If you’re choosing an Indian loan and RBI repo rates may rise, don’t choose based on the forecast alone. A fixed rate offers payment certainty only for the period specified in your contract; a floating rate may become more expensive when its benchmark rises, but can also benefit when rates fall. First confirm whether the floating offer is actually linked to the repo rate, then compare its reset terms and stressed repayments with the cost of the fixed offer and your ability to absorb changes.
This guide concerns loans in India. Contract terms and regulatory rules differ elsewhere.
What “fixed” and “floating” mean for your repayments
Fixed rate
A fixed rate holds steady for the period stated in the agreement. That may be the full loan tenor or only an initial period. During that fixed period, the rate—and usually the scheduled EMI—is more predictable. If market rates fall, however, you may not benefit. Before accepting an offer, find out what rate applies when any fixed period ends and how the change is calculated.
Floating rate
A floating loan’s rate generally consists of a benchmark plus a spread or margin. If the benchmark rises, your rate can rise when the loan resets; if it falls, your rate may fall. The effect on repayments depends on the contract and lender’s method: the EMI may increase, the tenor may lengthen, or both may change. A longer tenor can mean interest accrues for more time even if the monthly EMI initially stays the same.

Will your EMI rise when RBI raises the repo rate?
Not necessarily, and not always immediately. A repo-rate change affects your loan only if its pricing is linked to that benchmark and the change passes through under the agreement’s reset terms. The benchmark, spread, reset frequency, next reset date, and the lender’s EMI-or-tenor adjustment method all matter. “Repo-linked” does not mean the borrower’s rate must move by the same amount on the announcement date.
For specified categories of loans, RBI required scheduled commercial banks (excluding regional rural banks) to link new floating personal or retail loans and floating loans to Micro and Small Enterprises to an external benchmark from October 1, 2019. Eligible benchmarks include the RBI policy repo rate, specified Treasury bill yields, or another FBIL-published market interest rate. External benchmarking for floating loans to medium enterprises took effect April 1, 2020. These requirements are category- and institution-specific; they do not establish that every floating loan, legacy loan, or lender tracks the repo rate directly. The lender adds a spread. Under RBI’s described framework, the credit-risk premium can change only if the borrower’s credit assessment undergoes a substantial change, as agreed in the contract. How to compare a fixed offer with a floating one
1. Get the rate mechanics in writing
For a floating offer, ask for the exact benchmark, spread, reset frequency, next reset date, and how a benchmark change affects your rate and repayments. For a fixed offer, confirm whether it stays fixed for the full tenor or only an introductory period, and what happens afterward. RBI’s consumer FAQ on floating-rate home loans advises borrowers to check the reset clause and identify the index used. Historical index behavior cannot guarantee future movements.
2. Compare repayment scenarios, not just the starting EMI
Ask the lender for a written illustration using the same principal, tenor, fees, and borrower assumptions for both offers. Request the outstanding balance, EMI, and total repayment at the quoted rate and under a higher-rate scenario you select. Treat the higher-rate case as a stress test, not a forecast. Check whether the lender would raise your EMI, extend your tenor, or combine both—and whether the contract places limits on those adjustments.

3. Include fees and flexibility
Compare processing and administrative costs, charges for switching between floating and fixed, and prepayment or foreclosure terms. Check whether switching is allowed, how often, and at what point in the reset cycle. Do not assume you can switch freely or without charge. For covered EMI-based personal loans, RBI requires applicable switching and related charges to be disclosed; the lender’s policy may limit the number of permitted switches. The RBI direction on reset of floating interest rates on EMI-based personal loans sets out these requirements.
What RBI’s reset rules mean for covered personal loans
RBI’s August 18, 2023 directions apply to EMI-based personal loans issued by covered regulated entities, with related application to equated-instalment loans on other periodicities. They should not be assumed to cover every loan product. For loans within scope, lenders must communicate the effect of benchmark changes and inform borrowers about resulting EMI or tenor changes. At a reset, borrowers have specified choices about increasing the EMI, extending the tenor, or combining the two; part or full prepayment is also available subject to applicable instructions and charges. A switch to fixed depends on the lender’s board-approved policy and its terms.

The directions also require an end-of-quarter statement showing principal and interest recovered, EMI, EMIs remaining, and annualized rate or APR information. RBI’s FAQ on reset of floating interest rates on EMI-based personal loans explains the scope and borrower options. For a covered loan at sanction, RBI says lenders must assess whether repayment capacity leaves enough room for a longer tenor or higher EMI if the external benchmark rises.

A fixed period may suit you if certainty is valuable
A fixed quote can be worth considering if a higher monthly payment would strain your budget or make planning difficult. Compare its extra cost, if any, with the value of predictable repayments during the actual fixed period. The benefit is payment stability, not a guarantee that the rate is the lowest available or fixed forever.

A floating rate may suit you if you can absorb changes
Floating exposure may fit a borrower with room in the budget to handle a higher payment or longer tenor, particularly if the borrower values the possibility of savings when the benchmark falls. That is a trade-off, not a prediction that rates will fall or rise. Consider job stability, emergency savings, other debts, how long you expect to keep the property, and the impact of a prolonged repayment period.
