Supreme Court Grants Interim Relief to Two Journalists Summoned Over Adani Report

The Supreme Court gave two OCCRP journalists temporary protection in a Gujarat Police inquiry linked to their reporting on Adani Group investors. The interim order was not a final ruling.

On November 3, 2023, the Supreme Court gave OCCRP journalists Ravi Nair and Anand Mangnale interim protection from coercive steps in a Gujarat Police inquiry connected to their reporting on Adani Group investors. Reports also said the journalists were directed to cooperate with the inquiry. The order was an interim procedural measure, not a final ruling on the case or the reporting.

What relief did the Supreme Court grant?

The Court sought a response from Gujarat Police and directed that no coercive steps be taken against Nair and Mangnale until the next hearing, according to contemporaneous news reports. The Economic Times attributed to the bench the direction: “Till next date of hearing, we direct that no coercive steps be taken against the petitioners, however, they should cooperate with the enquiry.” That wording is reported by the newspaper; it has not been independently verified against the text of the Supreme Court order.

The protection was limited to the period before the next hearing as described in those reports. It did not, by itself, quash the complaint, end the inquiry, or decide whether the journalists’ reporting was accurate or lawful.

Why had Gujarat Police summoned the journalists?

Scroll reported that Ahmedabad Crime Branch issued a summons to Ravi Nair on October 16, 2023, and to Anand Mangnale on October 25. The summons were connected to a preliminary inquiry following an investor’s complaint about an OCCRP article. The journalists challenged the summons in the Supreme Court.

SCC Blog’s November 2023 roundup described the matter as two criminal petitions challenging summons requiring the journalists to appear in person for questioning about the OCCRP article, “Documents Provide Fresh Insight Into Allegations of Stock Manipulation That Rocked India’s Powerful Adani Group.”

What was the Adani report about?

OCCRP said its August 31, 2023 investigation examined two investors who secretly invested in Adani Group and had close ties to the Adani family, raising questions about possible violations of Indian law. Scroll summarized the reporting as alleging that the two investors directed hundreds of millions of dollars into Adani Group through offshore funds despite their connections to the conglomerate’s promoters, and that the arrangement raised questions about Indian stock-market rules.

Those are descriptions of the journalists’ reporting and the questions it raised. They are not findings by the Supreme Court, nor proof of wrongdoing established by the police inquiry.

What the interim order did—and did not—decide

  • It provided temporary procedural protection: the reported direction against coercive steps applied until the next hearing.
  • It required cooperation: contemporaneous coverage said the journalists were also directed to cooperate with the inquiry.
  • It was not a merits decision: the reports describe an interim order, not a judgment resolving the complaint, the inquiry, or the merits of the reporting.

What is known about the case’s later status?

The available reports do not establish the final disposition of the specific petitions or whether any protection remains operative today. The November 2023 direction should therefore not be read as confirmation that the journalists are still protected from coercive steps.
