Western Australia’s Outer Metro Development Assessment Panel approved a reported $25 million upgrade to the existing Harvey Norman bulky-goods showroom in Joondalup on 21 August 2024. The approved plans add 3,003.27 square metres of showroom space and specify a screened multideck carpark with 186 car spaces, 13 motorbike spaces and 24 bicycle spaces. The decision records the approved scope; it does not establish whether construction has started or the project is complete as of 8 October 2026.
What the panel approved
The City of Joondalup’s 2024 Development Assessment Panel agenda describes an addition of 3,003.27 square metres, which would bring the showroom’s total floor area to 10,052.34 square metres. The plans also include landscaping, building upgrades and photovoltaic panels. The agenda is the source for these detailed scope figures: City of Joondalup DAP agenda, 21 August 2024.

Why the parking figure changed
A June 2024 report described a proposal with 143 parking bays. That was an earlier proposal figure, not the approved count. The City’s August agenda specifies 186 car spaces, and PerthNow’s report after the decision likewise describes the approved plan. The two figures refer to different stages of the proposal, rather than conflicting counts for the same approved design: PerthNow’s 21 August 2024 report.
Approval conditions and the design rationale
PerthNow reported that a condition requires “high quality” artwork on the perforated steel facade, with the City of Joondalup to approve it before installation. The application documents described the showroom extension and carpark as meeting Harvey Norman’s functional needs while improving the site’s appearance from the public realm; that was the applicant’s rationale, not an independent assessment.

DAP deputy presiding member Neema Preji said, as quoted by PerthNow: “The applicant has listened to the design review panel and has done extensive work. The studies show good parking and there’s no traffic problems or issues.” This was her characterization of the proposal and its studies.
What is known about the project cost and jobs
PerthNow reported the project cost as $25 million. That is the reported cost, not an independently verified final expenditure. The same report quoted Harvey Norman construction manager Brendan Cook forecasting 15 to 25 additional jobs. This is a projection, not a confirmed number of jobs created: PerthNow’s June 2024 report.

Earlier approval and planning process
PerthNow reported that the Joondalup store was built in 1998 and that a similar proposal approved in 2015 was not acted on before that approval lapsed. The 2024 decision was made by the Outer Metro Development Assessment Panel. The City of Joondalup says it assesses DAP applications and forwards a report to the panel for determination; it describes DAP eligibility for proposals estimated at $2 million or more. The cited decision and planning documents establish what was approved in August 2024, but do not confirm whether construction began or the upgrade was completed by 8 October 2026. Approval should not be taken as evidence that the showroom expansion or carpark is now in place.
