Tereos announced on September 30, 2022, that it would close and dismantle its Luduș sugar factory after negotiations with Scandia Food collapsed. The closure was expected in early 2023, but it was not the facility’s final ownership outcome: Tereos announced a sale to Romanian investors in February 2023, and Romania’s Competition Council approved a later change of control in April 2026. The sources available do not establish whether the factory currently operates or how much it produces.
Why did Tereos announce the factory’s closure?
Tereos said it planned to wind down its Romanian sugar activity because of a pessimistic outlook. In a later disclosure, the company said that since acquiring Luduș in 2013 it had faced difficulties, mainly because Romanian sugar-beet acreage kept shrinking despite mitigation efforts, and that the activity had accumulated substantial losses. Reuters also described the factory as loss-making amid declining beet acreage and reported reduced volumes in the years before the announcement. Reuters’ September 2022 report and Tereos’s 2024 disclosure provide those accounts.
The plant had a reported capacity of 60,000 tonnes of sugar and around 180 employees in 2020, according to Reuters. Those are historical figures, not evidence of current capacity, production or staffing.
Why did the 2022 takeover talks fail?
Tereos identified Scandia Food as the prospective buyer. The parties gave different accounts of the failed negotiations, so the available reporting does not establish one definitive cause.

- Tereos’s account: A spokesperson told Reuters that Scandia said it could not proceed and attributed the breakdown chiefly to timing and the missed beet campaign: “The question was not the price, mainly the timing. They had missed a (sugar beet) campaign.”
- Scandia’s account: CEO Andrei Ursulescu said the company wanted to see the factory operating before assessing it. He criticized the asking price because Scandia had not been allowed a technical evaluation: “The price Tereos was asking was relatively prohibitive for something we were not given access to conduct a technical evaluation.” He also said the binding-offer requirement and deal deadlines were unusually compressed.
Both accounts are reported in Reuters’ coverage of the September 2022 announcement. The disagreements over timing, access and evaluation help explain why the proposed transaction did not proceed, but do not independently resolve who was responsible for the failure.
What did the closure plan mean locally?
At the time, the mayor of Luduș told Radio România Târgu Mureș that the factory was a major taxpayer in the town, employed more than 150 people and supported contractors and beet growers. He described the expected local impact as significant. These were the mayor’s reported assessments, not independently measured regional totals.

The station also reported that a contemplated purchase by the state had been abandoned and growers had started redirecting beet to other sugar plants, including Roman. Its account is available from Radio România Târgu Mureș. The reported effects reflect the situation and expectations at the time, not a verified account of current employment or grower arrangements.
What happened to the factory after Tereos announced closure?
Tereos’s announced plan changed when another transaction followed. On February 1, 2023, Tereos announced a signed takeover of its Romanian sugar activity by investors Mihaela Neagu and Mihail-Daniel Matache. Tereos’s chairman, Gérard Clay, said: “This continuation of activity allows us to secure jobs and maintain the sugar business in the Ludus region.” That statement described the purpose of the transaction; it does not establish the plant’s present operating status. In a 2024 disclosure, Tereos reported that the Luduș sugar production facility was sold in February 2023 for €8.0 million. In April 2026, Romania’s Competition Council authorized Mihaela Neagu’s acquisition of full control through Best Achiziții. The approval records a change in control; it is not proof that the factory is currently producing sugar. The sources reviewed do not verify current operations or production volume. The relevant records are Tereos’s 2024 disclosure and the Competition Council’s April 2026 announcement.

What the figures do—and do not—show
Tereos’s 2023 release quoted investor Mihaela Neagu saying Romanian beet sugar supplied “about 25%” of domestic consumption needs in 2021. That is a historical figure attributed to Neagu, not a market-share estimate for 2023 or today. It offers context for why preserving domestic production could matter, but it does not establish how much the Luduș plant supplied.
