The Social Security Administration (SSA) awarded Carahsoft Technology Corp. a blanket purchase agreement (BPA) with a reported ceiling of $29.6 million on September 30, 2026. The agreement covers identity verification, document authentication, biometric verification, and fraud and risk detection. That ceiling is not the amount already spent: about $5.2 million was reported obligated, including a $5.15 million initial call.
What the SSA-Carahsoft agreement covers
The award is identified as number 28321326A00040016. Federal procurement aggregator Federal Compass lists SSA as the awarding agency and Carahsoft Technology Corp. as the awardee, and records the agreement as a BPA with a $29.6 million ceiling and about $5.2 million obligated. Biometric Update reports that the services are for identity verification, document authentication, biometric verification, and fraud and risk detection.
A BPA establishes a framework under which an agency can place orders; its ceiling is a maximum agreement value, not proof that the agency has spent that amount. Biometric Update reports an initial $5.15 million call, with the initial order running through September 29, 2027. It also reports that the procurement received four offers and used simplified acquisition procedures.

Does this change how people sign in to my Social Security?
Biometric Update describes Login.gov and ID.me as the two sign-in and identity-verification options for personal my Social Security accounts after SSA removed its legacy Social Security username-and-password option in June 2025. The report does not say the Carahsoft BPA replaces either service or changes the sign-in options available to account holders.

The report describes ID.me’s proofing process as requiring users to upload a government-issued identity document and submit a selfie that is compared with the document photo. Separately, it says SSA reported earlier in 2026 that more than 100 million people had established personal my Social Security accounts; that account figure is attributed to SSA as reported by Biometric Update.

The available award reporting does not identify the underlying technology supplier or product, specify which biometric modality will be used, or explain how the services would connect to SSA’s existing identity systems. It also does not establish whether later orders under the BPA will support the same system or other SSA services. The agreement’s broad scope alone is not evidence of a particular vendor, deployment, or fraud-reduction result.
