Indonesia’s Finance Minister Suahasil Nazara has directed the Directorate General of Taxes (DGT) to process eligible tax refunds as quickly as possible, particularly for labour-intensive businesses and small and medium-sized enterprises (SMEs) that need cash for operations. DGT says it continues to review claims; the instruction does not announce a new legal deadline, guarantee immediate payment, or exempt priority groups from review or audit.
What Suahasil asked DGT to do
At a State Budget (APBN) press conference on 9 October 2026, Suahasil said a tax refund is a taxpayer’s right and instructed DGT to expedite processing for businesses that genuinely need cash flow. He highlighted labour-intensive industries and SMEs, saying the government would ease refund management and that DGT had begun implementing that approach.

The stated aim is faster handling of eligible claims so that payment can be made. The announcement does not establish that every claim will be accelerated or approved, nor does it provide a detailed eligibility test for priority treatment.

Review remains part of the refund process
DGT Director General Bimo Wijayanto said submitted claims are reviewed to ensure overpayments are paid to eligible taxpayers under applicable requirements. He also identified labour-intensive industries and export-oriented SMEs as priorities. Read together, the public statements describe an effort to ease and speed up processing while retaining claim review—not a waiver of review or audit.

The reports do not specify a new statutory processing deadline or explain the appeal route for each tax category. A ministerial direction to expedite processing should therefore not be read as a promise of payment by a particular date.
Refund totals reported through 30 September
DDTCNews reported that DGT disbursed IDR198.71 trillion in tax refunds through 30 September 2026. The report gave these components:

For comparison, DDTCNews reported IDR320.91 trillion in refunds through 30 September 2025. The two reported totals indicate a lower aggregate amount in 2026 through the same date, but they do not explain why the total changed or establish that a particular taxpayer’s refund was withheld. The reports give slightly different year-on-year percentage declines, so the totals are the clearer comparison.
What the reported wait times mean for businesses
Apindo chair Shinta W. Kamdani said prompt refunds matter to companies’ cash flow, including their ability to fund working capital, pay suppliers and payroll, and expand. DDTCNews reported that an Apindo survey conducted in July 2026 found businesses commonly waited 6–12 months for refunds, with some waiting more than a year. That is a survey result reported by DDTCNews, not a published statutory timeframe or a measure of every claimant’s experience.

- Attractive metallic design

A delayed refund can tie up money a business could otherwise use in its operations. But aggregate disbursement figures and a survey’s reported wait times cannot determine whether an individual claim is eligible, where it stands in review, or what is causing a delay.

What a taxpayer can and cannot infer
- Priority is a stated policy direction: Suahasil singled out labour-intensive businesses and SMEs needing cash flow; Bimo also mentioned export-oriented SMEs.
- Priority is not automatic approval: DGT says claims are reviewed against applicable requirements.
- No individual timeline is promised: the announcement sets no new statutory deadline and does not guarantee payment by a specific date.
- National totals do not settle an individual claim: a lower year-on-year aggregate does not, by itself, show that a claim was improperly delayed or denied.
