The Strategic Petroleum Reserve (SPR) stores crude oil to help address petroleum supply disruptions; the National Defense Stockpile (NDS) holds strategic and critical materials to reduce supply risks for defense and essential civilian industries during a national emergency. They serve different purposes, are managed under separate authorities and cannot be measured on the same scale.
What each reserve holds and why

DOE describes the SPR as a federally managed network of four sites along the coasts of Texas and Louisiana (DOE SPR Quick Facts). The NDS is not an oil reserve: it is a materials stockpile intended to address vulnerabilities that could affect defense needs and essential civilian production.
Who controls releases, and how quickly can supplies be used?
Strategic Petroleum Reserve
DOE says oil deliveries can enter the market within 13 days after a presidential decision. That is a stated delivery timeline, not a promise that all stored oil would reach buyers at once. DOE also reports a nominal maximum drawdown capability of 4.4 million barrels per day; actual deliveries depend on the circumstances and the oil released. Sales are conducted competitively under applicable EPCA conditions, while limited exchanges are another authorized mechanism (DOE Strategic Petroleum Reserve; DOE SPR FAQs; DOE SPR Quick Facts).
National Defense Stockpile
DoD maintains the NDS under its separate statutory authority. The 2021 review does not establish a current, directly comparable release-rate figure for the stockpile, so it should not be assigned an equivalent number of days or barrels of response capacity.

How large are the stockpiles?
SPR figures reported by DOE
- 294.1 million barrels: DOE’s total SPR inventory at the sites as of August 20, 2026.
- 714 million barrels: DOE’s reported authorized storage capacity.
- 4.4 million barrels per day: DOE’s nominal maximum drawdown capability, not a guaranteed daily delivery to market.

NDS figures are historical, not a current inventory statement
A 2021 U.S. Commerce Department interagency review reported 55 materials valued at approximately $1 billion. Because that figure comes from the 2021 review, it should not be presented as today’s NDS inventory or valuation. It also cannot be directly compared with SPR barrels: one is a count and historical value of unlike materials, the other is a volume of crude oil. The review states, “Of note, the NDS is a strategic stockpile, not an economic stockpile” (100-Day Supply Chain Review Report).

Why the 125-day and 90-day figures are not interchangeable
DOE’s approximately 125 days of crude-oil net-import protection is calculated from the SPR inventory and crude-oil net imports at year-end 2025. Separately, DOE’s FY2026 budget material describes the International Energy Agency (IEA) member commitment as 90 days of net petroleum import protection through government-owned and/or commercial stocks. The 90-day measure can include commercial stocks; it is not a second description of the SPR alone. The figures use different stock bases and should not be treated as competing estimates of how long the SPR itself would last (DOE SPR Quick Facts; DOE FY 2026 Volume 3 — Strategic Petroleum Reserves).
