Tariffs alone are not a demonstrated fix for America’s copper supply problem. U.S. Geological Survey estimates for 2025 show the country both relies heavily on refined copper imports and recovers substantial copper from scrap. Expanding scrap collection and processing can contribute to supply, but it cannot be assumed to replace imports or mining. The available official figures describe supply and policy; they do not establish that tariffs have failed or that recycling by itself can close the gap.
What the U.S. copper supply figures show
The U.S. Geological Survey’s 2026 Mineral Commodity Summaries copper chapter estimates that U.S. recoverable mine production was 1.0 million tons in 2025, down 5% from 2024. Arizona produced approximately 70% of domestic mine output, leaving mined supply geographically concentrated.
USGS estimated refined copper imports at 1.7 million tons in 2025 and net import reliance at 57% of apparent consumption. That percentage is a measure of net import reliance relative to apparent consumption—not a claim that 57% of every copper product used in the country was imported. Mining, refined metal imports, and scrap recovery are distinct parts of the supply picture.
Recycling contributes, but the scrap streams differ
USGS estimates that in 2025 the U.S. recovered 160,000 tons of copper from old, post-consumer scrap and 760,000 tons from new manufacturing scrap. The larger figure is manufacturing scrap returned from production, not discarded consumer goods. USGS says copper recovered from scrap contributed about 30% of U.S. copper supply overall.

This distinction matters when judging what more recycling could accomplish. Recovering manufacturing scrap keeps valuable material in circulation, while increasing post-consumer recovery depends on collecting and processing copper after products reach the end of their useful lives. The totals establish that scrap is a significant supply source; they do not show how much additional material is economically or technically available to recover.
Processing capacity and buyers shape recovery
Collecting scrap is only one link in the chain. USGS reports that brass and wire-rod mills accounted for approximately 80% of copper recovered from scrap. One new secondary copper plant became operational in 2025. These figures point to the importance of facilities and established industrial users that can turn scrap into usable material; collection alone does not guarantee that recovered copper can be processed or absorbed by domestic manufacturers.

What the copper tariffs cover—and how the rules changed
The tariff scope depends on the date and the product’s classification. The July 30, 2025 presidential proclamation established a 50% tariff on covered semi-finished copper products and intensive copper derivative products for entries from August 1, 2025. U.S. Customs and Border Protection’s July 31, 2025 filing guidance explained that importers had to declare and pay the duty on the copper content of covered goods.
The White House’s July 30, 2025 fact sheet said copper ores, concentrates, mattes, cathodes, anodes, and scrap were not subject to that original Section 232 copper tariff or reciprocal tariffs. That statement concerns the original 2025 measures; it should not be treated as a permanent exemption from later duties.

On April 2, 2026, a subsequent proclamation imposed additional duties of 10% to 50% on the full customs value of certain steel, aluminum, and copper articles and derivatives from all countries, effective April 6, 2026. CBP’s April 3, 2026 guidance describes exclusions, including a less-than-15%-by-weight threshold for certain listed derivatives outside HTS chapters 72, 73, 74, and 76. Coverage depends on the listed article, classification, and applicable exceptions; it is not a blanket duty on all copper. Importers need to check current HTSUS classifications and CBP guidance for the specific product.
Why tariffs are not a complete supply strategy
The administration presented the 2025 action as a national-security measure. The proclamation stated: “This action will adjust the imports of semi-finished copper products, intensive copper derivative products, and certain other copper derivatives and is necessary and appropriate to address the threat to impair the national security of the United States posed by imports of such articles.” It cited concerns about imports and global excess capacity threatening domestic production and supply needs. That is the administration’s rationale, not independent evidence that the measure increased U.S. supply or investment.

Tariffs can change the cost and sourcing incentives for covered imports, but the official supply figures and tariff documents do not quantify resulting changes in domestic mining, smelting, refining, fabrication, or recycling. Nor do they provide a matched comparison of how quickly tariffs and secondary processing add usable supply. The headline’s case for smarter recycling is therefore a policy argument grounded in the material contribution scrap already makes—not a proven finding that tariffs have no effect.

What domestic scrap policy can—and cannot—promise
The 2025 White House fact sheet also described planned domestic sales requirements: 25% of domestically produced high-quality copper scrap was to be sold domestically, and domestic sales requirements for copper input materials were planned to begin at 25% in 2027, rise to 30% in 2028, and reach 40% in 2029. These are stated policy plans, not evidence that the requirements have produced additional supply or lowered costs.

A sounder supply strategy treats recycling as one part of a broader system: collect usable copper, provide adequate secondary processing, and connect recovered material to manufacturers—while recognizing that mining and imports remain separate sources. The USGS estimates make the case that scrap recovery already matters. They do not establish that recycling can substitute for all imported copper, or that tariffs cannot play a supporting role.
