Starbase is a real, incorporated Texas city—but it is not a city owned by Elon Musk. Residents approved incorporation on May 3, 2025, and Cameron County certified the result later that month. The small municipality grew out of the Boca Chica area near Brownsville, beside SpaceX’s launch and manufacturing complex. Its government is public, but its population, leadership and local economy are unusually closely tied to one company.
What is Starbase—and what became a city?
“Starbase” can refer to three related but distinct things: SpaceX’s industrial launch site, the residential community once known as Boca Chica Village or Kopernik Shores, and the incorporated municipality created in 2025. The city was formed from an existing South Texas community, not built from scratch on empty land.

The incorporation petition described a proposed Type C general-law municipality of about 1.45 square miles, outside another city’s extraterritorial jurisdiction. It stated that the area had more than 201 but fewer than 4,999 inhabitants. Those figures describe the petition’s legal basis, not a current census count. The municipality’s boundaries should not be confused with SpaceX’s broader operating footprint or assumed to include every nearby facility and public coastal area. The city publishes official materials and notices at starbase.texas.gov; the boundary description and petition are in Cameron County’s incorporation petition.
Starbase is in Cameron County in South Texas, near Brownsville, the Gulf Coast and the mouth of the Rio Grande. “Near the U.S.–Mexico border” is a fair regional description; it is not a border crossing, and the launch site should not be described as sitting on an international boundary fence.

When did Starbase become a city?
- December 12, 2024: Cameron County received a petition seeking an incorporation election, according to the county’s December 2024 press release.
- February 2025: County authorities advanced the question toward an election, with the proposed municipality described in the petition.
- May 3, 2025: Residents voted 212–6 in favor of incorporation, according to the Associated Press report of Cameron County’s election results.
- May 2025: Cameron County certified the result, making Starbase official. Texas Public Radio reported the certification.
The city’s official website now lists municipal notices and procedures, including permits, inspections, budget materials and proposed land-use rules. The Texas Register also contains state-level references to the 2025 vote and subsequent municipal actions.
Who governs Starbase?
Starbase uses a commission form of government. Its official commission and staff page identifies Bobby Peden as mayor and Jordan Buss as a commissioner. The city identifies Peden as a SpaceX vice president of Texas Test and Launch and describes him as a longtime SpaceX executive. The page is the best current source for the full roster and officials’ biographies, which can change.
That overlap is central to the city’s unusual position: the company that drives local development is also closely connected to municipal leadership. It raises practical questions about how the city handles permits, infrastructure, public safety, access and land-use rules when SpaceX is a major stakeholder. The connection alone does not establish that a particular decision is improper; residents and readers can assess municipal actions through the city’s public notices and records processes.

Why incorporate?
The petition and public city materials point to a practical purpose: establishing local government for a growing industrial and residential area. A municipality can administer local permitting, inspections, public works, budgeting and land-use processes, rather than relying entirely on county-level administration. It also gives residents a formal civic structure as development around the launch complex continues.
Incorporation does not prove that the purpose was to evade regulation, and it does not guarantee faster rocket approvals. Critics may worry that a government closely linked to the area’s dominant employer will favor development or be less independent. That is a concern about governance and incentives, not a demonstrated explanation for why incorporation occurred.
How did Boca Chica become a SpaceX-centered community?
SpaceX’s nearby Starbase complex supports rocket development, manufacturing, testing and launch operations. The company’s expansion transformed the context of the older coastal settlement: employee housing and a growing workforce now sit alongside industrial and launch infrastructure.

The city says the first families moved into company-associated housing in early 2022 and that Starbase now has more than 500 full-time residents, including employees, families and children. That is a city-reported figure, not an independently audited population estimate. It suggests a small municipality, not a conventional large town.

What powers does the city have—and what remains outside its control?
Starbase’s public materials show a municipality handling ordinary local-government functions, including building permits, residential and commercial inspection checklists, public notices, budgets and proposed zoning and subdivision rules. The city also posts information about public works, environmental planning, open-records requests and potential annexation or enterprise-zone proceedings.

Incorporation does not make Starbase an all-purpose regulator. Local municipal authority sits alongside county, state and federal responsibilities. The city cannot, simply by being a city, take over federal launch licensing or override state coastal requirements, federal environmental review or other agencies’ authority. Municipal permitting and launch approval are different processes.
What does incorporation mean for roads and Boca Chica Beach?
SpaceX launches, tests and equipment movements can require temporary closures or delays affecting Highway 4 and access to Boca Chica Beach and Boca Chica State Park. The beach remains a public recreational area, but public access can be interrupted by operations. AP reported that county officials had questioned whether authority over beach closures should shift to the new municipality; that question illustrates why city boundaries and control of surrounding public access should not be treated as the same thing.
The city’s website has listed Boca Chica Beach as open while also publishing road-delay and event-specific access information. Conditions can change. Before driving out, check the latest official Starbase notices; “open” does not guarantee uninterrupted access during launch activity. Nor does incorporation mean the beach is permanently closed.

What are the environmental and community stakes?
Rocket activity can bring noise, traffic, debris risks and habitat disturbance, while coastal recreation and wildlife protection remain important to the area. The city highlights sea-turtle rescue, beach cleanup, dune-protection planning and work with Cameron County on its community page and commission updates. Those stated priorities are relevant, but they do not demonstrate that environmental conflicts have been resolved.
Key questions include how launch activity affects dunes, wetlands, sea turtles and other wildlife; how closures affect residents and visitors; and how responsibilities are divided among city, county, state and federal authorities. The municipality may shape local development and services, but it does not replace the other levels of oversight. The city’s public notices and commission materials provide a way to follow local decisions as they develop.
Is Starbase a normal city or a company town?
Legally, Starbase is a public Texas municipality, not a SpaceX subsidiary. It has a city commission, public notices, budgets, permit procedures and open-records processes. Its residents are not necessarily all SpaceX employees, and municipal incorporation does not make the city private property.

In practical terms, it has many company-town characteristics: it was incorporated around SpaceX’s industrial complex, the company is a major source of local jobs and population growth, and the mayor is a SpaceX executive. The city itself says employees and their families make up much of the community. A Space.com report has also described SpaceX-related housing growth and nearby property disputes. The comparison captures the concentration of influence; it does not establish corporate ownership of the municipality or prove that every city decision serves the company.
What could Starbase become?
Its future is not settled. It could remain a very small, company-centered municipality; grow into a larger aerospace-industrial community; or develop a broader mix of residents and businesses. Spaceflight-related tourism and regional economic benefits are also possibilities, not guaranteed outcomes. The choices city officials make about services, land use and access—and the way state and federal rules are applied—will shape whether growth is balanced with public access and coastal protection.
The key question is not whether Musk personally owns a city. Starbase is legally real, but still tiny, and its public government operates in a community whose jobs, housing, development and political identity are deeply intertwined with SpaceX.
