Usually, no: a falling stock market alone is not a reason to make a sudden change to your investment strategy. First check whether your goals, time horizon, risk tolerance, or financial situation have changed. If your plan still fits, review whether your investments remain diversified and whether their mix has drifted from the allocation you chose. Rebalancing to restore that mix is different from abandoning the plan because prices fell.
Start by separating a market move from a change in your plan
A market decline is a change in investment prices. It does not, by itself, tell you whether the strategy you selected is still suitable for your circumstances. Selling investments simply because the market is down can turn a temporary portfolio decline into a realized loss, and moving into a different strategy without a clear reason may leave you with a portfolio that no longer matches your goals. The available investor-education guidance does not identify a market fall as an automatic trigger to abandon a plan.

That does not mean you must ignore what is happening or keep every investment unchanged. A downturn can be a useful moment to check whether you had chosen an allocation you can live with, whether your holdings still match it, and whether anything important in your life has changed. The key is to make the review about your circumstances and plan—not an attempt to guess when prices will recover.

Check whether your current circumstances still fit the strategy
Before changing investments or their target mix, compare the plan with the job the money needs to do. Work through these questions in order; a market decline is context for the review, not the answer to it.
1. What goal is this money for?
Identify the financial goal or goals tied to the portfolio. A change in a goal—such as its purpose, amount, or expected timing—may justify reviewing the allocation. A temporary drop in account value does not establish that the goal itself has changed. Keep the question specific: has the goal changed, or are you feeling pressure because the portfolio is worth less than it was before the decline?
2. When might you need to use the money?
Time horizon matters because the time available before a goal or withdrawal affects how much volatility may be tolerable. Investor.gov explains that someone with a longer horizon may be able to tolerate more volatility, while someone with a shorter horizon may prefer less risk. If withdrawals are approaching sooner than you previously expected, reassess whether the existing allocation fits that shorter horizon. Do not assume that a fall by itself has changed your time horizon.

3. Has your willingness or ability to tolerate loss changed?
Risk tolerance is personal. Ask whether the plan’s potential ups and downs remain acceptable to you, rather than deciding based only on how alarming a particular day or headline feels. If the decline has made clear that you cannot stay with the risk level you selected, that is a reason to review whether the allocation is appropriate. A changed tolerance is different from trying to forecast the market’s next move.
4. Has your financial situation changed?
Consider whether your income, expenses, financial goals, or need for near-term cash have changed. These changes can affect how much uncertainty you can accept and when you may need portfolio funds. If you expect to withdraw money soon, take that need into account when reviewing the plan; do not treat the portfolio as if every dollar had the same time horizon. The sources do not establish a universal amount of cash to hold or a particular investment mix for this situation.
Check the portfolio’s structure before changing its target
Look at allocation and diversification separately
Asset allocation is the way a portfolio is divided among investment categories. Diversification means spreading holdings across investments and asset categories rather than concentrating exposure in only a small number of places. Investor.gov’s asset-allocation guidance ties an appropriate mix to factors such as time horizon and risk tolerance. These ideas address different questions: allocation is about the portfolio’s intended mix; diversification is about how broadly investments are spread within and across categories.

Diversification can reduce concentration risk, but it cannot make a portfolio immune to loss. A diversified portfolio may still fall in value during a market decline. So if the account is down, that fact alone does not prove that the portfolio is undiversified, just as having several holdings does not automatically establish that it is diversified. Review what you actually own and how those holdings fit together, rather than judging only by the number of positions or by the account’s recent performance.
Compare actual holdings with the mix you intended
Market movements can cause a portfolio’s current proportions to differ from the target allocation. The SEC’s investor-education materials illustrate this with an example in which a portfolio that was 60% stocks becomes 80% stocks after market gains. That is an illustration of drift, not a recommendation for a 60/40 or 80/20 portfolio. A decline can also change relative weights; the direction and size of the change depend on the holdings and their performance.
Review the portfolio’s current mix against the target you selected for your circumstances. If the target itself still makes sense but the actual holdings have drifted, the issue may be rebalancing. If your goals, horizon, risk tolerance, or financial situation have changed enough that the target no longer fits, you are considering a strategy change instead. These are related decisions, but they are not interchangeable.

Understand the difference between rebalancing and changing strategy
Rebalancing restores a chosen allocation
Rebalancing means bringing a portfolio back toward its intended allocation after its holdings have drifted. It does not necessarily mean choosing a new target or making a prediction about where the market is headed. Investor.gov describes rebalancing as a way to restore a portfolio’s mix; its guidance also discusses selling investments that have become overweight, buying those that have become underweight, or directing new contributions toward underweight categories.
For example, if your target mix remains suitable but one category now represents more of the portfolio than intended, rebalancing is the process of addressing that difference. The SEC’s separate example of a portfolio with 80% stocks and 20% bonds is also illustrative, not a recommendation. Neither example supplies a universal target allocation. Your chosen mix depends on your own time horizon and risk tolerance.

A strategy change resets the plan’s target
Changing strategy means revisiting the allocation or approach the portfolio is meant to follow. It may be appropriate when the underlying circumstances that informed the plan have changed—for example, a different goal or time horizon, a changed financial situation, or a reassessment of the risk you are willing to tolerate. A price decline alone does not identify which new allocation would be right, or whether any change is right at all.

Before making a strategic change, be able to explain what has changed besides market prices and how the revised plan better fits your circumstances. If the only answer is that recent losses feel uncomfortable, pause to distinguish a genuine mismatch from a reaction to volatility. If you cannot determine whether your target still fits, individualized guidance may help.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Ways to rebalance—and what to consider first
If the target allocation still fits and you decide to rebalance, the general methods described by Investor.gov include selling holdings that are above target, buying holdings that are below target, or directing new contributions toward underweight categories. These are options for restoring an intended mix, not instructions to trade a particular security. The right method depends on your account and circumstances.
- Sell an overweight category: This can reduce its share of the portfolio, but a sale may have tax consequences and may involve transaction fees.
- Buy an underweight category: This can move the mix toward the target without selling an overweight holding, but consider transaction fees and whether the purchase fits your plan.
- Use new contributions: Directing contributions toward underweight categories can help restore the mix. This option depends on having contributions to invest and may take time to change the portfolio’s proportions.
Before acting, check the costs and tax consequences that apply to your circumstances. The sources establish that these issues may matter, but they do not specify how a particular account, investment, jurisdiction, or transaction would be treated. Do not assume that rebalancing is cost-free or tax-neutral.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA practical review sequence
- Write down the purpose of the money. Identify the goal or goals the portfolio supports and whether any of them have changed.
- Review the timeline. Note when you expect to need the money or begin withdrawals. A shorter time horizon may call for less risk than a longer one, but the appropriate allocation is personal.
- Check your circumstances and risk tolerance. Consider changes in income, expenses, financial needs, and your ability and willingness to tolerate losses.
- Review the holdings and intended allocation. Assess whether the portfolio remains diversified and compare its current proportions with the target you chose.
- Identify the decision you are actually making. If the target still fits and the holdings have drifted, consider whether rebalancing is relevant. If the circumstances behind the target have changed, review the target itself rather than treating a rebalance as a substitute for that review.
- Consider costs and taxes before a trade. Selling, buying, or redirecting contributions can have different practical consequences. Account for applicable transaction fees and possible tax effects before implementing a change.
- Get individualized help if the decision is unclear. A financial professional can help assess how your goals, time horizon, risk tolerance, and financial situation relate to an allocation. No single mix or trade is supported for every reader.
Common mistakes to avoid during a downturn
- Confusing a lower balance with proof the plan has failed. A decline is a change in value; it does not by itself reveal whether the allocation remains suitable.
- Changing the target and rebalancing as if they were the same action. Rebalancing restores an existing target. A strategy change revisits the target because circumstances or suitability may have changed.
- Assuming diversification prevents losses. It can reduce concentration risk, but diversified investments can still lose value.
- Treating illustrative percentages as a model portfolio. The SEC examples of 60% becoming 80% stocks and of an 80% stocks/20% bonds mix explain concepts; they are not recommendations or evidence that those allocations suit you.
- Ignoring transaction costs or tax effects. A portfolio adjustment can have consequences beyond changing the displayed allocation.
- Making the decision depend on a market-recovery prediction. The cited investor-education sources do not establish when markets will recover. A plan review should be grounded in your goals and circumstances, not a forecast.
When professional guidance may help
Consider speaking with a financial professional if you are unsure whether your current allocation fits your time horizon and risk tolerance, whether a change in your financial situation warrants a new target, or how fees and tax consequences could affect a rebalance. The guidance cited here supports seeking individualized help for individual questions, but it does not establish a particular professional, credential, fee, or service as suitable for every reader. The decision should remain specific to your goals and circumstances.
The most useful outcome of a downturn review may be confirmation that the plan still fits, rather than a trade. If the plan no longer fits because your needs or circumstances have changed, review it for that reason; if it still fits, distinguish portfolio drift from a reason to replace the strategy.
