Samsung will manufacture all AI6 chips. Tesla’s separate roadmap and the Samsung contract are related parts of the company’s AI-chip strategy, but their exact product connection has not been specified publicly.

- Tesla gathers data from vehicles and other sources.
- It uses computing infrastructure to train or refine models.
- Software and model changes must be adapted to the vehicle’s hardware, power, and thermal limits.
- Inference hardware runs the deployed model while the vehicle is operating.
- The complete system still needs testing, validation, monitoring, and any applicable regulatory approvals.
More capable inference hardware could allow more complex models to run within a vehicle’s constraints. It cannot, by itself, solve perception, prediction, planning, software reliability, safety validation, or difficult real-world edge cases.

For Samsung, a large contract can provide a high-profile customer and potentially support foundry utilization, investment, and its case for advanced manufacturing in the United States. Samsung’s disclosure says the contract value represents 7.6% of the revenue base used in its comparison. That is a comparison of the total contract value with a past revenue figure—not a claim that the deal will generate 7.6% of revenue every year. Samsung’s contract disclosure
The agreement is also an execution test. Winning a contract does not guarantee that a foundry can meet the customer’s required performance, yields, cost, reliability, and timing at volume. The value that Samsung ultimately recognizes as revenue, and when, depends on terms and production details that have not been disclosed. Demand changes, redesigns, factory or qualification delays, and contract revisions could all affect the outcome.

- Autonomous driving: Tesla’s own materials say FSD remains a supervised driver-assistance system and requires active driver supervision; the name is not proof that a vehicle can drive itself. Tesla’s presentation filed with the SEC
- On-time production: Tesla’s stated start is 2027 or later, leaving room for delays.
- A specific chip generation: The contract filing does not disclose whether it covers AI5, AI6, or other chips, or in what proportions.
- Exclusive sourcing: The agreement does not show that Samsung is Tesla’s sole manufacturer.
- Lower vehicle costs or better driving: Both are possible strategic aims, not disclosed outcomes or demonstrated results.
- A complete U.S.-sourced supply chain: Tesla identifies U.S. manufacturing for the advanced semiconductors, but the filings do not say that all associated components and production steps will also be domestic.
What investors and technology watchers should track
- Whether production starts on Tesla’s stated 2027-or-later timetable.
- Whether Samsung can achieve the required yield, reliability, performance, and cost at useful volume.
- How Tesla describes the chip generations, production allocation, and supply from other manufacturers in future disclosures.
- Whether additional computing capacity translates into measurable software capability and safe, validated performance—not just larger hardware targets.
- Whether Samsung’s contract amount or period changes, and whether the foundry business wins further customers.
The strategic case is clear even while the production details remain private: Tesla is seeking long-term manufacturing capacity for its AI hardware, and Samsung has won a major customer for its foundry ambitions. Whether that becomes a meaningful advance in driving capability depends on successful manufacturing and on Tesla’s ability to turn computing resources into reliable, validated software.
