Social Security and personal retirement savings solve different parts of the retirement-income problem. Social Security calculates a monthly retirement benefit from your covered work record and the age you claim. A 401(k), IRA or similar account is an asset balance built through contributions and investment results; your eventual income depends on how much you have, the account’s tax rules and how you withdraw it. The two sources can work together, but neither number can be substituted for the other.

This guide covers U.S. rules and 2026 figures. It explains how each source is determined, when money can begin, what can change the amount, and how to combine your own Social Security estimate with your savings without treating a monthly benefit estimate like an account balance.

What Social Security provides that savings do not

Social Security retirement benefits are based on your earnings record in jobs covered by Social Security and the age at which you start benefits. The Social Security Administration (SSA) states: "We base your retirement benefit on your highest 35 years of earnings and the age you start receiving benefits." If you have fewer than 35 years of earnings, years without earnings can be included as zeros, which can lower the calculation.

Your SSA estimate is therefore a projection of a program benefit, not a statement of all the money you will have in retirement. SSA says, "We also don’t count other income, like pensions or investments." A figure shown in your Social Security account does not include a 401(k), IRA, taxable brokerage account or pension payment.

How the earnings record affects the amount

  • The calculation uses your highest 35 years of covered earnings.
  • Fewer than 35 earning years means one or more zero years can enter the calculation.
  • The age you begin benefits changes the monthly amount.
  • Your personal estimate depends on the earnings record SSA has and the future-income assumptions you select.

How claiming age changes the monthly benefit

Retirement benefits can generally begin at age 62. Claiming before your full retirement age (FRA) generally produces a reduced monthly amount. Delayed retirement credits can increase the benefit when you wait beyond FRA, up to age 70. FRA itself depends on the rules applicable to your birth year, so use the age shown in your SSA information rather than assuming one age applies to everyone.

There is no single universally best claiming age. Starting earlier may provide income sooner but at a lower monthly amount; waiting can increase the monthly amount but requires other resources to cover the years before claiming. The right comparison uses your household cash needs, health and work plans, taxes and savings—not a slogan such as "always claim at 62" or "always wait until 70."

What personal retirement savings provide

Personal retirement savings are assets held in accounts such as workplace 401(k) plans and individual retirement arrangements (IRAs). You and, where applicable, your employer contribute money; investments determine how the balance changes; and withdrawals turn the balance into spending money. Unlike an SSA estimate, the account balance is a pool of assets that can rise or fall and can be reduced as you take distributions.

Contributions and account rules are account-specific

Contribution limits, tax treatment, withdrawal access and required distributions depend on the account type and the plan’s rules. For 2026, the Internal Revenue Service lists a basic 401(k) elective-deferral limit of $24,500. That is not a universal amount every worker can contribute: catch-up provisions, eligibility, employer-plan terms and other conditions can change what applies to a particular person.

For tax-deferred accounts, the IRS says withdrawals are generally taxable except for amounts already taxed or distributions that qualify for tax-free treatment, such as qualified designated Roth distributions. The tax result depends on the account and the distribution, so identify whether each dollar is pretax, after-tax or Roth before building a withdrawal plan.

Why a balance is not an income promise

A $500,000 account balance is not equivalent to a $500,000 Social Security benefit, and it is not itself a monthly-income figure. The balance may be invested in assets whose value changes, and each withdrawal reduces the amount remaining unless investment growth offsets it. The income you can draw depends on timing, market performance, taxes, fees and the withdrawal decisions you make. No fixed withdrawal percentage is universally optimal.

Social Security and savings compared

Question Social Security Personal retirement savings
How is the amount determined? SSA uses the highest 35 years of covered earnings and the age benefits begin. Contributions, the account balance, investment results and withdrawals determine available income.
When can income begin? Retirement benefits can generally start at 62; claiming age affects the monthly amount, and delayed credits can apply through 70. Access depends on the account type, plan provisions and applicable tax rules.
What can change the amount? The earnings record and claiming age change the benefit estimate. Work while receiving benefits can trigger the earnings test before FRA. Contributions, investment gains or losses, distributions, taxes and account rules change the balance or spendable amount.
Who bears investment risk? The SSA benefit calculation is not an investment account balance. The account owner bears the effect of investment performance on the balance and the income it can support.
How flexible is access? Claiming is governed by Social Security eligibility and timing rules. Access, penalties, taxes and required distributions vary by plan and account type.
How are taxes handled? The estimate discussed here does not include pension or investment income; tax treatment must be evaluated under current tax rules. Tax-deferred withdrawals are generally taxable, while qualified designated Roth distributions can be tax-free; account-specific rules apply.
How should you measure it? Use a personalized monthly estimate at several claiming ages. Track the asset balance and model withdrawals, taxes and investment uncertainty rather than treating the balance as monthly income.

Important 2026 Social Security figures

Earnings test before full retirement age

If you receive retirement benefits while below FRA for the entire year, SSA lists a 2026 earnings limit of $24,480. Under that rule, SSA withholds $1 in benefits for every $2 earned above the limit.

If you reach FRA during 2026, the higher 2026 limit is $65,160 for earnings before the month you reach FRA. The withholding formula for that period is $1 in benefits for every $3 above the limit. Beginning with the month you reach FRA, the earnings test no longer reduces benefits. These thresholds apply to the specified 2026 categories; they are not a permanent limit on how much every beneficiary may earn.

Maximum example at full retirement age

SSA gives a 2026 illustrative maximum of $4,152 per month at FRA for a worker who earned the taxable maximum in every year beginning at age 22. This is an example for an unusually high, continuous earnings record, not a typical benefit and not a uniform cap that applies identically to all claimants.

Required distributions and the timing of savings income

Tax-deferred savings can be left invested after you stop working, but required minimum distribution (RMD) rules eventually apply in many cases. The IRS’s current FAQ, updated December 10, 2024, says RMDs generally begin in the year the owner reaches age 73. Roth accounts and some workplace plans have different treatment, and the first-distribution deadline and later annual deadlines depend on the account-specific rule.

RMDs are not the same as a spending recommendation. They are minimum amounts that may have to be distributed under tax law. Before age 73, you may choose withdrawals based on your cash needs and tax plan, subject to the account’s access rules; after RMDs begin, coordinate required amounts with the rest of your withdrawals so you do not accidentally take too little or create an avoidable tax problem.

How to build a retirement-income picture from both sources

1. Pull a personalized Social Security estimate

  1. Sign in to your Social Security account and choose the benefit-estimate function.
  2. Review the earnings record for missing or incorrect years; the estimate is only as reliable as that record.
  3. Run estimates at several ages, including 62, your FRA and 70 when those options are available.
  4. Change the expected future-income assumption to reflect realistic work plans, then save the figures and the date you obtained them.

SSA describes this as a personalized estimate. It does not add your pension or investment income, so do not treat the displayed amount as a complete retirement-income forecast.

2. Inventory savings by account and tax status

  • List each 401(k), 403(b), IRA, Roth IRA and other retirement account separately.
  • Record the current balance, contribution rate, employer contribution and investment mix.
  • Mark whether contributions and future withdrawals are pretax, after-tax or Roth.
  • Note the plan’s withdrawal, rollover, loan and beneficiary provisions; workplace plans can differ.

3. Convert balances into spending scenarios

Instead of comparing an SSA monthly estimate with a lump-sum balance, create a cash-flow schedule. Choose a potential claiming age, list expected Social Security income beginning then, and model the savings withdrawals needed before and after that date. Run more than one investment-return assumption; the official sources establish the account and benefit rules but do not forecast your personal investment performance.

4. Plan the bridge to your claiming date

If you delay Social Security, savings may need to cover the gap between stopping work and claiming. Calculate the annual amount required for that period, include taxes and irregular expenses, and check whether the planned withdrawals fit the account’s access rules. A plan that delays benefits without enough liquid savings can force unwanted withdrawals during a market decline.

5. Coordinate work and benefits

If you claim Social Security before FRA and continue working, compare your expected wages with the applicable 2026 earnings-test threshold. The test can withhold benefits under the formulas above. Recheck the rule for the year in which you reach FRA because the threshold and the applicable period differ.

6. Revisit taxes and RMDs

When withdrawals are taxable, the amount you take can affect your tax bill. As you approach age 73, identify which accounts are subject to RMDs and when distributions must start. Roth and workplace-plan exceptions mean that one schedule cannot be copied across every account.

Common comparison mistakes

Comparing a monthly benefit with a lump sum

An SSA estimate is a projected monthly payment at a specified claiming age. A savings balance is an asset that must be converted into withdrawals. Put both on the same cash-flow timeline before judging whether retirement income is sufficient.

Assuming the SSA estimate includes all retirement income

It does not. SSA explicitly excludes pensions and investments from the estimate. Add those sources yourself after checking their separate statements and rules.

Using the 401(k) limit as a personal target

The 2026 $24,500 basic elective-deferral limit describes the tax-law maximum for that category, not an amount every worker can or should contribute. Your plan’s eligibility, employer match, catch-up rules and household budget determine an appropriate contribution decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating the $4,152 example as a normal benefit

The maximum-at-FRA figure assumes taxable-maximum earnings from age 22. Most workers have a different earnings history, so use your own SSA estimate.

Ignoring zero years

Someone with fewer than 35 years of covered earnings may have zero years included in the highest-35 calculation. Check the earnings record rather than assuming every calendar year raises the benefit.

Taking a generic withdrawal rule as a guarantee

Investment returns, taxes, account rules and the length of retirement vary. A percentage that appears safe in one situation can fail in another, especially when withdrawals occur during a market decline. Use scenarios rather than a single promised rate.

A practical decision framework

Use these questions to evaluate a proposed retirement-income plan:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What is the guaranteed-income baseline in the plan? Record the SSA estimate at each candidate claiming age and any other income sources separately.
  2. How many years must savings fund? Identify the period before Social Security starts and any later years in which withdrawals remain necessary.
  3. Which account supplies each dollar? Match planned withdrawals to the account’s tax character and access rules.
  4. What happens if investments underperform? Test lower-return and loss years instead of relying on a single average assumption.
  5. What changes at age 73? Add applicable RMDs and their tax consequences to the cash-flow plan.
  6. What happens if work continues? For an early claimant, check the earnings test and update the estimate when work plans change.

This framework does not produce a universal claiming age or savings target. It shows where the two income sources interact and where account-specific or personal advice is required.

Keeping the plan current

SSA estimates, earnings-test thresholds, contribution limits and tax rules can change. Recheck the official SSA and IRS information when a major event occurs—stopping work, changing jobs, claiming benefits, rolling over an account or reaching RMD age—and at least whenever a new tax year changes the figures you are using. Keep the estimate date, assumptions and account statements together so you can see which change affected the plan.
