Social betting apps do not all work the same way. Some services describe peer-to-peer wagers, where one user offers terms and another accepts the other side; others use “social sportsbook” for entertainment games that their terms say do not involve real-money gambling. The label “social” does not establish that an app is legal in every state or that money is handled the same way across services.
What “social betting app” can mean
The phrase covers different products, so start by identifying what you would actually be doing:
- Peer-to-peer wagering: Users may make or accept another user’s wager, or compete through head-to-head challenges. The app’s exact role in setting terms and handling settlement varies.
- Social sportsbook games: Some products offer sports entries for entertainment using no actual money. That is not the same product model as cash wagering, even if both use sportsbook-style markets or social features.
“Peer-to-peer” and “social sportsbook” are product descriptions, not legal categories that apply uniformly across the United States.
How representative services describe their formats
The examples below reflect company materials and an app-store listing, not independent testing or a ranking.

What to compare before joining
Do not assume that two apps with social features offer the same wager, opponent pool, or settlement. Check the current rules and terms for these points:
- Opponent: Can you challenge a selected friend, or are you matched with other members? BettorEdge lists head-to-head and social features; BroThrow describes a member accepting another member’s terms.
- Odds and market: Who sets the odds, and can the other user accept or counter them? Check whether your desired market—such as spread, total, moneyline, player prop, or in-play selection—is supported.
- Money and settlement: Establish whether play uses cash, virtual currency, prizes, or an outside payment arrangement. If settlement occurs outside the app, check the payment steps, any fees, and what happens if the other person does not pay.
- Eligibility: Verify the service’s current eligible locations and age rules, and whether it checks your physical location during play.
- Results and disputes: Find the rule for the official result source, postponed or void events, corrections, and disputes. Betr’s rules, for example, generally rely on official results and statistics from the relevant league or governing body, and describe use of an independent source when official data are unavailable. That policy should not be assumed to apply to another service.
- Social controls: Look for the specific features you need, such as groups, custom challenges, profiles or friend-following; a general “social” label does not guarantee them.
Why peer-to-peer format does not settle legality
Federal law defines “unlawful Internet gambling” in relation to bets transmitted over the internet that are unlawful under applicable federal or state law where they are initiated, received, or otherwise made. The statute also says its subchapter does not preempt state laws prohibiting gambling. This is a statutory framework, not a complete state-by-state answer or a determination about a particular app. 31 U.S.C. § 5362

California provides a specific example of why the format alone is not enough. In 2023, the California Attorney General’s Opinion No. 23-1001 reasoned that ordinary sports betting does not become lawful in California merely because it is offered peer-to-peer. The opinion states: “Were the rule otherwise, any type of ordinary sports betting could be made legal if it were offered in a peer-to-peer format, dramatically reducing section 337a’s coverage.” This is a California-specific opinion, not a nationwide court ruling. Availability and conditions are service-specific and can change. Betr’s terms effective August 19, 2025 say social games are offered only in certain “Gaming Jurisdictions,” which the company may update, and require users to be physically located in an eligible jurisdiction while playing. Before participating, read the selected service’s current rules and terms, confirm location and age eligibility, and understand whether the entry involves real money, virtual currency, prizes, or settlement outside the app. The examples above do not establish a complete current comparison of state availability, age limits, withdrawals, or dispute procedures.
