The National Development Bank (NDB) hosts a Version 1, 2023 PDF describing Temo Letlotlo’s farmer-support components and seasonal-loan requirements. Its terms—including a floating prime interest rate and repayment of no more than 12 months—are published historical terms, not confirmation that the programme is currently accepting applications or offering loans on those terms. Botswana government reporting later described a review and transition toward Lemang Dijo, so confirm current availability and requirements with NDB or the Ministry of Lands and Agriculture before applying or making financial commitments.
What the 2023 Temo Letlotlo guidelines cover
The NDB-hosted Version 1, 2023 guidelines describe two components: household food security for micro-scale farmers, and national food security for small-, medium- and large-scale farmers. The programme is framed around household production and commercial grain production. Its support packages include subsidies, seasonal loans, agricultural credit guarantees, rewards, fencing, tractors and implements, and extension services.
The categories and packages in the PDF describe the published programme framework; they should not be treated as proof that every type of support is currently available or that all listed benefits apply to every farmer.
Temo Letlotlo seasonal-loan terms in the published PDF
The seasonal-loan pathway is described as working capital for eligible grain-producing farmers, including funding for inputs and farm production services. The 2023 guidelines state that the loan limit is based on a cropping plan and validated land size, the interest rate is floating prime, and repayment follows crop gestation but may not exceed 12 months. These are terms in the 2023 document, not a current rate quote or offer.

Who the seasonal-loan guidelines say may qualify
The 2023 PDF lists these applicant categories for the seasonal loan:
- Adult citizens of Botswana.
- Companies registered in Botswana and 100% citizen-owned.
- Registered agricultural management associations or cooperatives.
The listed applicants must also be registered in the Temo Crop Management System and own or lease a farm. Where the applicant uses leased land, the guidelines specify a lease period of at least five years.

Documents and requirements listed for a seasonal-loan application
The 2023 guidelines list the following items and checks. Because the programme is reported to have been reviewed and transitioned, confirm the current checklist and accepted formats with NDB or the Ministry before preparing an application.
- Registration in the Temo Crop Management System.
- Proof of farm ownership or tenancy; a lease, where applicable, must be validated in the system and have a term of at least five years.
- A soil test from an accredited laboratory.
- Production information vetted by the District Crop Production Officer.
- A tax identification number, or an undertaking to register within three months.
- For a company applicant, registration with CIPA.
- Weather-based insurance under the Agricultural Credit Guarantee Scheme, which the guidelines make mandatory for the described seasonal loan.
The accredited-laboratory requirement matters: a consumer soil-testing kit is not identified in the guidelines as a substitute.

How the separate large-scale interest subsidy differs
The PDF also describes an interest subsidy facility for large-scale farmers, including some farmers outside the main programme’s stated categories. It is a separate facility, not another name for the seasonal loan, and its eligibility and conditions should not be inferred from the seasonal-loan rules above. The PDF says the subsidy margin is subject to review. Verify the facility’s specific terms directly with NDB before relying on it; the 2023 guidelines do not establish that those terms remain available now.

The available dated reporting does not establish a current 2026 Temo Letlotlo application window or final terms during the transition. On 16 July 2025, Botswana DailyNews reported that the ministry was reviewing Temo Letlotlo to make it more inclusive and responsive to socio-economic and environmental concerns. The report said 1,107 farmers qualified for tractor and implement assistance and that P173,826,007 was used to subsidise them. Those figures concern the reported tractor and implement assistance; they are not a count of all programme beneficiaries or an assessment of overall impact.

DailyNews reported on 24 November 2025 that the programme was moving toward Lemang Dijo and described transitional support to subsistence farmers. A 16 December 2025 report said Lemang Dijo applications were open countrywide through the Crop Management System at that time. That dated report does not confirm whether applications remain open now, nor does it establish final transition rules or that the old Temo Letlotlo loan terms carry over.
