SME Meaning: Small and Medium-Sized Enterprise Definition

SME stands for small and medium-sized enterprise. The exact size test depends on the country, issuing authority, and purpose for using the classification.

SME means small and medium-sized enterprise. It describes a business by size, but there is no single worldwide cutoff: the definition depends on the country, the authority applying it, and the purpose—such as statistics, a grant, a loan, procurement, or regulation. To assess a particular business, use the relevant program’s current rules, not a general definition.

What does SME mean?

An SME is a small or medium-sized enterprise. The label groups businesses by size; it does not, by itself, establish a company’s legal status or eligibility for a benefit. “SMB” and “small business” are related terms often used in U.S. contexts, but they do not guarantee the same criteria as an SME definition.

For any decision, first identify the jurisdiction and purpose. A statistical definition may differ from the rules for a particular loan, grant, procurement program, or regulation.

How the European Union defines SMEs

The European Commission’s SME-policy definition combines a staff ceiling with a financial ceiling: an enterprise must meet the staff criterion and stay within either the annual-turnover ceiling or the balance-sheet-total ceiling. The Commission describes the definition as “crucial for access to finance and EU support programmes.” Meeting the definition does not automatically qualify a business for a particular benefit; the applicable programme has its own rules. These are the Commission’s SME-policy criteria, not a universal test for every EU legal or statistical purpose. The financial test allows turnover or balance-sheet total; it does not require a business to meet both financial ceilings. The Commission also cautions that group relationships can affect the calculation: a business in a larger group may need to include group staff and financial data, rather than assessing only its own figures.

How the U.S. defines a small business

In U.S. Small Business Administration programs and federal contracting, there is no single employee or revenue cutoff for every business. The SBA says, “The definition of ‘small’ varies by industry.” It sets size standards by North American Industry Classification System (NAICS) industry code, generally using employee count or average annual receipts. Affiliates may also need to be included, and the standard and calculation period can depend on the program. Check the SBA table of size standards, relevant regulation, and current program guidance before assessing eligibility.

Do not confuse program eligibility with the SBA Office of Advocacy’s research convention. For research purposes, the Office generally defines a small business as an independent business with fewer than 500 employees. That convention is descriptive; it is not the eligibility rule for every SBA program or industry.

The Office of Advocacy reported 36,207,130 U.S. small businesses in its February 2026 FAQ. That figure belongs to the Office’s stated edition and definition context; the FAQ also distinguishes nonemployer and employer firms. Why SME definitions differ by country

Countries and authorities use thresholds suited to different policy and measurement purposes. OECD materials note that employee limits vary among countries and may be combined with turnover or financial-asset measures. The EU’s medium-sized ceiling, for example, is not a global standard and should not be substituted for U.S. SBA industry rules. See the OECD discussion of public procurement and SMEs.

What to check before relying on an SME label

  • Jurisdiction and authority: Identify the country and the agency or organization whose definition applies.
  • Purpose: Establish whether the test is for research, a loan, a grant, procurement, or a regulatory requirement.
  • Size measure: Check the staff ceiling and how employees are counted, plus any turnover, receipts, balance-sheet, or asset limit.
  • Business relationships: Look for rules on parent companies, subsidiaries, linked enterprises, or affiliates.
  • Timing and calculation: Confirm the effective date, measurement period, and any program-specific method.

A general explainer cannot determine whether a particular company qualifies. Eligibility depends on the governing authority’s current rule and the business’s facts.
