Stablecoins vs. Money Market Funds: Liquidity, Risks, and Access

Stablecoins may transfer around the clock, but dollar redemption depends on issuer access or market liquidity. MMFs and tokenized MMFs follow fund-specific portfolio, eligibility, and redemption terms.

A stablecoin can move quickly without being immediately redeemable for dollars; a money market fund (MMF) share can earn income without being a bank deposit or guaranteed cash. The key difference is what you own and how you turn it into dollars: a stablecoin is a payment token whose dollar exit depends on issuer redemption or a market sale, while an MMF share is an interest in a portfolio whose redemptions follow fund and intermediary rules. A tokenized MMF share adds blockchain transfer mechanics; it does not remove the fund’s terms.

What you own—and where any return comes from

Underlying fund returns pass through according to the fund’s terms.
Transfer mechanism Peer-to-peer blockchain transfer, potentially available around the clock. Transactions through fund and intermediary processes. Token transfer may be fast, but is subject to the token contract and fund rules.
Dollar exit Direct issuer redemption, if available to the holder, or sale through a secondary market. Redemption under the fund’s and intermediary’s procedures. Redemption under the fund prospectus and token or protocol arrangements; Treasury’s 2025 presentation describes authorized intermediaries and fixed timeframes, but individual terms vary.

In short, a stablecoin is designed to function as a transferable digital dollar, while an MMF is an investment in a portfolio. “Tokenized” changes how a fund share is represented and may be transferred; it does not turn the share into a stablecoin or give every token holder unrestricted access to the fund.

Liquidity means more than transfer speed

Stablecoins: moving the token versus redeeming it

A blockchain can process token transfers at any hour, but that does not mean the holder can cash out at par at any hour. The dollar exit depends on whether the holder is eligible to redeem with the issuer, the issuer’s operating schedule and procedures, and the availability and depth of a secondary market. A market sale can be available when direct redemption is not, but its price may differ from one dollar.

The Federal Reserve’s September 2026 note says the GENIUS Act requires redemption in U.S. dollars but does not itself set a conversion speed. The note describes an OCC proposal that contemplated redemption within two business days, with a possible extension to seven calendar days if redemptions exceeded 10% of an issuer’s outstanding amount in a 24-hour period. Those are proposed-rule details as reported in that note, not a universal or guaranteed live redemption promise. Check the issuer’s current terms rather than treating a transfer confirmation as proof that dollars will arrive immediately.

MMFs: share transactions versus cash availability

An MMF investor’s exit follows the fund’s prospectus and the intermediary’s procedures, including applicable cutoffs and processing arrangements. A share sale or transfer is not necessarily the same event as completed redemption into a bank account. For a tokenized MMF, Treasury’s Q2 2025 advisory presentation says the prospectus and protocol govern the process and describes redemption commonly taking place through an authorized broker-dealer or asset manager at net asset value (NAV) within a fixed timeframe. That presentation is structural context, not a current offer sheet; a specific fund’s prospectus and service terms control.

The practical comparison is therefore not simply “blockchain now” versus “fund later.” Ask when you can initiate an exit, who must accept and process it, what steps intervene, and when spendable dollars are actually available. A Federal Reserve staff working paper recommends examining liquidity transformation alongside threshold effects, money-like use, contagion, and reactive investors; those are useful ways to think about stress, not a claim that every token or fund behaves identically.

What can go wrong—and what protections do not mean

Stablecoin risks

  • Reserve and issuer risk: the token’s ability to hold its peg and meet redemptions depends in part on reserve quality, liquidity, custody, and issuer operations. The Federal Reserve’s May 2026 Financial Stability Report says reserves typically include Treasury bills and other short-term instruments, while some stablecoins also include loans and other digital assets; an issuer’s current disclosures are needed to understand its particular reserve mix.
  • Redemption and market risk: direct redemption may not be available to every holder, and a secondary-market sale can trade below the reference value, especially when sellers outnumber buyers.
  • Technology and access risk: custody failures, network outages, transfer errors, or smart-contract problems can interrupt access or cause losses, even if the reserve assets themselves are sound.
  • No bank-deposit equivalence: stablecoins are not insured bank deposits, and issuers do not have direct access to central-bank liquidity. In his October 16, 2025 speech, Federal Reserve Governor Michael S. Barr said, “Because stablecoins are not backed by deposit insurance and stablecoin issuers do not have access to central bank liquidity, the quality and liquidity of their reserve assets is critical to their long-run viability.”

MMF risks

  • Portfolio and liquidity risk: fund assets can face credit, market, or liquidity stress. If many investors seek cash at once, the fund and its holdings may face pressure; “money market” does not mean risk-free or instant access under every condition.
  • Yield changes: returns reflect the fund’s underlying short-term assets and can change as those assets mature or market rates move.
  • Operational terms: fund cutoffs, intermediary processing, eligibility, and redemption arrangements affect when an investor can use the proceeds.

For U.S. registered MMFs, SEC Rule 2a-7 is the primary regulation described in the Federal Reserve’s September 2026 note. It requires high portfolio quality, liquidity, and diversification; limits investments to short-term high-quality debt; and requires daily and weekly liquid assets. These safeguards mitigate some risks but do not make an MMF share a bank deposit or eliminate run and market-liquidity dynamics. A tokenized MMF adds token, protocol, custody, and secondary-market dependencies on top of the risks of the underlying fund.

What U.S. rules establish—and what remains product-specific

The GENIUS Act was signed on June 18, 2025. The St. Louis Fed’s summary says it generally takes effect 18 months after enactment or 120 days after final implementing regulations, whichever comes first. Its framework includes reserve requirements, redemption procedures and fees, and monthly reserve-composition disclosures. Enumerated reserve categories include U.S. currency, deposits at insured depository institutions, short-dated Treasury securities, and certain other liquid federal government instruments, including government MMFs. The law’s framework is not a substitute for checking a particular issuer’s terms, disclosures, and applicable rules.

The St. Louis Fed summary says a state-approved issuer that crosses $10 billion in issuance must transition to the federal regulatory framework within one year, and issuers at or above $50 billion in total issuance must prepare annual audited financial statements. These are statutory thresholds as summarized by that source, not evidence that any particular issuer has met a threshold or that an individual holder has a direct redemption right.

Regulatory descriptions also have boundaries. The SEC Division of Corporation Finance’s April 4, 2025 staff statement concluded that a defined category of “Covered Stablecoins,” with specified reserve, redemption, and use characteristics, was not a security under the analysis presented. It was not a blanket determination for every asset marketed as a stablecoin. Barr’s October 2025 remarks likewise emphasized that reserve restrictions, supervision, capital and liquidity requirements could improve stability, while practical outcomes depend on implementation; even some enumerated reserve assets, including uninsured deposits, can be exposed to stress.

Access checks before choosing either product

If you are considering a stablecoin

  • Identify the issuer, its jurisdiction, and the exact token; do not assume all products called stablecoins follow the same framework.
  • Read the latest reserve breakdown and attestations, and confirm who can redeem directly, any minimums or fees, redemption hours, and expected timing.
  • Check the secondary-market venue and spread, supported blockchain networks, custody arrangements, and what happens if the platform or network is unavailable.

If you are considering an MMF or tokenized MMF

  • Read the official prospectus; identify the fund category, portfolio, current yield date, fees, liquidity provisions, cutoff times, and redemption process.
  • Confirm intermediary requirements, minimum investment, investor eligibility, transfer restrictions, and whether redemption is supported through the platform you intend to use.
  • For a tokenized share, also check the token contract, custody and protocol dependencies, and which authorized broker-dealer or asset manager, if any, can process redemption.

Treasury’s Q2 2025 presentation names Franklin Templeton’s BENJI and BlackRock’s BUIDL as examples of tokenized MMFs. That does not establish their current retail eligibility, availability in a reader’s location, or access through any particular platform.

Which is a better fit?

  • For moving digital dollars or settling crypto transactions, a payment stablecoin may fit the task if the relevant network and counterparties support it and you understand the route back to dollars.
  • For earning portfolio returns on cash intended for investment, an MMF is the more direct category to examine; returns come from fund assets, and access follows fund and intermediary rules.
  • For on-chain exposure to an MMF, a tokenized share combines fund economics with blockchain transfer possibilities, but also brings fund eligibility and redemption limits plus token and custody dependencies.

Scale does not settle the choice. The Federal Reserve’s May 2026 Financial Stability Report reported that stablecoin assets grew 16% from July 2025 to the end of 2025 and stood at $320 billion when the report was published, with concentration among the two largest issuers. Those are dated report figures, not a live October 2026 market-cap quote or an assessment of any individual token.
