What happened to Pavel Durov?
French authorities arrested Durov at Le Bourget Airport outside Paris on August 24, 2024, after he arrived by private jet. The Paris prosecutor’s office confirmed the arrest and described a judicial investigation into suspected offenses involving Telegram and its executives. The official announcement set out allegations for investigation; it did not establish that Durov personally committed those crimes. The Paris prosecutor’s August 26, 2024 statement provides the French account.
After more than 80 hours in police custody, Durov was placed under formal investigation on August 28, 2024, and released under judicial supervision. A formal investigation is not a conviction. The French proceeding and Russia’s later announcement are separate cases in separate jurisdictions.

Why France arrested him
The French inquiry examined whether Telegram and its executives had enabled or failed to prevent alleged criminal activity, and whether the company had refused lawful requests for information or documents. The prosecutor’s stated allegations included suspected complicity relating to illicit transactions by an organized group, child sexual-abuse material, drug trafficking and organized fraud; criminal conspiracy and organized-group money laundering; and offenses involving cryptology services and related technical tools. These were allegations under investigation, not findings that Durov was guilty of the underlying offenses.

Telegram offers Secret Chats with end-to-end encryption, but ordinary Telegram cloud chats are not end-to-end encrypted by default. That distinction matters: it is inaccurate to treat every Telegram conversation as having the same encryption model or to say the French arrest was simply an attempt to obtain encryption keys.

What were the conditions of Durov’s release?
French authorities released Durov under judicial supervision after imposing a €5 million bond. Reported conditions included reporting to police twice weekly and, initially, a prohibition on leaving France. The bond was an amount imposed as part of the release terms; the cited reporting does not establish here whether or when it was paid. Release did not end the French investigation. Le Monde reported the release terms and formal investigation.
What did Russia announce in 2026?
On July 29, 2026, Russia’s FSB said it had charged Durov with facilitating terrorist activities and announced an international arrest or wanted notice. Russian authorities alleged that Ukrainian intelligence agencies and terrorist or extremist organizations used Telegram channels, chats and bots to coordinate attacks, mass killings, sabotage and cyberfraud in Russia. Those are claims made by Russian authorities, not adjudicated facts. AP’s report describes the allegations.
This was not a second arrest. The French arrest took place in 2024 under French authority; Russia’s 2026 action concerns different allegations and was reported as charges and a notice seeking Durov’s arrest. The cited reporting does not establish that France or another country enforced Russia’s request, or that Interpol issued a Red Notice. An announcement of a wanted notice should not be inflated into a claim that someone is wanted or arrestable everywhere.
As of the July 29, 2026 reporting cited here, there was no confirmed new arrest. The available material also does not establish a final outcome in the French case, a French trial, or a conviction in either jurisdiction. Telegram’s official press information describes Durov as its founder, owner and CEO; Telegram’s press page also says he holds French and UAE citizenship and lives in Dubai. That description does not establish his precise current location.

What have Telegram and Durov said?
After the French arrest, Telegram said it complied with European Union laws, that its moderation was improving, and that it was absurd to hold a platform or its owner responsible for abuses committed by users. Durov and supporters have framed the dispute around privacy and free speech. Those positions do not resolve the allegations. France’s president said the arrest was not political; Le Monde reported the French announcement and the president’s statement.
For the July 2026 Russian announcement, the cited coverage did not report a detailed formal response from Durov or Telegram. Al Jazeera reported a Telegram-associated reaction, but it was not a substantive legal rebuttal. Al Jazeera’s account describes that response.

Why the cases matter beyond Durov
The proceedings raise difficult questions about how far criminal liability can reach up a technology company’s chain of responsibility. A platform can host user activity at immense scale; the legal question is not simply whether users committed crimes, but what the company or its executives allegedly did, knew, or failed to do under the laws in each jurisdiction.
