SOP stands for standard operating procedure: written instructions for carrying out a routine or recurring task in a consistent, documented way. An SOP can cover technical work, such as using equipment, or administrative work, such as handling a recurring process. Its format and level of detail should suit the organization and the people doing the task.
What does SOP mean?
A standard operating procedure records how an organization carries out a routine or repetitive activity. The U.S. Environmental Protection Agency (EPA) describes SOPs as written instructions documenting such work in its Guidance for Preparing Standard Operating Procedures (SOPs). The World Health Organization’s glossary likewise describes a written procedure, authorized for use, as a way to carry out operations.
Not every organization uses the label “SOP.” Depending on the workplace, similar documents may be called protocols, instructions, worksheets, or laboratory operating procedures. The name matters less than having clear, usable instructions for the work.
What is the aim of an SOP?
An SOP helps people perform recurring work in an established way. By documenting the process, it can support consistency in the quality and integrity of a product, service, or result. The EPA also describes SOPs as tools that can help organizations meet technical and quality-system requirements and support quality assurance and quality control.

Written procedures can preserve knowledge when experienced staff are unavailable or responsibilities change. The EPA’s quality-program FAQ identifies knowledge transfer as an important benefit; it also notes that SOPs can provide a ready reference, support training, help reconstruct project activities, and serve as audit checklists. The agency’s quality-management tools for projects also describe benefits such as helping work conform to organizational practices, reducing work effort and errors, and improving the comparability, credibility, and defensibility of data.
Why is an SOP needed?
Without documented instructions, recurring work may depend heavily on individual memory or informal habits. An SOP gives people a reference for how the organization expects a task to be done and can help new or occasional users learn the process.

An SOP is not a guarantee of quality simply because it exists. The EPA cautions that poorly written procedures have limited value, and that even good instructions will not help if people do not follow them. Current copies should be easy for the people doing the work to access. A procedure also needs to reflect the actual task and be maintained when that task changes.
What are examples of SOPs?
SOPs can cover technical or administrative activities. These examples, drawn from EPA and WHO materials, illustrate the range of work they may document; they are not a universal checklist of required procedures.

- Equipment: operating, maintaining, cleaning, or calibrating equipment.
- Laboratory and analytical work: carrying out an analytical procedure or using a particular method.
- Process control: validating a process or method.
- Facilities and environment: cleaning premises or controlling environmental conditions.
- Quality checks: taking samples, conducting inspections, or recording results.
- Administrative routines: documenting a repeated organizational process in instructions tailored to its users.
Which details belong in an SOP depends on the task, the risks and controls involved, the intended users and their training, and any applicable quality or regulatory requirements.
How should an SOP be written?
There is no single format that works for every organization or activity. The EPA recommends organizing a procedure so it is easy and efficient to use, tailoring it to the organization, and including enough detail for a person with a basic understanding of the task to repeat it successfully. People who know the work—especially those who perform or use it—should write or review it. A team may be useful when the process crosses roles or several tasks.

As a practical design checklist, consider whether the document should include:
- Purpose and scope: what the procedure covers, and where it begins and ends.
- Terms and materials: definitions, equipment, or supplies a user needs to understand.
- Roles: who performs, checks, approves, or records the work.
- Steps in usable order: clear actions, decision points, and records to complete.
- Safety and quality controls: relevant precautions, checks, and responses to problems.
- Document control: approval and revision details where the organization needs them.
These are design considerations, not a mandatory universal template. The EPA’s SOP preparation guidance and quality-program FAQ emphasize suitability to the work and users rather than one required layout.

Are SOPs legally required?
Requirements depend on the activity, industry, and jurisdiction. For example, FDA material on facility operation describes written SOPs in the specific context of good laboratory practice (GLP) requirements for testing facilities. In that setting, written procedures set out nonclinical laboratory study methods that management considers adequate for the quality and integrity of study data; deviations during a study are authorized by the study director and documented in the raw data.
That example does not establish that every business or workplace must use SOPs, or that one country’s rule applies elsewhere. Anyone creating procedures for compliance should check the requirements that apply to their sector and jurisdiction.
