Sheffield Wednesday’s takeover is complete: Arise Capital Partners LLC bought the club on 2 May 2026, and the EFL confirmed Wednesday had met its requirements and left administration. The EFL also waived the expected 15-point deduction, but the club remains subject to a two-season budget restriction and an agreed business plan. James Bord’s earlier consortium withdrew while checks were ongoing; public reporting does not establish that the EFL rejected it or found that Bord failed a test.
What happened to Sheffield Wednesday’s takeover?
Administrators completed the sale to Arise Capital Partners LLC, led by David Storch alongside Michael Storch and Tom Costin, on 2 May 2026. The EFL confirmed that the club met League requirements and was no longer in administration. The administrators later confirmed the sale and said wage and transfer parameters had been agreed. The EFL’s statement and the administrators’ statement set out the completed transaction and its immediate conditions.

What does the EFL test require?
The EFL describes a takeover as an “acquisition of control.” Its current guidance says a prospective owner must meet both EFL requirements and the requirements of the Independent Football Regulator (IFR). The EFL Owners’ and Directors’ Test (OADT) continues alongside the IFR’s Owners, Directors and Senior Executives (ODSE) regime, which began on 5 May 2026. The IFR framework applies to owners and specified senior decision-makers.
The EFL says relevant assessments include honesty and integrity, financial soundness, financial resources and competence. Its guidance also addresses the source and sufficiency of funding and preventing disqualified individuals or entities from influencing club management. The policy context explains why reporting on a takeover can refer to more than one check; it does not establish the outcome of a particular bidder’s assessment. Did the EFL reject James Bord’s bid?
The available public reporting does not say that the EFL rejected Bord’s consortium or that it failed an EFL or IFR test. The group withdrew on 25 February while checks were in progress. BBC reported that documentation remained outstanding and the checks had been challenging, but also reported the consortium’s own explanation: it said the club’s valuation had fallen below its £47.8 million bid and its offer terms did not allow renegotiation. That figure is BBC’s reported value for the proposed takeover, not a completed purchase price. BBC’s report on the withdrawal carries the consortium’s statement and the reporting on the checks.
In that statement, the consortium said: “To all the long-suffering fans of this great club, it is with the greatest regret that we have decided not to pursue our bid to become your new custodians,” and cited historic mishandling and underinvestment as part of its explanation. The statement does not amount to an EFL finding.

What does “James Bord restrictions” mean?
In the context of this takeover, “restrictions” refers to reported scrutiny during the bid process, not a confirmed personal ban. January reporting described EFL examination of funding sources and compliance with the Owners’ and Directors’ Test, including questions about gambling-related sources. The Guardian attributed details to sources and reported that the EFL confirmed the process was ongoing at that time. These were reports about scrutiny, not a final determination of Bord’s eligibility. The Guardian’s January report describes that stage of the process.
No reviewed public source establishes that Bord was prohibited from owning a club or that the EFL issued a finding against him. The bid ended with the consortium’s withdrawal before the checks were publicly concluded.

Why did Short Circuit Science raise questions?
James Bord founded Short Circuit Science, a sports analytics and decision-support business advising professional football clubs. BBC reported that Felix Romer was a shareholder and Alsharif Faisal Bin Jamil was the company’s group CEO. BBC also described advisory work at multiple clubs, including Sheffield United. BBC’s profile of the consortium covers Bord and the company.
The Guardian reported that Short Circuit had a Sheffield United recruitment-advice contract until Bord’s Wednesday bid became known. Because Sheffield United and Sheffield Wednesday are city rivals, the relationship raised a governance and conflict-of-interest question. The reporting establishes the relationship and its timing; it does not establish that confidential information was shared, a rule was breached, or the issue caused the consortium to withdraw. Why was the 15-point deduction waived?
The EFL said its Board considered proposals made to former owner Dejphon Chansiri by the administrators and new owners, then exercised discretion under its Insolvency Policy and decided a 15-point deduction on exit from administration would not be appropriate. The administrators said Wednesday would begin the upcoming season on zero points.
BBC’s 6 May explanation reported details of the negotiated settlement: football creditors and HMRC were to be paid in full, while other unsecured creditors were to receive 25p in the pound immediately. BBC reported that Chansiri’s claim was handled through a deferred arrangement linked to future club success and that Arise committed to stadium investment. It also reported that some spending and wage restrictions were lifted under a two-year business plan. These are BBC-reported settlement mechanics; the EFL’s public statement confirms its decision to waive the deduction, not every detail of the negotiations. What restrictions remain on Sheffield Wednesday?
The official statements describe a budget restriction lasting two seasons, with player registrations governed by a business plan agreed by the owners and the EFL. They do not establish a precise current wage cap or transfer limit. Exact limits should not be inferred from the broad description of the restriction.
A September 2026 Athletic feature, reproduced on Reddit, reported 18 new arrivals under severe restrictions, but the available passage does not supply an authoritative current spending cap. The EFL and administrators’ statements remain the clearest sources for the formal conditions: EFL statement; administrators’ statement.
