If your Social Security number may have been exposed, first determine whether you have evidence of misuse. Exposure alone is not proof that someone has used your identity; it calls for precautionary credit protections and account checks. If you find an unfamiliar account, purchase, job, or tax return, report the identity theft to the Federal Trade Commission (FTC) at IdentityTheft.gov and follow its recovery plan.
The Social Security Administration (SSA) published its guidance on August 21, 2024, in response to reports about a breach it said was unrelated to SSA’s internal systems and data; SSA said those systems and data had not been compromised in that event. That statement applies to the reports addressed in that post, not necessarily to later incidents. Here are the seven steps SSA recommends if your information may be affected.
1. Decide whether your information was exposed or actually misused
Exposure and identity theft are different situations. If you have no sign that anyone has used your information, start with precautions: check your credit reports, consider a credit freeze or fraud alert, and review your Social Security account. The SSA Office of the Inspector General (OIG) says an FTC identity-theft report is not required solely because a Social Security number was exposed.
If someone has opened an account, made a purchase, obtained a job, or filed a tax return using your information, treat it as suspected identity theft and use the recovery channel for that specific problem.

2. Report confirmed identity theft to the FTC
SSA says it does not handle identity-theft cases and directs victims to the FTC. Report the misuse at IdentityTheft.gov; the site provides a recovery plan tailored to the information you enter. SSA’s August 2024 post listed the FTC’s phone number as 1-877-438-4338. Confirm current contact details on the FTC site.
3. Consider a credit freeze or fraud alert
Contact one of the three nationwide credit bureaus to ask about a credit freeze, a fraud alert, or both. SSA’s 2024 post said the bureau you contact is required to notify the other two. A freeze or alert is a bureau-level measure that can affect how new credit applications are handled; the bureaus provide the current instructions for placing, lifting, or removing one.

4. Check your credit reports
Review your credit reports for accounts or activity you do not recognize. SSA identifies AnnualCreditReport.com as the route to free reports. Its 2022 FAQ also listed 1-877-322-8228 as a phone option; verify the current process through the official site.
5. Review your my Social Security account and earnings
Sign in to or create a my Social Security account. Check for account activity you did not initiate and review your earnings record for wages from work you did not perform. If earnings are incorrect, report them to SSA and ask about correcting your record.

SSA’s newer earnings guidance explains how to review and correct your earnings record. In a March 2025 announcement, SSA said stronger identity proofing for certain services would take effect March 31, 2025. Procedures can change, so follow the live instructions on SSA.gov when accessing services.
6. Protect benefit-account changes and tax filings
Benefit account changes
If you receive benefits, check SSA’s current options for blocking electronic services or direct-deposit changes. SSA’s 2024 post described eServices and Direct Deposit Fraud Prevention blocks, but their availability and effects can change. Confirm the current rules with SSA before applying a block, particularly if you may need to make a legitimate account change.

Tax returns and refunds
If you suspect someone may use your Social Security number to file a tax return or claim a refund, contact the IRS and use its current identity-theft instructions. SSA directs taxpayers to the IRS for tax-related identity theft rather than handling it itself. Start at IRS Identity Theft Central.

Keep a dated record of suspicious activity, notices, calls, correspondence, and case numbers. If the incident involves a crime, SSA suggests keeping a police report. For cybercrime, file a complaint with the FBI’s Internet Crime Complaint Center (IC3) when appropriate. Preserve copies of relevant documents and use the case numbers when following up with agencies or financial institutions.

What SSA’s broader breach figures do—and do not—show
A 2025 SSA OIG audit reported nearly 24,000 incidents of lost or compromised personally identifiable information (PII) reported by SSA employees during 2019–2023. The audit also found 658 PII losses were not recorded properly, 2,568 reports lacked a risk-level assignment, and unresolved reports remained open for an average of nearly two years. Only 3 percent of sampled reports were referred as required, while 27 percent of reports that should have been referred were not.
Those figures describe SSA’s internal handling of employee-reported PII losses, not the number of people affected by the third-party breach reports addressed in SSA’s August 2024 post. No figure in these sources establishes how many people were affected by that reported event.
