The IRS says expenditures made after December 31, 2025, do not qualify for that credit. The available sources do not establish what David Noyes of Solar America said in an interview, so the tax details below are attributed to the IRS, not to him.
What federal solar incentive did the IRS describe?
The IRS’s 2025 Instructions for Form 5695 describe a 30% residential clean energy credit for qualifying property placed in service during 2022 through 2025. The listed eligible categories include qualified solar electric property: property that uses solar energy to generate electricity for a home in the United States.
The instructions also cover other types of residential clean energy property, including battery storage. Eligibility depends on the rules and facts applicable to the taxpayer and installation; the credit rate alone does not establish that a particular purchase qualifies.
Can consumers claim the federal credit for solar expenditures in 2026?
No, not for expenditures made after December 31, 2025. The IRS states in Publication 530 (2025), Tax Information for Homeowners: “You can’t claim residential clean energy credits for expenditures made after December 31, 2025.” Its FAQ on changes under Public Law 119-21 likewise lists the residential clean energy credit under section 25D as terminating for expenditures after that date.

The date matters: the 30% rate described in the 2025 Form 5695 instructions applies to qualifying property placed in service in 2022 through 2025; it is not a continuing federal residential credit for new expenditures in 2026. Publication 530 separately discusses the energy efficient home improvement credit and its own post-2025 end date. That is a different credit, not an extension of the residential clean energy credit for solar.
What should someone with a 2025 solar installation do?
If you believe you had qualifying expenditures in 2025, check the applicable IRS instructions and your individual circumstances before claiming a credit. The IRS instructions direct taxpayers to Form 5695 to figure residential energy credits, including any applicable carryforward, and recommend keeping receipts and installation records in case documentation is needed.

- Gather your records. Keep receipts, contracts, and installation records that show what was purchased and when the property was placed in service.
- Review the 2025 Form 5695 instructions. Confirm the relevant property category and filing requirements against the IRS rules for your return.
- Use Form 5695 where applicable. The form is used to figure the residential energy credits; whether you can claim an amount depends on your circumstances.
The IRS notes that the law controls a taxpayer’s liability if an FAQ is inaccurate as applied to a particular case. For a complex or uncertain claim, consult a qualified tax professional.
Are state, utility, or installer incentives still available?
The federal rules above do not establish whether a state, local government, utility, or installer currently offers a rebate, bill credit, net-metering arrangement, or financing offer. Availability and terms can depend on location, utility territory, application deadlines, installation dates, and program funding. Confirm any offer directly with the agency or utility administering it, and distinguish a tax credit from a rebate, a bill-credit arrangement, or a financing term.
