Tamil Nadu’s Post-Settlement GST Receipts Rise 17% in September 2026

Tamil Nadu’s post-settlement GST receipts rose 17% year on year in September 2026, even as gross collections fell about 5%. The figures measure different things.

Tamil Nadu’s post-settlement GST receipts were reported at ₹7,320 crore in September 2026, up 17% from ₹6,270 crore a year earlier. That does not mean gross collections in the state also rose: those were reported at ₹10,188 crore, about 5% lower year on year. The two figures measure different things.

What Tamil Nadu’s GST figures show

The Commercial Taxes Department figures, reported by The New Indian Express on October 3, 2026, show an increase in post-settlement receipts for both September and the April–September period.

The gross-collection comparison is reported as a year-on-year decline; the department note’s underlying month-by-month figures were not separately published in the coverage. The ₹38,119 crore cumulative comparator matches the Tamil Nadu figure in the Government of India GST portal’s September 2025 monthly data, Table 2.

What “post-settlement” means

Post-settlement GST is not another name for gross tax collected within Tamil Nadu. The GST portal defines the state measure as cumulative GST revenues plus the state’s SGST portion of IGST settled to it. IGST applies to inter-state supplies; the settlement process apportions the relevant share among states. The distinction is reflected in the GST portal’s September 2025 table and in DT NEXT’s October 3, 2026 account.

In practical terms, gross collections describe taxes collected in the state, while post-settlement receipts include the state’s apportioned share of inter-state IGST. They answer different accounting questions, so their year-on-year movements can diverge.

Why receipts could rise while gross collections fell

A higher post-settlement amount can coincide with lower gross collections because the post-settlement total also reflects IGST allocated to Tamil Nadu. The available figures do not show the monthly settlement breakdown, so they cannot establish how much of the difference came from settlement timing rather than changes in taxable activity.

The department’s reported explanation is that GST is consumption-based: revenue accrues to the state where goods and services are consumed, rather than necessarily where they were produced or where a transaction began. That describes the department’s framing of the system; the figures do not isolate consumption growth as the cause of the increase.

Officials also attributed the decline in gross collections to GST rate rationalisation implemented on September 22, 2025, including reductions from 28% to 18% for major sectors, according to DT NEXT. The report does not quantify the effect of those rate changes on the September 2026 comparison.

What the increase does—and does not—show

The reported 17% rise applies to Tamil Nadu’s post-settlement receipts for September, not to all GST collected in the state. The six-month figure was reported up 16%, but that alone does not establish the causes of the increase or provide a complete assessment of the state’s fiscal position.

The New Indian Express reports that the department called the cumulative growth the highest in recent years and said it reflected robust consumer activity. Those characterisations are the department’s; the available coverage provides neither a historical comparison series nor an independent consumption measure to verify them. The department was quoted as saying the post-settlement figures are “The figures that matter for Tamil Nadu’s fiscal health,” referring to what the state keeps after IGST is apportioned.
