Short version: SpaceX has filed an application asking the Federal Communications Commission (FCC) for authority to operate a proposed constellation of up to one million satellites called the SpaceX Orbital Data Center System. The FCC accepted the application for filing and opened a public-comment process, but it has not approved a one-million-satellite deployment.

The filing describes solar-powered satellites intended to host or process artificial-intelligence workloads in orbit. SpaceX proposes operating them between 500 and 2,000 kilometers above Earth, connected primarily through optical inter-satellite links. The application does not establish a launch schedule, satellite production plan, cost estimate, commercial service, or final spacecraft design.

What SpaceX actually asked for

Space Exploration Holdings, LLC, SpaceX’s FCC-facing entity, submitted the application on January 30, 2026. The FCC Space Bureau accepted it for filing on February 4 under ICFS File No. SAT-LOA-20260108-00016, call sign S00798.

The request concerns a new non-geostationary satellite system, not simply an expansion of Starlink. SpaceX calls it the SpaceX Orbital Data Center System and seeks authority for as many as one million satellites.

Status: FCC application accepted for filing; not final authorization.
Requested scale: Up to 1,000,000 satellites.
Proposed altitude: 500–2,000 kilometers.
Primary network: Optical inter-satellite links.
Verified deployment schedule: None in the reviewed materials.
Disclosed price or cost estimate: None.

The distinction matters. “Up to one million” is a requested system ceiling, not proof that SpaceX will build or launch that many spacecraft. An FCC filing can be modified, reduced, delayed, rejected, or authorized in phases.

The FCC’s Public Notice DA 26-113 invited comments and petitions by March 6, 2026, responses by March 16, and replies by March 23. Acceptance for filing means the proposal entered regulatory review; it does not mean the FCC found the system technically, environmentally, or legally acceptable.

What the proposed satellites would do

SpaceX describes the system as orbital data centers designed to provide computing capacity for AI workloads. The company says placing computing infrastructure in space could provide access to solar energy while reducing some terrestrial constraints, including land use and water consumption.

Those are claims about the proposed concept, not established performance results. Solar availability does not by itself demonstrate that a satellite can deliver cheaper or more reliable AI computing than a ground-based data center. The system would still need to convert sunlight into usable electrical power, operate through eclipses and degradation, run processors and memory, reject waste heat, move data, and replace aging hardware.

The filing uses broad language about space-based computing eventually helping civilization harness the Sun’s energy. That is SpaceX’s long-term vision, not an FCC finding or an engineering demonstration.

How the orbital network is supposed to work

The FCC notice identifies high-bandwidth optical inter-satellite links as the proposed system’s main communications method. Laser links could connect satellites within the new constellation and may also connect the orbital data-center satellites with first- and second-generation Starlink spacecraft.

That suggests a possible architecture in which satellites perform computing in orbit and use optical links, Starlink, and ground infrastructure to exchange data with users. However, the filing does not establish the final network topology, capacity, latency, routing design, or commercial service model.

The application also identifies Ka-band frequencies for telemetry, tracking, and command:

  • 18.3–19.3 GHz: space-to-Earth.
  • 28.6–29.1 GHz: Earth-to-space.

Laser links can provide substantial capacity, but they require precise pointing, acquisition, tracking, resilient routing, and reliable operation across moving satellites. They do not eliminate the need for ground stations, command links, spectrum coordination, cybersecurity, and connections to terrestrial data sources.

Where the satellites would orbit

SpaceX proposes a system spanning:

  • Altitudes from 500 to 2,000 kilometers.
  • 30-degree orbital inclinations.
  • Sun-synchronous inclinations.
  • Orbital shells as wide as 50 kilometers.

This broad range is important because conditions vary significantly by altitude. Satellites at 500 kilometers experience different atmospheric drag, orbital lifetimes, radiation exposure, debris risks, and latency than satellites at 2,000 kilometers.

The range also suggests that the system may require multiple satellite variants or configurations rather than one identical spacecraft design deployed everywhere. Amazon argued in an FCC petition that the application lacked important details, including a final satellite design and a precise operating altitude within the proposed range.

Why one million satellites would be difficult

Manufacturing and launch scale

A million-spacecraft system would require an unprecedented combination of satellite manufacturing, testing, launch, orbital insertion, software operations, collision avoidance, replacement, and disposal. The reviewed materials do not provide a deployment timetable, total cost, or demonstrated production plan.

Even if SpaceX ultimately received authority for the full ceiling, authorization would not require the company to deploy the entire number. It could instead seek a phased or substantially smaller buildout.

Power is not the same as usable compute

Spacecraft solar arrays can generate electricity, but usable computing capacity depends on more than sunlight. Power must be allocated among processors, memory, storage, optical terminals, communications, attitude control, thermal systems, and other spacecraft functions.

Heat still has to leave the spacecraft

Space does not provide air for ordinary convective cooling. Electronics would have to reject waste heat through radiators that emit thermal energy into space. Radiator size, mass, orientation, degradation, and exposure to the orbital environment could materially affect each satellite’s economics.

A solar-powered spacecraft can therefore face a thermal constraint even when its energy supply is plentiful.

Radiation and reliability

The proposed upper altitude of 2,000 kilometers creates a different radiation environment from lower-altitude communications satellites. The application does not disclose the final radiation-hardening approach, processor design, replacement cycle, or failure-management plan.

A distributed orbital computer would need to tolerate failures in processors, memory, solar arrays, laser terminals, communications systems, and attitude-control hardware. It would also need secure software updates and protection against command-link compromise.

AI workloads need data movement

Large AI training workloads typically require tightly coupled clusters and very high-throughput movement of data among processors. Putting processors in orbit does not remove the need to get training data into the system or results back to users.

Inference, edge processing, and specialized workloads may prove more compatible with orbital computing than frontier-model training, but that is an analytical possibility—not a disclosed SpaceX product plan.

Environmental, debris, and astronomy questions

“Solar-powered” should not be treated as synonymous with “environmentally harmless.” SpaceX points to direct solar-energy access and the possibility of reducing some terrestrial land and water requirements. The full environmental balance sheet would also include:

  • Manufacturing up to potentially one million spacecraft.
  • Rocket production, propellant use, and launch emissions.
  • Orbital congestion and collision avoidance.
  • Satellite disposal and atmospheric reentry.
  • Radio-frequency interference.
  • Brightness and streaking that affect optical astronomy.
  • Longer-lived debris risks for failed satellites at higher altitudes.
  • Atmospheric effects from large-scale spacecraft reentry.

The FCC notice establishes the proposed orbital architecture but does not resolve these environmental questions. Astronomers have warned that a constellation of this scale could create more severe sky-brightness and streaking problems than current satellite networks. Those are potential impacts and expert concerns, not adjudicated findings that the system would damage astronomy.

How this differs from Starlink

System Primary purpose Relationship
Starlink Satellite communications and broadband connectivity Could provide connectivity or relay links for the proposed system
Orbital Data Center System Distributed in-orbit computing for AI-oriented workloads Proposed new constellation, not an existing Starlink authorization

SpaceX says the new satellites could connect optically with Starlink satellites. But Starlink authorization history should not be confused with approval for the new one-million-satellite system.

The FCC had separately authorized SpaceX to deploy an additional 7,500 Gen2 Starlink satellites while deferring action on another 14,988 proposed satellites. That separate decision provides regulatory scale but does not authorize the orbital data-center constellation. See the FCC’s DA 26-36 material for that Starlink context.

What the FCC can and cannot approve

The FCC’s review concerns authority to operate satellite and radio facilities. It is only one part of the regulatory picture. A large deployment could also involve:

  • Launch licensing and launch-site approvals through other federal processes.
  • Orbital-debris and disposal requirements.
  • Environmental review and mitigation.
  • Astronomy and radio-interference concerns.
  • National-security and international coordination issues.
  • Requests for waivers from FCC information or non-geostationary-orbit processing rules.

The FCC’s public-comment process gives competitors, agencies, scientists, and other interested parties an opportunity to challenge or support the request. It does not guarantee that the application will be granted in its current form.

The business case: promise versus proof

Terrestrial data centers already have access to established power grids, fiber networks, maintenance crews, replacement parts, and high-capacity cooling systems. Their disadvantages can include land requirements, electricity demand, water use, permitting constraints, and local grid limitations.

Orbital data centers could potentially gain from sunlight and avoid some land and freshwater requirements. Their disadvantages include launch costs, radiation protection, thermal management, communications complexity, limited physical access, hardware replacement, and the cost of moving data between orbit and Earth.

The commercial question is not whether sunlight is available. It is whether the value of the computing service exceeds the cost and risk of building, launching, operating, networking, securing, and replacing the spacecraft.

At present, the filing does not disclose the information needed to answer that question, including satellite mass, power budget, processor selection, compute performance, capital cost, launch cadence, replacement schedule, customer model, or pricing.

What happens next

The key milestones currently established by the reviewed materials are:

  1. SpaceX filed its FCC application on January 30, 2026.
  2. The FCC accepted it for filing on February 4, 2026.
  3. The FCC solicited public comments and opposition.
  4. Comments were due March 6, responses March 16, and replies March 23, 2026.

The reviewed sources do not establish a final FCC authorization after that comment schedule. Possible outcomes include authorization of a smaller or phased system, requests for additional information, rule waivers with conditions, significant changes to the proposal, or denial.

What remains unknown

  • Final satellite size, mass, and design.
  • Processor, accelerator, memory, and storage choices.
  • Power available for computing after spacecraft overhead.
  • Radiator and thermal-control design.
  • Compute capacity and performance per satellite.
  • Total system cost and cost per unit of compute.
  • Launch cadence and deployment timetable.
  • Replacement and servicing strategy.
  • Disposal method, especially for higher-altitude satellites.
  • Customer, pricing, and service model.
  • Final FCC authorization and any conditions attached to it.

Bottom line for readers

SpaceX has made a consequential regulatory filing and a major strategic statement about orbital AI infrastructure. But the headline should not be read as evidence that the company has permission, funding, hardware, or a schedule to launch one million data-center satellites.

The verified position is narrower: SpaceX asked the FCC for authority to operate up to one million satellites, and the FCC accepted the application for public comment. Whether the concept can become a manufacturable, economically competitive, environmentally acceptable, and legally authorized system remains unresolved.
