What happened to SNAP during the 2025 shutdown?
The federal shutdown began October 1, 2025, amid a congressional funding impasse. October SNAP benefits continued, but issuance of November benefits became uncertain. The Associated Press reported that USDA instructed states on October 10 to hold back the files used to prepare November electronic benefit transfer (EBT) loads. The dispute then centered on whether USDA could and should use contingency and other available funds. A Senate resolution recounting USDA’s September 30 shutdown plan said contingency funds could be used to pay benefits during a mid-year funding lapse. Courts ordered the administration to use available contingency resources for at least partial benefits. A Rhode Island court later ordered full payments using Section 32 funds along with contingency funds. The Senate passed a reopening package on November 10. The Senate Appropriations Committee said it included full-year FY2026 appropriations for SNAP and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The government reopened after the legislation was signed November 12, and full November SNAP benefits were restored. Was cutting food stamps the GOP’s plan?
“The GOP planned the shutdown to cut food stamps” goes beyond what the documented record establishes. The evidence supports a narrower, more precise account: during the funding lapse, the administration’s USDA initially directed states to hold November issuance and then said it would not fund November benefits; courts required use of available funds, and full benefits were ultimately restored after the government reopened. Separately, Congress enacted SNAP reductions and rule changes in Public Law 119-21, with Republican support. Those actions can be criticized as policy choices, but they do not establish that Republicans alone caused the funding impasse or prove a private strategy to stop benefits through the shutdown.

That distinction matters to household finances. The shutdown was a temporary threat to a scheduled month of benefits. The law is a separate set of statutory changes, phased in over time, with effects depending on the provision and the participant or state affected.

The law is not simply an extension of the shutdown. The Congressional Research Service (CRS) summarizes eight provisions in Public Law 119-21 that reduce federal SNAP spending compared with prior law. What SNAP changes did the 2025 law make?
Public Law 119-21 amended SNAP independently of the shutdown. Its provisions address work requirements, eligibility, benefit calculations, and how program costs are divided between the federal government and states. The changes do not all take effect on the same date, and not every provision affects every household in the same way. Work requirements and eligibility
The law changed work requirements and eligibility rules. AP reported that expanded work requirements could begin affecting some participants around January 2026. That is a reported anticipated timing, not a universal date for every participant or a determination of any individual’s status. Check current USDA guidance and your state SNAP agency before making decisions about eligibility or reporting.

Benefit calculations
The law also amended provisions used in calculating SNAP benefits. A change to calculation rules is different from a missed or delayed monthly deposit: it can affect the benefit amount under the applicable rules rather than interrupting issuance for a single month. The precise impact depends on the household and the provision in force; the law and current agency guidance should be consulted for specifics.
State and federal costs
States’ share of SNAP administrative costs was reported to rise beginning in October 2026. CRS also describes a later state share of benefit costs tied to payment error rates. These are separate cost-allocation changes, with their own implementation terms; they are not the same as USDA’s use of federal funds during the shutdown.

What the statistics say—and what they do not
AP reported that SNAP served 41.7 million people in fiscal year 2024, with an average monthly benefit of $187. A November 3, 2025 Senate resolution recited that SNAP served approximately 42 million people in 2024 and that the contingency fund totaled more than $4.5 billion. What to do if you rely on SNAP
The shutdown episode does not establish a current, single payment schedule for every state, and the law’s phased changes do not by themselves determine an individual household’s eligibility or benefit. For a current deposit date, eligibility question, or notice about a rule change, contact your state SNAP agency and consult USDA’s SNAP implementation guidance. Use the state agency’s instructions for reporting changes or responding to a notice; do not assume that timing or requirements from another state apply to you.
