The California Department of Insurance (CDI) announced the enforcement action on October 3, 2025. These are allegations, not a final finding of wrongdoing; the announcement described a possible hearing and penalties, but the later procedural outcome is not established by the available official materials.
What did California accuse Tesla Insurance of?
CDI said it acted after receiving consumer complaints about automobile claims beginning in 2022 and issuing repeated warnings. According to the Department, the companies had committed to improvements, but justified complaints and violations continued to mount.
The announcement listed four alleged problems:
- “Egregious delays in responding to policyholder claims in all steps of the claims handling process.” This is CDI’s characterization of an allegation, not an adjudicated finding.
- Unreasonable claim denials and delays in making full payment on valid claims.
- Inadequate, unfair, or non-objective claim investigations.
- Failure to tell policyholders that they could ask CDI to review claim denials.
CDI’s October 3, 2025 announcement describes the accusations. It does not establish that every claim handled by the companies was affected or that the companies were ultimately found liable.
Which companies were named?
The enforcement action names three separate entities. CDI describes Tesla Insurance Services, Inc. as an appointed agent for State National Insurance Company, which the Department calls an admitted insurer in California.

- Tesla Insurance Services, Inc. — the appointed agent identified by CDI.
- Tesla Insurance Company — separately named in the action.
- State National Insurance Company — the admitted insurer in California identified by CDI.
“Tesla’s insurance arm” is convenient shorthand, but the companies are not interchangeable; the announcement names all three.
What do California’s complaint figures show?
CDI’s 2026 Consumer Complaint Study ranks Tesla Insurance Company 49th among 50 large automobile insurers licensed in California for the 2025 complaint year. It reports 372 justified complaints and a ratio of 142.2 justified complaints per 100,000 earned exposures. The ratio is a complaint measure, not a claim-denial rate.

These are Tesla Insurance Company figures in CDI’s 2026 Consumer Complaint Study — Auto. CDI defines the ratio as justified complaints per 100,000 earned exposures; exposures include motorcycles and motor homes, and the study says exposure counts are approximate. The figures are for complaint years, not necessarily the dates when the complaints were resolved. They do not by themselves prove the specific allegations in the enforcement action.
Can California revoke Tesla Insurance’s license?
CDI’s October 3, 2025 release said the companies had 15 days to respond. It said that unless the matters were resolved in favor of policyholders beforehand, the companies would be ordered to a hearing before an administrative law judge. The hearing was described as a way to determine whether they could continue transacting insurance in California and whether monetary penalties should apply.

The release described potential penalties of up to $5,000 per unlawful, unfair, or deceptive act and up to $10,000 per act determined to be willful. These were potential penalties in the announced proceeding, not amounts imposed. The announcement does not say that a license was revoked or suspended. The later outcome is not established here; CDI’s formal enforcement-document search describes records that can be searched for subsequent case documents.
