TerraPower Isotopes produces actinium-225 (Ac-225), a radioactive starting material that pharmaceutical companies can use to develop targeted cancer drugs. It is not itself a cancer medicine, and TerraPower’s current material is research-grade rather than made under current good manufacturing practices (cGMP). A planned $450 million Philadelphia facility, which broke ground in May 2026, is intended to expand production and begin cGMP output in 2029.
What TerraPower Isotopes produces
TerraPower Isotopes supplies actinium-225, an alpha-emitting radionuclide used as an ingredient in radiopharmaceutical development. Drug developers attach the isotope to a molecule designed to bind to a cancer-associated target. A chelator—a chemical component that holds the isotope to the targeting molecule—helps keep the radioactive material connected to the drug candidate. Oak Ridge National Laboratory describes these components as part of targeted alpha therapy (ORNL’s overview of targeting cancer).
The company’s role is upstream: it supplies the isotope, not a finished, approved cancer drug. TerraPower says its current Ac-225 is research-grade and is not manufactured in accordance with current good manufacturing practices. Pharmaceutical developers must still make and test complete drug candidates under the standards and controls required for their development stage (TerraPower Isotopes’ overview; TerraPower’s October 2024 production announcement).
Why researchers are interested in Ac-225
Alpha particles carry substantial energy over a short distance. In targeted alpha therapy, the drug is designed to bring an alpha-emitting isotope close to cancer cells so the radiation can damage cells near the target. The intended advantage is to concentrate radiation rather than expose a broad area indiscriminately. That is a therapeutic rationale, not a guarantee of safety or effectiveness: the outcome depends on how the drug distributes through the body, its chemistry and dose, tumor biology, and whether it reaches enough of the cancer while limiting exposure to healthy organs.

Ac-225 is one candidate isotope in a wider field of radiopharmaceutical research. The isotope alone does not identify a tumor, determine a dose, or establish that a treatment works. Those questions require evidence about the complete drug candidate in preclinical work and clinical trials.
Why Ac-225 supply is a constraint
Ac-225 is difficult to produce at useful scale. The U.S. Department of Energy says the isotope is in short supply because its production is complex. Supply has relied on limited thorium-229 generators as well as specialized approaches such as accelerator production; other routes are also being developed (DOE on Ac-225 supply; DOE’s National Isotope Development Center on Ac-225 production routes).
A constrained supply can limit the number and size of experiments and trials drug developers can run, complicate efforts to make consistent batches, and make scheduling harder. Because Ac-225 is radioactive and decays over time, production, processing, shipment, and downstream use must also be coordinated. More supply may ease one bottleneck; it cannot solve challenges in drug design, clinical results, regulatory review, or treatment delivery.

How TerraPower’s production route works
TerraPower says its process starts with thorium-229 (Th-229), which is recovered from legacy U.S. uranium-233 (U-233) material. Th-229 naturally decays into Ac-225, which can then be extracted for use as a pharmaceutical starting material. The company describes using radioisotope-generator technology to automate and improve the efficiency of extraction (TerraPower’s production announcement).
The chain connects nuclear-material cleanup with medical-isotope supply, but it is not a direct conversion of nuclear waste into a cancer cure. DOE’s Oak Ridge Office of Environmental Management and Isotek Systems are involved in the legacy-material partnership; the recovered Th-229 decays into Ac-225, which is supplied to drug developers for further manufacturing (DOE on the Oak Ridge partnership; DOE’s U-233 disposition project information).
From initial samples to commercial-scale isotope production
TerraPower says it began work in 2018 to increase Ac-225 supply through Th-229 decay. On January 24, 2024, it announced that it had distributed initial samples to two pharmaceutical companies. On October 1, 2024, it announced commercial-scale production and weekly runs of highly pure material. The company also said drug developers were using its material in human clinical-trial programs after further manufacturing. “Commercial-scale” here describes isotope production, not an approved medicine or cGMP drug-substance production (TerraPower’s isotope overview; TerraPower’s first-samples announcement; TerraPower’s October 2024 announcement).

What the Philadelphia expansion would add
TerraPower Isotopes broke ground on May 6, 2026, on a planned 250,000-square-foot facility in Philadelphia’s Bellwether District. The announced investment is $450 million. The company says the new facility, combined with an expansion in Everett, Washington, will increase its Ac-225 production capacity 20-fold. It plans to begin cGMP production in Philadelphia in 2029; that is a target, not a guarantee that the plant will be operating or supplying material by that date (TerraPower’s groundbreaking announcement; TerraPower’s facility announcement).
The 20-fold figure is the company’s announced capacity increase for its combined production capacity, not a measured increase in global supply. TerraPower has separately described an older long-term goal of expanding global supply by 75 to 100 times; that earlier ambition is not the same as the Philadelphia project’s 20-fold capacity claim (TerraPower’s factsheet).
The distinction between research-grade and cGMP material matters for drug development. Building a larger facility does not itself qualify a manufacturing process, ensure consistent output, or establish that a drug candidate is safe and effective. Construction, plant qualification, supply reliability, and regulatory acceptance remain separate steps.

What “Bill Gates-backed” means
TerraPower describes itself as founded by Bill Gates and other investors. Gates and SK Inc./SK Innovation co-led a TerraPower equity raise that closed in August 2022 with at least $750 million. The financing supported TerraPower’s broader advanced-nuclear and nuclear-medicine activities; it does not establish that Gates personally developed the Ac-225 process or directly funded every TerraPower Isotopes project (TerraPower’s fundraise announcement).

Producing an isotope is only one step toward a treatment. A pharmaceutical company must combine Ac-225 with a targeting molecule, develop and manufacture the complete radiopharmaceutical, test it in clinical trials, and obtain regulatory authorization before it can be routinely marketed. A clinical trial involving an Ac-225 candidate is evidence of investigation, not approval or proof of benefit.
The National Cancer Institute lists a Phase 1 study of the Ac-225 candidate FPI-2068 in advanced solid tumors (NCI’s trial listing). That example illustrates the distinction between a drug candidate in clinical research and a treatment available in routine care. A 2021 FDA presentation said Ac-225-labeled pharmaceuticals were not FDA-approved at that time; because that statement is historical, it should not be treated as a definitive current approval-status check (FDA presentation).

Other suppliers and production routes
TerraPower is part of a wider supply effort, not the only route to Ac-225. DOE’s National Isotope Development Center and national laboratories support isotope information, supply, and multiple production methods, including accelerator-produced Ac-225. Private and international efforts add other approaches, which may help diversify supply but can differ in scale, specifications, geography, and readiness.

- PanTera: A Belgian joint venture involving IBA and SCK CEN. TerraPower has announced a collaboration with PanTera, whose described “Gamma route” uses Rhodotron technology and radium-226 (TerraPower’s PanTera collaboration announcement).
- Cardinal Health: Announced weekly Ac-225 production through its Center for Theranostics Advancement in Indianapolis in December 2024 (TerraPower’s announcement about Cardinal Health).
Comparisons should focus on production method, purity and specifications, manufacturing controls, scale, shipment logistics, and intended use—not just headline capacity. A named partner, collaborator, customer, clinical-trial sponsor, and distributor are not interchangeable roles, and public announcements do not establish that each organization buys the same quantities or uses the isotope in an approved product.
What to watch as the project develops
The Philadelphia plant’s significance will depend on whether the project reaches its construction and qualification milestones and delivers reliable, reproducible cGMP material. Other determinants include access to Th-229 feedstock, radiation-safety and transport arrangements, and whether downstream drug developers can solve targeting, toxicity, and clinical-efficacy questions. These are sector and project risks to monitor, not evidence that a particular failure has occurred.
