What moved forward in Seattle in May 2024?
The Governance, Accountability, and Economic Development Committee approved Council Bill 120775 as amended on May 9, 2024. GeekWire reported at the time that the bill was set for a full City Council vote on May 28. The official bill record records the committee passage and lists the measure as retired on June 9, 2026. Who is covered by Seattle’s delivery-worker pay rules?
The rules concern covered app-based work performed through network companies, not every person whose job title is delivery driver. Seattle’s ordinance defines the covered work and companies; coverage depends on those definitions. The city’s Office of Labor Standards overview explains the ordinance and its requirements.
What does Seattle’s current minimum-payment rule require?
For 2026, the Office of Labor Standards publishes minimum amounts of $0.47 per minute, $0.80 per mile, and $5.34 per offer. The required payment is the greater of the time-and-mile calculation or the per-offer amount. These are the city’s published 2026 figures, not the rates proposed in 2024. How did the 2024 proposal differ from the existing approach?
CB 120775 proposed replacing a minimum calculated for each offer with a shortfall calculation over a network company’s earnings period. The proposal defined that period as no more than 14 consecutive calendar days. It specified an hourly amount based on Seattle’s minimum wage plus a mileage amount; the bill text set the 2024 figures at $19.97 per hour and $0.35 per mile. Those were proposal terms, not current requirements.

The proposal therefore covered more than a change to the wage formula: it also addressed tips, incentives, disclosure, flexibility, cancellations, and worker remedies. Its provisions should be understood as proposed language because the bill is listed as retired.

Why was a revision being considered?
The original App-Based Worker Minimum Payment Ordinance, SMC 8.37, was passed unanimously by the Council on May 31, 2022, and took effect January 13, 2024. In its announcement, the Council described three aims: minimum wage plus expenses and tips, transparency about employment terms and payment splits, and flexibility. The release also cited a Working Washington report reviewing hundreds of records that found 92% of app-based company jobs paid Seattle workers below minimum wage. That is a historical figure attributed to the report by the Council, not a current city estimate. Seattle City Council’s May 31, 2022 release provides its account.
During the 2024 debate, GeekWire reported that the proposal would change a standard described at the time as $26.40 per hour to $19.97 per hour. These are historical comparison figures from contemporaneous coverage, not today’s official rates. GeekWire also reported a projected net-pay figure of $13.17 per hour from a Working Washington report; this was an advocacy-organization estimate, not a city finding or a measured outcome of the proposal. Councilmember Maritza Rivera, a co-sponsor, told GeekWire: “We are all trying to find a solution so that all workers are making minimum wage, rather than some and not others.” GeekWire’s report gives the contemporaneous context for these figures and comments.

What should delivery workers and customers take from the bill’s status?
For a worker checking pay, use the Seattle Office of Labor Standards’ current ordinance summary and the applicable payment records rather than relying on the 2024 proposal figures. The official record’s retired status means CB 120775 should not be presented as a current rule. The available sources do not establish that the bill was enacted or determine the real-world effects either formula would have had.
