Social Security Fraud: What Trump and Musk Have Said—and What the Administration Has Done

Trump’s 2025 directive ordered eligibility and program-integrity measures across Social Security Act programs. Musk’s large fraud estimates are claims, while SSA improper-payment figures are not proof of fraud.

The Trump administration’s April 2025 directive ordered agencies to tighten eligibility checks and pursue program-integrity measures across programs covered by the Social Security Act. That is a documented policy action, not proof that widespread Social Security fraud was found. Elon Musk’s claims about hundreds of billions of dollars in waste and people recorded as alive are claims, not verified Social Security fraud totals. And a record with no date of death does not, by itself, show that someone is receiving benefits.

What did Trump say about Social Security fraud?

President Donald Trump addressed a joint session of Congress on March 4, 2025. The available official White House address page confirms the event, but the exact passage or numerical figure about Social Security fraud cannot be established from that page alone. It would be inaccurate to quote a specific claim from the address without a transcript or recording that verifies its wording.

The administration’s public position was that it would not cut Social Security, Medicare or Medicaid benefits. In a March 11, 2025 White House release, the administration also defended Elon Musk’s focus on reducing waste and fraud in entitlement programs. Those positions are distinct: a pledge not to cut benefits does not rule out stricter eligibility enforcement or other anti-fraud measures.

What did the April 2025 directive require?

On April 15, 2025, Trump signed a memorandum directing federal agencies to take reasonable steps, consistent with law, to ensure that ineligible people do not receive funds under programs covered by the Social Security Act. The directive covers more than retirement benefits; the memorandum lists programs including disability insurance, unemployment insurance, Medicare, Medicaid and Temporary Assistance for Needy Families (TANF).

The memorandum set out several specific actions:

  • Expand fraud-prosecutor coverage: The Attorney General and Social Security Administration (SSA) Commissioner were directed to expand SSA’s full-time fraud prosecutor program to at least 50 U.S. Attorney offices by October 1, 2025.
  • Refer certain aged-record cases: The SSA Commissioner was directed to refer specified earnings reports to the SSA Inspector General when a person age 100 or older appears as a wage earner but the name does not match SSA records.
  • Review possible civil penalties: The directive called for a review of whether, and under what conditions, SSA should resume civil monetary penalties under the Social Security Act.

These are instructions in a presidential memorandum. The cited sources do not independently establish whether every item was completed or what results followed. Nor does the memorandum itself demonstrate that the suspected conduct was widespread.

What did Musk claim, and what do the figures mean?

In a White House release dated March 11, 2025, Musk was quoted saying: “The waste and fraud in entitlement spending — which is most of the federal spending is entitlements — so, that’s, like, the big one to eliminate. That’s, the sort of half-trillion, maybe $6-700 billion a year.” This is Musk’s estimate, reproduced by the White House; it is not an audit finding that $500 billion to $700 billion in Social Security fraud occurs each year.

The Associated Press reported Musk’s claim that “20 million people who are definitely dead [are] marked as alive in the Social Security database.” Then-Acting SSA Commissioner Lee Dudek cautioned: “These individuals are not necessarily receiving benefits.” A record without an associated death date is not, by itself, evidence that a person is alive, that the person is receiving a benefit, or that a payment is improper.

The figures discussed publicly refer to different things and should not be treated as interchangeable:

“Improper payment” is a broader category than confirmed fraud. An estimate of improper payments should not be reported as money proven to have been stolen, and government-wide estimates should not be presented as Social Security totals.

What has SSA said about access and fraud screening?

DOGE access, according to SSA

In a February 19, 2025 statement, Acting Commissioner Lee Dudek said DOGE personnel working at SSA had read-only access. He said they could not change agency systems, benefit payments or other information, adding: “They only have READ access.” That describes SSA’s public account of access at that time; it does not establish access conditions at later dates.

Telephone-filed claims

In an April 29, 2025 release covering its first 100 days, SSA said it had enhanced fraud screening for claims filed by telephone. The agency said its system analyzes patterns and anomalies, and that cases flagged for irregularities may require in-person identity proofing. SSA described the approach as a way to maintain security while preserving telephone filing for people who cannot file online or visit an office. This is the agency’s account of its policy, not an independent evaluation of its accuracy or effect on fraud.

Other first-100-days figures reported by SSA

In that same April 29 release, SSA reported more than $1 billion in fiscal-year 2025 cost avoidance or efficiencies; around 350 completed deferred resignations; more than 3,000 voluntary separations; and about 2,000 support employees who accepted reassignment to frontline positions. It also reported paying more than $14.8 billion in retroactive Social Security Fairness Act payments to over 2.2 million people. These are agency-reported figures tied to that release, not independent audit findings.

Who independently oversees Social Security fraud investigations?

The SSA Office of the Inspector General (OIG) describes its role as independent oversight of SSA programs and operations. Its Cooperative Disability Investigations program is an anti-fraud initiative focused on Social Security disability programs. That watchdog role is separate from administration statements and from SSA’s own reporting about agency operations.

For readers weighing fraud claims, the distinctions matter: a politician’s estimate is not an audit result; a presidential directive is not proof of the problem it seeks to address; an agency announcement is not an independent outcome assessment; and an improper-payment estimate is not a confirmed-fraud total.
