SHEIN said audits identified two cases of child labor among its suppliers during the first three quarters of 2023. The company disclosed the cases in its sustainability report, published in August 2024. It said it suspended orders from the manufacturers and required remediation. These details are SHEIN’s own disclosures, not independently verified findings.
What did SHEIN report?
SHEIN’s 2023 Sustainability and Social Impact Report states: “From Q1 to Q3 2023, our SRS audits uncovered two cases of child labor in our supply chain.” Reuters reported the disclosure on 22 August 2024. The year in the original headline is 2023—the period when the cases were found—not the year the report was published.
In written evidence to the UK Parliament, SHEIN said the workers were 15 years and 11 months old and 15 years and 9 months old when they began working for the suppliers. Those ages are attributed to the company’s evidence.
What did SHEIN say it did after finding the cases?
SHEIN said it suspended orders from the contract manufacturers while it investigated. Under the supplier policy then in force, it gave the manufacturers 30 days to remediate. The company described the steps as:

- Ending the underage employees’ contracts and paying outstanding wages.
- Arranging medical checkups and, when needed, facilitating the workers’ return to their parents or guardians.
- Strengthening new-hire screening, including checking and retaining identity-document records.
These are actions SHEIN reported taking; the disclosures do not independently establish how fully they were carried out or their lasting effect.
Did SHEIN later report more cases?
Yes. In its 2024 Sustainability and Social Impact Report, published in 2025, SHEIN disclosed two further incidents identified through audits in 2024. In written evidence to Parliament, the company described one worker as 15 years and 3 months old. The other incident involved an 11-year-and-8-month-old child who was at a factory where her parents worked and had helped with tasks; SHEIN said it classified this as child labor. The company said it terminated its relationships with the suppliers involved in those cases.

What do SHEIN’s audit figures show—and what don’t they show?
SHEIN reported that in 2024 it conducted 4,288 on-site audits of China-based suppliers and subcontractors, covering around 95% of SHEIN-branded products by procurement value. In separate 2025 written evidence to Parliament, it rounded the total to approximately 4,300 audits and said they covered approximately 317,000 workers. Those are different coverage measures: product procurement value and workers covered.
SHEIN also said the share of audits receiving A or B grades rose to 47% in 2024 from 29% in 2023, while the share receiving D or E grades fell to 8% from 20%. These company-reported totals and grades describe its audit program; they do not show that every violation was detected or establish that all supplier workplaces comply with labor law. The available disclosures do not establish what proportion of SHEIN’s current supplier network is covered by independent, publicly verifiable monitoring specifically for child labor.

How to interpret the case count
Two reported cases are a count of what SHEIN said its audits found in the specified period—not an estimate of how common child labor was across its full supplier network. The figures and responses above come from company disclosures. Reuters provided contemporaneous independent news coverage of the 2023 disclosure, but that does not make the underlying case details independently verified.
