The case was still open on August 18, 2026. There has been no reported French conviction or completed trial.
What is Durov’s status now?
The French investigation remains active. The Paris prosecutor’s office told the Associated Press that Durov had been questioned repeatedly, most recently in July 2026, and remained under formal investigation. Reporting does not establish a trial date, dismissal, acquittal or conviction. AP News
Durov was later permitted to leave France temporarily and returned to Dubai in March 2025, according to reporting. That change to his judicial-supervision conditions did not end the French proceedings. AFP/Investing.com
What happened in France?
- August 24, 2024: French authorities detained Durov after he arrived at Paris–Le Bourget Airport.
- August 28, 2024: Investigating judges placed him under formal investigation after several days of questioning and released him under judicial supervision.
- Initial conditions: €5 million bail, reporting to police twice a week and a prohibition on leaving France.
- March 2025: A judge allowed temporary travel to Dubai. The investigation continued.

What do French prosecutors allege?
The allegations concern how Telegram was operated and how it responded to lawful demands, not simply the fact that users committed crimes on the service. The prosecutor’s communiqué described a broader judicial investigation involving suspected offenses such as:
- Complicity in administering or facilitating an online platform used for illegal transactions;
- Drug-trafficking activity;
- Distribution of child sexual-abuse material;
- Fraud and organized criminal activity;
- Money laundering and criminal-association allegations;
- Failure to provide information or documents requested by authorities; and
- Alleged failure to operate legally authorized interception mechanisms.
These are allegations under investigation, not findings that Durov personally committed each underlying offense. Prosecutors said Telegram’s “almost total lack of response” to judicial requisitions attracted the attention of the cybercrime unit. Why was the CEO personally placed under investigation?
The legal theory includes alleged responsibility for the platform’s operation, administration and cooperation practices. In other words, investigators are examining whether conduct by Telegram and its leadership could have facilitated criminal activity or breached obligations to answer judicial requests. The existence of illegal material or transactions on a platform, by itself, does not prove that its chief executive committed those crimes.
What does “charged” mean in France?
English-language reports commonly translate mis en examen as “charged” or “formally charged.” In French procedure, it means an investigating judge has decided that there is sufficient evidence to place a person under formal investigation.

That is why “Durov was convicted” or “France proved Telegram was a criminal organization” would be inaccurate. Investing.com
What did Durov and Telegram say?
Durov and Telegram have denied wrongdoing and said the service met or exceeded its legal obligations on moderation, cooperation and combating crime. Those statements address the allegations but do not resolve the French judicial investigation. Claims about general moderation also are distinct from the specific accusation that Telegram failed to respond adequately to formal judicial requisitions. Investing.com · AP News

Why did the arrest become a free-speech controversy?
The case has become a policy debate about when executives should face criminal exposure for users’ conduct, how messaging services should handle illegal content and law-enforcement requests, and whether privacy or encryption can coexist with lawful investigations.
French President Emmanuel Macron said the arrest was not politically motivated and that France supports lawful free expression. Russian officials criticized France and portrayed the case as selective. Those are political positions, not judicial findings. The French allegations focus on suspected platform facilitation and noncooperation, rather than on the mere availability of privacy features.

How is the 2026 Russian case different?
On July 29, 2026, Russia’s Federal Security Service announced a separate case accusing Durov of facilitating terrorist activity and said it had placed him on an international wanted list. The FSB alleged that Telegram channels, chats and a dating chatbot were used by Ukrainian intelligence services and others to recruit young Russians for sabotage and terrorism; it said 46 people aged 12 to 22 had been detained.
Those are allegations by Russian authorities and are procedurally separate from France’s 2024 investigation. “International wanted list” should not automatically be read as an Interpol Red Notice; reporting did not establish that such a notice had been issued. What happens next in France?
The available reporting leaves the next procedural step unresolved. Investigators may continue questioning Durov and examining Telegram’s practices. French judges could ultimately dismiss the case or order a trial; no public source cited here establishes which outcome will occur or when. Changes to judicial supervision, including travel permission, do not themselves decide the merits of the allegations.
