What the $400 million figure meant
The $400 million figure was a projected amount in the State Department’s FY2025 procurement forecast, not a record of money spent or a contract awarded. A forecast signals an anticipated contracting opportunity; it does not establish that the government issued a solicitation, selected a vendor, or obligated funds. TIME and the Associated Press reported the forecast amount and its status.
How the forecast wording changed
TIME reported that a December 2024 version of the FY2025 forecast listed “Armored Tesla.” A revised version, modified on the evening of February 12, 2025, used “Armored Electric Vehicles.” TIME also reported that the two entries carried different NAICS codes, the industry classification codes used in federal contracting.
The wording and classification changed; the available reporting does not establish why. The revised generic label does not prove that Tesla was excluded as a possible bidder, nor does it show that another manufacturer was selected.

What the department said about an award
On February 13, 2025, the Associated Press reported that the State Department said it had awarded no contract to Tesla or any other manufacturer for the armored electric vehicles. AP also reported that the plan was on hold and that the department had no plans to issue a solicitation at that time. Those statements describe the reported status in February 2025; they do not confirm the proposal’s status as of October 2026.

How armored-vehicle procurement is governed
The State Department’s Foreign Affairs Manual describes a formal armored-vehicle program. Under the current guidance, the designated armored vehicle office must approve vehicle makes and models before the department procures base vehicles. The manual also assigns responsibilities for budgeting, repair and replacement arrangements, transfers, and inspections. An archived Diplomatic Security Service description says the service designs, procures, and tests armored vehicles for the State Department and other federal agencies, and describes prior use of third-party armoring contractors. The sources establish a forecast entry, a reported wording and NAICS-code change, and the department’s reported no-award, on-hold position in February 2025. A separate SAM.gov listing concerned engineering, research, testing, and evaluation support for armored vehicle systems.
