The announcement described a plan and a goal—not confirmation that the silos were built or that the grain was exported.
What did Biden announce?
Biden said the United States would work with European partners on temporary grain silos at the Ukraine–Poland border. The idea was to address a logistical bottleneck in moving grain out of Ukraine by rail. A contemporaneous Successful Farming report quoted him as saying: “I’m working closely with our European partners to get 20 million tons of grain locked in Ukraine out onto the market to help bring down food prices.”
The 20 million tons was Biden’s stated objective for getting grain onto the market. It was not a reported export total or evidence that the target was reached.
Why were temporary silos proposed?
Russia’s invasion disrupted Ukraine’s grain shipments, while the blockade of Black Sea ports constrained established routes. Rail offered another way to move grain toward export markets, but shifting grain across the Ukraine–Poland border presented a logistical challenge. The proposal was intended to help manage that transfer and support onward movement by rail.

A Reuters report republished by Agriculture.com on June 15, 2022 described stalled shipments and contemporaneous diplomatic discussions about possible sea corridors, including concerns about mines and security. Those discussions were part of the wider context; they were distinct from the U.S.-announced border silo proposal.
Were the silos built, and did they increase exports?
The cited contemporaneous account documents Biden’s announcement and its stated purpose. It does not confirm that the proposed silos were completed, specify their final design or capacity, or measure any effect on exports. The announcement should therefore be understood as a proposal, not a record of delivery or a demonstrated result.

How was this different from other grain-storage support?
A Ukrainian government-hosted archive describes a separate FAO-supported program intended to address storage shortages. It planned to provide small producers with polyethylene grain-storage sleeves and loading and unloading equipment, and to provide medium-sized producers and associations with modular storage containers. The archive also mentions support for alternative export routes. These farm-scale storage measures were not identified as the equipment or design for Biden’s proposed border silos.
Storage equipment can help hold grain, but it does not by itself resolve the transport constraints described in the 2022 announcement. Farm-scale sleeves or containers are different from cross-border infrastructure intended to support rail movement.
