The buyer pays before seeing the full garment mix, and the result depends on what can be resold, what it costs to land and handle the shipment, local demand, and how quickly stock turns into cash.
How the second-hand clothing bale trade works
The trade is a value chain: used garments are collected, sorted or categorized, compressed into bales, exported, then sold through local wholesalers and retailers. A bale is a wholesale resale input, not a standardized box of guaranteed goods. Its grade and actual contents affect what a buyer can sell and at what pace.

For an importer or reseller, the key question is whether the proceeds from the saleable items can cover the bale’s purchase price and all costs of getting, sorting, storing and selling the stock. A shipment may include higher-value garments, lower-value items and material that cannot be resold as clothing. That mix is not fully known until the bale is opened.
What is inside a bale—and why the mix matters
In its 2026 analysis of imported bales in Uganda and Tanzania, UNCTAD reported the following shares among the items it analyzed:

These are findings about the study’s analyzed bales and markets, not a guarantee about a particular supplier, shipment or country. A bale with more desirable, higher-value pieces may yield better proceeds; residual or unusable material can reduce the amount available for resale while still incurring costs.
The trade is not simply a choice between reusable clothing and waste. UNECE’s 2026 joint study, Making trade work for circularity: Improving circularity in second-hand clothing through trade regulation, says: “International trade can enable a circular economy for textiles by matching supply and demand for re-wearable clothing.” The same study identifies quality and waste-management concerns, so both the value of reuse and the handling of unusable material matter.
How large is the international market?
The market has measurable global scale, but its best-known figures need their dates and geography attached. UNECE valued international trade in second-hand clothing at USD 9.3 billion in 2021. That is a historical trade value, not a 2026 market valuation. A 2024 UNECE/ECLAC publication described global used-clothing trade as having increased sevenfold over four decades; that is a long-term comparison, not an annual growth rate.

The UNECE publication identifies the EU, China, the United States and the United Kingdom as major exporters by value, and Pakistan, Ukraine, Kenya and Chile as principal importers. Chile’s reported volume also illustrates why destination-specific outcomes matter: the UNECE/ECLAC publication noted that many of the second-hand textiles entering Chile in 2022 were eventually disposed of. That is evidence of a concern in that market, not proof that all used-clothing bales are waste.

Is selling used clothing bales profitable?
It can be, but neither a universal bale price nor a broadly representative net margin is established by the available figures. Profit depends on the buyer’s actual quote, bale contents, destination, local selling prices and the costs that accumulate before items reach customers. Treating a bale as profitable based only on its purchase price leaves out the expenses that determine whether the resale proceeds cover the investment.
A useful way to assess a potential order is to estimate recoverable resale value—the expected proceeds from items that can actually be sold—and compare it with the complete landed and selling costs. The result is highly sensitive to the share of higher-value pieces and the time needed to sell them. Slow-moving stock can tie up working capital even if it eventually sells.

Build the cost picture before ordering
- Acquisition: the bale price and any sourcing or collection-related charges included in the transaction.
- International shipment: freight and container costs for the route and order size.
- Clearance: customs documentation, duties or levies, and any applicable conformity or licensing steps.
- Local handling: transport, unloading, sorting, storage and other handling expenses.
- Sales and cash flow: the costs of reaching buyers, the prices local customers will pay, and the time before enough inventory sells to fund the next order.
UNCTAD describes quality and cost competitiveness, delivery performance and supplier trust as important in importer decisions. Ask how the supplier defines a grade, what mix it represents, how consistent that mix has been across prior orders, and how delivery or complaints are handled. A grade label is useful only if the buyer understands what it means for the stock they can sell.

Do not rely on a generic estimate of profit per bale or per kilogram in place of these details. A decision requires current supplier terms and costs for the particular route and destination, as well as a realistic estimate of how quickly the stock can sell.
What import and textile-shipment rules can affect the costs?
Requirements vary by jurisdiction and route, so a rule that applies in one market should not be assumed to apply elsewhere. Check current requirements with the relevant authority and a clearing agent before committing to a shipment.
- Tanzania: The official trade portal describes a clearance procedure for second-hand clothes through Dar es Salaam, including customs documentation and conformity-verification steps.
- Uganda: The Ministry of Trade lists worn clothing and clothing accessories among categories requiring an import licence.
- United Kingdom: Government guidance addresses whether textile shipments are waste or non-waste and gives sorting criteria for waste shipments. The applicable treatment depends on the shipment and jurisdictions involved.
These examples show why compliance belongs in the landed-cost calculation rather than being treated as an afterthought. Waste classification is not one universal rule that automatically determines the status of every shipment.
What to verify before committing to a bale order
- Define the market: Identify the destination, likely buyers and the types of garments they want before choosing a bale grade.
- Get the supplier’s terms in writing: Confirm the grade description, quantity, price, delivery timing and the process for raising a quality or delivery problem.
- Map the route costs: Obtain current freight, customs, duty or levy, clearance, local transport and handling estimates for the actual route.
- Check compliance: Confirm licensing, documentation, conformity and any applicable rules for textile material that cannot be resold as clothing.
- Estimate cash recovery: Model proceeds from realistically saleable items—not every item in the bale—and account for the time needed to sell them.
If the order works only when nearly every garment sells quickly at an optimistic price, the expected return is fragile. The business case is stronger when the buyer understands the grade, has a route-specific cost estimate, can sell the likely mix to an established market, and has enough working capital to manage slower turnover or residual material.
